由马加爵案的悬赏侦破,引出对最近各地公安机关和法院“悬赏办案”的分析,即从历史、法律、法社会学及法经济学的角度,指出这种“改革”方案的危险性倾向,并提出了建设性建议。     

未成年人重新犯罪实证研究

重新犯罪现象是困扰当今社会的主要犯罪问题,世界各国都高度重视对这一问题的防控与研究。未成年人作为重新犯罪中的一个极为重要的特殊群体,其犯罪的高发率、危害的长久性引起了社会普遍关注。这主要是因为其初犯时尚未成年,影响了他们实现正常的社会化,加大了再次犯罪的可能性。因此,从实证研究入手对未成年人重新犯罪的原因、特点进行科学分析,探究其重新犯罪规律,将有助于制定预防未成年人重新犯罪的刑事政策。     

Spectacular metamorphosis and an erotic device in the self-promotion campaign of a satellite television channel

In contrast to the increased popularity of gay and lesbian representations in the visual media of the early 2000s, the imagery of androgynous, inter-sex and transgender subjectivities, particularly in television commercials, is conspicuously limited. This article distinguishes three main categories of cinematic (mis)representation of gender transgression: the opportunistic lipstick, the “authentic” lipstick, and the fabulous lipstick. It examines this classification through the analysis of a unique, self-promotional television commercial broadcast by Yes+, an Israeli digital television channel whose visual contents often transgress the limits of mainstream television. Although the discussed advert conforms to the commercial imperative to attract Israeli audiences by all means, it is much more polysemic than one might notice at first glance. This study problematizes the sensational aspects of this “spectacular drama,” embraces its diverse erotic identifications and re-examines the price of queer visibility in the age of exploitive striptease culture.     

The cost of protection racket in Sicily

The purpose of this paper is to estimate the current cost of protection rackets in Sicily. By means of a database constructed on judicial evidence, it has been possible to come up with an estimate of the average and total costs of the protection-money system, as well as finding out in which sectors of economic activity and in which provinces is most pervasive. The average monthly payment is approximately 600 euros per business, with stronger effects in those areas with a relatively more traditional economic structure. As a whole, in monetary terms, the protection racket in Sicily accounts for over 1.4% of gross regional product. Finally, the paper supports the hypothesis that in most cases, the pervasive presence of the mafia represents a considerable constraint on business growth.     

不同细胞因子对水牛原始生殖细胞传代培养的影响

为探讨不同细胞因子对水牛原始生殖细胞(PGCs)传代培养的影响,将PGCs分别采用A、B、C、D、E、F和G共7种培养基进行培养,即A组:基础液+10 ng/mL白血病抑制因子(LIF)+10 ng/mL碱性成纤维细胞生长因子(bFGF);B组:基础液+20 ng/mL LIF+20 ng/mL bFGF;C组:基础液+20 ng/mLLIF+10 ng/mL bFGF;D组:基础液+20 ng/mL LIF;E组:基础液+20 ng/mL LIF+20 ng/mL bFGF+20ng/mL干细胞因子(SCF);F组:基础液+20 ng/mL LIF+40 ng/mL bFGF+40 ng/mL SCF;G组(对照组):基础液。将机械法分离的PGCs小集落接种到水牛胎儿成纤维细胞(BEF)饲养层上进行传代培养。结果,原代时,A、B、C、D、E和F组的克隆数目都显著高于对照组(P<0.05),其中E和F组的克隆数目显著高于A组(P<0.05),而与B、C、D组差异均不显著(P>0.05);1~8代时,B、C、D、E、F组的克隆数目显著高于A组(P<0.05);对照组传代数仅为2代,A组为5代,而B、C、D、E和F组均为8代以上。结果表明,在传代过程中,LIF起主要作用,20 ng/mL的LIF浓度可以满足水牛PGCs传代培养的需要。     

略论监狱亚文化——从考察罪犯群体的角度

在目前的刑罚执行过程中.监狱亚文化对行刑工作产生了一定的负面影响,监狱亚文化有其产生的原因、特有的表现形式及特点.遏制、消解监狱亚文化从监狱管理体制、行刑机制、文化建设等方面进行改革,方能有效.     

Developing a peace course in police studies: how a culture of peace can enhance police legitimacy in a democratic society

This paper reflects my experiences developing a course within the Criminal Justice Technology Associates of Science degree program at Valencia College that fuses topics unique to peace and police studies. The key challenge in developing this course was in confronting the paradox of the police as instruments of both peace and conflict. In dealing with this paradox, students examine the role of the police in a democratic society and the authority of the police to use coercive force. Key topics covered in this course include defining peace, the police role in peace movements, the history, structure and strategies affecting the police, causes of violence, conflict analysis and conflict intervention, and ethical foundations for peace. In addition, this course examines occupational, organizational, institutional factors that contribute to the development of a unique police subculture that values crime fighting as its core responsibility and the impact of that orientation on police attitudes and behaviors toward the public. Throughout the course, students are challenged to envision a new paradigm for policing that emphasizes a culture of peace rather than a culture of conflict.     

政治亚文化在村庄治理中的积极功能

村庄是我国最基本的自治单元之一,村庄的政治文化包含社会主义政治文化、农村传统文化及西方外来资本主义文化的某些内容,后面两种构成村庄政治亚文化主要组成部分。从功能主义视角看,政治亚文化在村庄治理中的积极功能集中体现在表达机制、激发机制与协商机制上。因此,要充分发挥政治亚文化的积极功能作用,使之成为推进村庄治理现代化的重要组成部分。     

腐败亚文化的代际传递与文化反腐败的路径选择

腐败亚文化已经深刻影响着一些人的生活方式,并通过代际传递影响到国家的未来。腐败亚文化代际传递有深厚的社会基础、外在推动力和内在驱动力,通过垂直传递和倾斜传递的途径滋生蔓延。要彻底铲除腐败亚文化,必须提高对文化反腐败重大意义的认识;增强制度反腐的刚性,扫清腐败亚文化代际传递的源头;改变代际传递的文化内涵,构建代际文化反腐败教育体系。
