大学生自杀风险评估的两种模型及操作流程

大学生自杀风险评估是高校危机干预工作者通过观察、分析和会谈询问等方式,估计和确定特定大学生个体自杀危险程度的过程。自杀风险评估是做好大学生自杀预防与干预工作的起点和核心环节,妥善运用自杀风险评估技术,有助于建立科学的自杀预防与干预工作机制,提高大学生自杀预防与危机干预的效能。

我国房屋征收领域已经存在系统的社会风险。作为政治系统对法律系统的环境影响,重塑征收的合法性应注意房屋征收法制中社会稳定风险评估机制的功能定位;凝聚价值共识、扩大公众参与、注重反思理性应当成为房屋征收社会稳定评估机制的架构基础。     

Corporate social responsibility as new challenge for the IT industry

Corporate social responsibility (CSR) has become a relevant topic for enterprises offering products and services on a global scale. International organizations provide for guidelines and private associations publish codes of conduct requiring businesses to integrate social, environmental and ethical aspects, human rights as well as consumer concerns into their operations. Not at least the EU is promoting CSR through an Agenda for Action 2011–14. The implementation of CSR is a multidimensional ethical process and gains particular importance for the IT industry which by its nature is global. Therefore, IT enterprises are invited to conduct a CSR assessment, to develop a CSR strategy and to implement CSR commitments. These tasks are to be done by introducing specific CSR processes and compliance measures for risk assessment and risk mitigation.     

足弓破坏法医临床学鉴定的影像学理论与实践

足弓破坏是现行GB18667-2002《道路交通事故受伤人员伤残评定》标准针对足损伤后伤残等级评定特别给出的命名,临床与法医学界对此问题的阐述尚较少见,有必要在实践工作的基础上加以总结。足在纵、横方向上形成凸向上方的弓形外观,分别为内侧纵弓、外侧纵弓及横弓。足弓作用主要在于吸收震荡,起到保护作用,具备静态与动态两种态势。足弓可借鉴静态体重负荷下X线摄足弓侧位片进行测量。足损伤致跗、跖骨骨折愈合后足弓X线测量值背离临床医学足弓正常参考值和/或维持足弓功能作用的肌肉、韧带严重损伤,可谓足弓破坏。足弓骨性构架的动力结构内侧纵弓或承载负重的外侧纵弓中任意一个破坏,必定影响横弓,符合一足足弓结构破坏1/3以上的限定要件;而内侧纵弓及外侧纵弓均破坏,横弓必定破坏,符合一足足弓结构破坏的限定要件。     

There is no “I” in “a team of lawyers”: an evaluation of student perceptions of group assessment within legal higher education

ABSTRACT

This paper focuses on the use of group assessments within higher education (HE) as a form of summative assessment, and the experiences of students in relation to this assessment tool. Group assessment is becoming a very common feature of undergraduate HE courses, with an “explosion” of group assessment in more recent years. This paper chooses to focus on the use of group assessment within the discipline of law, specifically the use of summative group assessment within a law discipline at a Russell Group University. Although this paper follows numerous other studies and reviews of group work and group assessment, it has been noted that there remains a lack of qualitative studies on students’ perspectives on group assessment. This paper progresses the literature to date by collecting qualitative insights. In particular, the paper focuses on key aspects of student experience such as building group relationships, and the fear and uncertainty of being assessed as part of a group. Group assessment can be introduced readily by staff without always considering the complexity of group work and its related issues and this can potentially lead to negative student experiences. Therefore, this paper also aims to highlight the benefits to student experience of well-planned group assessment that is appropriately set.     

Quality of criminal responsibility reports submitted to the Hawaii judiciary

This paper is the third in a series of research reports on quality of forensic mental health evaluations submitted to the Hawaii judiciary. Previous studies examined quality of reports assessing competency to stand trial (CST) and post-acquittal conditional release, in felony defendants undergoing court-ordered examinations. Utilizing a 44-item quality coding instrument, this study examined quality of criminal responsibility reports in a sample of 150 forensic mental health evaluations conducted between 2006 and 2010 by court-appointed panels. Raters attained high levels of agreement in training and quality coding. Similar to the previous studies, overall quality of reports was mediocre, falling below the .80 quality criterion score for report elements, regardless of evaluator professional identification or employment status. Level of agreement between evaluators and judicial sanity determinations was “fair” using Cicchetti's (1994) standards for interpretation of intra-class correlations. Level of agreement was lower than previously published findings for CST reports and better than conditional release reports. Reasons for mediocre report quality and “fair” inter-rater agreement are discussed, including the fact that criminal responsibility evaluations are complex, retrospective in nature, and involve significant degrees of inference. In contrast to CST evaluations, assessment of criminal responsibility involves a mental state at the time of the offense evaluation. Threats to reliability in forensic reports are discussed. Suggestions for improvement of report quality are proffered, including standardization of procedures and report format and use of forensic assessment instruments.     

我国个人信息匿名化的法律标准与规则重塑

大数据时代,匿名化规范既是个人信息保护中风险预防的手段,也是我国数据经济发展中数字流通的法律基础,但匿名化的法律标准在我国法律中还有待明确。欧盟已通过《一般数据保护条例》提出明确的匿名化标准,但该条例基于流程设置的标准适用于欧盟境内尚可,适用于我国或显得过于严苛,有碍数字经济的发展。我国个人信息匿名化法律标准与规则的重塑应当考虑环境、再识别风险,建议进行功能性匿名化。将比例原则应用到我国匿名化法律标准和规则的重塑之中,并将其引入到评估匿名信息接收者的风险等级,有助于降低个人信息被再识别的风险亦有利于匿名化的法律标准制定和规则构建。     

破坏野生动物资源类犯罪若干疑难问题研究

破坏野生动物资源类犯罪为法定犯。但由于行政法、刑法以及司法解释关于野生动物犯罪相关规定存在一定的冲突,特别是在动物保护等级、保护对象、升档标准等方面,导致司法实践在法律适用方面存在众多困难。而在司法实践中,关于动物犯罪案件司法鉴定、主观明知、违法性认识、证明标准等方面也存在不同的观点。     

政府环境治理工作的公众评价：央地差距与结构性制约

近年来,随着环境问题日益受到社会各界的重视,政府在环境治理工作中的表现正成为公众关注的重点。但是,我们对于目前我国政府环境治理工作公众评价的基本情况和影响因素还知之甚少。基于对中国综合社会调查2013年（CGSS2013）数据的分析,我们发现,我国公众对于中央政府环境治理工作的评价显著高于地方政府,包括受教育程度、收入水平、社会经济地位感知、政治身份、城乡差距和地区差距在内的结构性因素制约着公众对于政府环境治理工作的评价。在对研究发现进行深入讨论的基础上,进一步提炼了研究发现在政策意义上的启示。
