This study is the most comprehensive analysis of the election of black state legislators in the American South. We start with the election of Leroy Johnson to the Georgia Senate in 1962, the first African American to win a state legislative seat in the modern South. We also document the election of all subsequent African Americans who were the first to enter their southern state legislative chambers. Next, we assess the factors influencing the election of southern black state legislators from the 1970s through 2015. Because of notable long-term changes to the southern electorate and alterations in the racial composition of legislative districts, there has been substantial variation in the likelihood of electing black lawmakers. Our final analysis highlights the undeniable reality and broader significance that the increasing share of southern African American state legislators has occurred at the same time that Republican representation has grown at a greater rate.  相似文献

Scholarship on race in Latin America has overwhelmingly characterized racial mixture as a unique feature of the political and social landscape there. Studies of eugenics in Latin America especially highlight the relative pragmatism regarding race mixing in contrast to eugenics elsewhere. However, an acceptance of race mixing did not preclude the persistence of racial hierarchy among Latin American racial theorists. Examining the development of eugenics in Chile, this article reveals how notions of racial plasticity existed alongside that of racial superiority. Specifically, it contends that Chilean racial exceptionalism in the early twentieth century was predicated on the idea that some types of racial mixture were better than others. Conveniently for Chileans, their mostly indigenous and European ancestry was one such preferred combination. Yet, racial mixing was only desirable insofar as it resulted in a homogeneous national population. This combination of ideas functioned much like white supremacy in other parts of the world. Using historical texts, popular and medical periodicals, and visual images produced between 1900 and 1950, this paper will demonstrate how race science in Chile reconciled the nation’s history of racial mixture with its claims to racial homogeneity and superiority relative to the rest of Latin America.  相似文献

Recent research suggests that although ethnic discrimination may have negative consequences for psychological well-being among youth of Chinese descent as it does for other ethnic groups, ethnic identity beliefs may buffer against such effects. Data for this study were drawn from the Early Adolescent Cohort Study, an investigation of contextual influences on the social, emotional, and academic adjustment of youth in ethnically diverse New York City middle schools. The present study sample consists of Chinese American (= 84) and African American (= 119) sixth graders. Results suggest that Chinese American youths’ own positive affect toward their ethnic group (private regard) was positively associated with higher self-esteem. In addition, the more favorably Chinese American youth perceived that others view their group (public regard), the fewer depressive symptoms they reported. In addition, among Chinese American youth, more favorable public regard attenuated the negative relationship between peer ethnic discrimination and depressive symptoms. The implications of these findings are discussed in light of the commonalities among ethnic and racial minority groups’ experiences of discrimination as well as the unique challenges that Chinese American youth face.

Abstract: This study examines whether sex determination based on morphological traits in the os coxae is impacted by racial quantitative variation. Nineteen traits were evaluated independently by two observers in 876 os coxae. Chi‐square test was used on a random sample of 400 individuals to assess whether the distribution of correct sex assessment varied for white and black individuals based on each trait individually and all 19 traits collectively, as well as on inter‐observer agreement in correct sex assessment. Results indicate that accuracy of sex assessment varied between white and black individuals in certain individual traits; however, accuracy was not impacted when all traits were considered together. Furthermore, traits that showed significant variation in correct sex assessment between races generally were not related to size, but instead were “discrete.” Finally, analyses of inter‐observer variation suggest that disparities in sex assessment for some traits may be related to differences in trait interpretation between observers rather than morphological dissimilarities between races.  相似文献

ABSTRACT

In 2015, the U.S. Department of Housing and Urban Development (HUD) issued the Affirmatively Furthering Fair Housing (AFFH) Rule, arguably the most significant federal effort in a generation to address place-based disparities in access to opportunity and to advance fair housing. In 2018, HUD suspended the rule, it said in part because of the resources it was expending to implement it and in part because of the large share of municipal plans that HUD determined had failed to meet the rule’s requirements. In this article, we present the first analysis of the fair housing plans that HUD did not accept, examining how municipalities failed to meet the rule's requirements, what those failures imply about advancing fair housing, and the extent to which HUD’s enforcement strategy was working before the suspension. Our analysis shows that HUD engaged in detailed reviews of municipalities’ Assessments of Fair Housing and provided constructive feedback. The most common issue with which municipalities struggled was setting realistic goals that would actually advance fair housing and creating measurable metrics and milestones to gauge progress. Several municipalities neglected to conduct thorough regional analyses or analyses of all relevant disparities in access to opportunity. Both shortcomings reflect broader challenges municipalities face in advancing fair housing, particularly in identifying strategies that address interconnected causes of disparities in access to opportunity and in building regional support to address those causes.  相似文献

Racial disparities in court dispositions and sentences might reflect systemic biases toward minorities, but they might also stem from race group differences in legal or other extra-legal factors linked to a defendant’s risk for future criminality. Analyses of over 5,000 felony defendants from an urban Ohio jurisdiction revealed that significant main effects of a defendant’s race on release on one’s own recognizance (ROR), bond amounts, and prison sentences were rendered nonsignificant when controlling for legal factors, such as offense severity. Analyses of interaction effects, on the other hand, revealed that African American males age 18–29 experienced lower odds of ROR, higher bond amounts, and higher odds of incarceration in prison relative to other demographic subgroups, even with the inclusion of rigorous controls for legally relevant criteria. The relevance of these findings for understanding disparate treatment at different stages of case processing is discussed.  相似文献

Recent theoretical extensions of threat theory have posited that Whites frequently view Blacks as a criminal threat because of stereotypes linking race and crime. Several studies have found indirect support for this hypothesis and have shown that the percentage of neighborhood residents who are Black is positively associated with the perceptions of victimization risk and fear of crime by White residents. To date, however, little research has investigated whether, as theory would suggest, this relationship is either a consequence of or is contingent on Whites holding stereotypes of Blacks as criminals. In this article, we address this issue by examining whether racial typification of crime mediates or moderates the relationships between static and dynamic measures of neighborhood racial composition and the perceptions of victimization risk by Whites. The results offer mixed support for the threat hypothesis and show that racial typification of crime conditions the relationship between perceived changes in neighborhood racial composition and the perceptions of victimization risk by Whites, but neither explains nor influences the association between static measures of racial composition and the latter. The implications of the findings for threat theory and research are discussed.  相似文献

Research on race effects in police traffic stops is theoretically underdeveloped. In this study, we derive propositions from Donald Black's theory of law to explain the interaction effects of officer and driver race on searches in traffic stops in St. Louis, Missouri. Our citywide results and those for stops in predominantly White communities are generally consistent with the theory: Searches are more likely in stops of Black drivers than in those of White drivers, especially by White officers, controlling for other characteristics of the officer, driver, and stop. In predominantly Black communities, however, stops of White drivers by White officers are most likely to result in a search. We interpret both sets of results as manifestations of racial profiling in segregated communities and suggest that Black's theory of law remains a promising theoretical framework for future research on the continuing significance of race‐based policing in the United States.  相似文献
