Citizens policing citizens: are citizen watches manifestations of contemporary responsible citizenship?

During the last decade, the phenomenon of citizen watches has become a common and meaningful element in citizen participation that aims to improve local public safety. This paper discusses citizen watches as a manifestation of the way citizens and state agencies are redefining and transforming their relationships. It examines the question of the extent to which citizen watches can be seen as examples of good citizenship. The Dutch government is currently appealing strongly for more citizen involvement in public matters, but is unclear about the kind of involvement it expects. The paper argues that citizen watches are mainly considered manifestations of ‘good citizenship’ by the government if they are set up in line with state objectives and are willing to serve as an auxiliary of the formal authorities in the neighborhood. Many citizen watches are therefore products of self-responsibilization processes, which have not yet received much academic attention.     

NHS Inquiries and the Problem of Culture

If inquiries are about learning the lessons of the past, why do they appear to find the same failings time and again? Bristol, Mid Staffordshire, Morecambe Bay, Liverpool Community Health are all examples of where culture went wrong. The lack of learning from inquiries is a prominent concern and one raised elsewhere in this issue. In this article, I explore why it might be that culture is repeatedly found to be the cause of healthcare failures. I start by reviewing perspectives on what culture is and the degree to which it is possible change it. I examine how culture was described in the Bristol, Mid Staffordshire, Morecambe Bay and Liverpool inquiries and question whether these are the same cultures, with the same problems, or whether they are different. I discuss possible explanations for apparent similarities, describe how cultural change occurs and conclude by drawing out the implications of focussing on culture as a threat to patient safety.

利用扫描电镜/能谱仪和X-射线衍射仪鉴别假“冰毒”

冰毒为纯白或淡黄色结晶体,为利益所驱,很多制贩毒者利用其它外观相似的晶体充当替代品或者掺杂剂,在常规检测时,用气/质联用仪无法检验其成分。本文利用扫描电镜/能谱仪和X-射线衍射仪对外观酷似"冰毒"的晶状物成分进行检测,先利用扫描电镜/能谱仪测定未知物主要元素,再利用X-射线衍射仪测定其晶体结构和成分。两者有效结合成功地鉴别假"冰毒"物质的成分。
