ABSTRACT Syria is generally considered a case of non-intervention. One of the dominant (since the 1990s) kinds of intervention, namely multilateral humanitarian intervention, failed, as did other attempts by a select group of countries to implement a ‘red line’ concerning the use of chemical weapons. However, in this case, there is no sharp dichotomy between intervention and non-intervention. In lieu of an intervention that would tilt the balance and coordinate help to halt massacres, various rival and uncoordinated international and regional interventions overlapped over time, fuelling a market for violence. ‘Weakened interventionism’, as opposed to principled and hierarchical intervention, has manifested itself in Syria in a model recalling “the struggle for Syria” of the 1960s in a new, contemporary setting. 相似文献

ABSTRACT Many bystander programs to prevent violence have been developed and evaluated in college populations. An exception is the randomized controlled trial of Green Dot, found effective in reducing violence rates and violence acceptance in 26 high-schools (2010–2014). In ‘Life’s Snapshot’, 10,727 seniors were recruited from these same schools with the goal of determining the longer-term efficacy of bystander training. Students in intervention schools could have up to three years of Green Dot exposure. Seniors from intervention versus control schools had significantly lower scores (p <.01) indicating less violence acceptance or sexism for two of five measures. Seniors’ self-reports of bystander training received confirmed these findings. These cross-sectional analyses suggest that some reductions in violence acceptance associated with bystander programming may be maintained into early adulthood. 相似文献

随着大众传播媒体的迅速发展,因其所具有的传播速度快、受众面广、公开及时等特点,已经越来越深入社会生活的方方面面。在刑事司法领域,媒体介入,特别是刑事侦查和审判阶段的介入,已然成为社会所热议的焦点和专家学者所研究的热点。媒体介入是一把双刃剑,在刑事诉讼活动中既能表现出监督司法机关诉讼活动、培养民众法律意识和法制观念等有利的一面,又能体现出阻碍侦查活动、妨碍诉讼活动的正常进行,甚至出现"媒体审判"等不利的一方面。必须通过重点分析媒体介入对刑事诉讼的影响,才能提出媒体介入刑事诉讼所应坚持的原则,以便协调舆论媒体与司法机关之间的关系。 相似文献

以慈善捐赠事业为主要内容的"第三次分配"在促进我国财富分配的社会公平、增强社会凝聚力和构建和谐社会等方面发挥着十分重要的作用。所谓"第三次分配"是指个人或企业出于自愿,把可支配收入的一部分捐赠出去,建立社会救助、民间捐赠、慈善事业、志愿者行动等多种形式的制度和机制,以实现社会财富的重新配置。近年来,我国慈善事业虽然有了很大发展,但与国外慈善事业发达国家相比,差距仍然很大。"第三次分配"具有民间自发性,但这并不表明政府是无所作为的。政府的作用主要是通过立法加强"第三次分配"的引导,为其创造一个宽松的法制环境,这也是政府义不容辞的责任。而在加强"第三次分配"的法律引导方面,应当充分发挥包括民间法、民法、国家政策法在内的法律的协同调整作用。 相似文献

Abstract With the rise of China and Russia, the international system is poised to shift from unipolarity to multipolarity. This article argues that this structural reconfiguration will have—and is having—a profound effect on the future efficacy of the responsibility to protect (R2P). The rise of R2P, we argue, must be situated in the context of the end of the Cold War and the ‘unipolar moment’ this heralded. The efficacy of R2P is predicated on the assumption that moral advocacy can influence liberal democracies to re-orientate their foreign policy priorities towards human rights protection. We argue that the emerging multipolarity will expose the temporal specificity of this strategy and, ultimately, weaken the influence of R2P. 相似文献

Abstract The Critical Incident Stress Management (CISM) Model for crisis intervention was devloped for use with emergency service personnel. Research regarding the use of the CISM Model has been conducted among civilians and high-risk occupation groups with mixed results. The purpose of this study is to examine the effectiveness of the CISM Model for school-based crisis intervention as perceived by teachers and staff. This study compares baseline and CISM Model data over a five-year period. The results suggest that the CISM Model had a positive effect on teacher and staff perceptions of service delivery components (i.e., informing students, meeting with staff members), but no effect on perceptions of the impact of CISM on student outcomes. 相似文献
