中西方国家授权立法监控方式之比较研究

授权立法是立法制度的重要组成部分之一,其在解决现代社会所面临的各种复杂问题上发挥了重要作用。但由于授权立法是我国立法制度中的一个新问题,因此在立法实践中难免带有某些不尽人意之处。文章对比分析了中西方国家授权立法的监控方式,并提出了健全授权立法监督机制的构想,以期对我国授权立法制度的完善有所裨益。     

公安机关监控民用爆炸物品流向的措施

公安机关为了更好地实现对民用爆炸物品公共安全管理和民用爆炸物品购买、运输、爆破作业的安全监督管理的职能,有效监控民用爆炸物品流向,应通过地方立法,对涉爆企业在民爆物品的供给、运输、需求等方面实行信息验证、公示制度。通过信息公示,增强企业涉爆行为的公开性、透明化,以预防企业从事违反危险物品管理的活动,压缩非法涉爆企业的生存空间,防止民用爆炸物品被非法爆破行为利用。     

Twenty years after 1989: moving on from transitology

This article sets within a qualitative framework part of the social sciences research that has been carried out on Central and Eastern Europe since 1989. This qualitative study relies upon quantitative data from journal monitoring carried out on a number of thematic journals on post-Communist Europe. What the article demonstrates is that political science research on post-Communist Europe has advanced from the stage of transitology to methodological approaches more deeply entrenched within the European whole. Sociological research, on the other hand, has recently started to position the East European regional inside the European or global more emphatically.     

实然与应然：社会主义核心价值观的提炼与倡导

纵观这几年的关于核心价值观提炼的争鸣,始终都有一条主线和矛盾贯穿其中,即“应然”与“实然”的关系。对社会主义核心价值观作出“应然”和“实然”的哲学思索和探析,对社会主义核心价值观蕴含的价值目标、价值向度、价值规范和价值追求作出区分和剖析,有助于把提炼和倡导的社会主义核心价值观提供科学地论证和全面地宣扬,帮助提炼和倡导的社会主义核心价值观更好、更快、更易地融入到人们的心中。     

网络监察相关法律问题的探讨

近年来,随着互联网技术的不断发展,互联网安全问题也越来越受到党和政府的重视。公安机关公共信息和网络监察部门在进行网络犯罪案件调查、侦查和取证过程中,出于立法不健全等原因,当前网络监督存在着信息良莠不齐、影响力有限、网络暴力危及个人隐私、网络管理监督的相关法规尚不健全等问题。应尽快完善相关制度,制定相关法律,保证网络安全监督在制度化的轨道中运行,充分发挥网络监察在信息安全中的重大作用。     

"Life expectancy" of "ecstasy" tablets in Israel in the years 2001-2003

3,4-Methylenedioxymethamphetamine (MDMA) tablets known as "ecstasy" became a very popular drug amongst Israeli youth in the last decade. The ecstasy tablets have a simple design impressed on them (logos) making it relatively easy to distinguish between various logos. The life expectancy of ecstasy tablet logos, defined as the period between the first seizure by the police of a certain logo until the last seizure of the same logo, was monitored during the years 2001-2003. During this time interval, 58 different tablet logos were seized. A total of 26 logos, defined as common logos with at least 10 independent seizures, were observed. At any given time interval during this period, 8-10 common logos were found with an average life expectancy of approximately 9 months. Five of the observed 26 common logos were defined as the most common logos that appeared in at least 200 independent seizures each. Plots of the number of seizures and number of tablets seized as a function of time are presented and discussed as well as explanations for the high turnover rate of any given logo.     

'I'm Making a TV Programme Here!': Reality TV'S Banged Up and Public Criminology

Abstract: This article examines the TV series Banged Up and media reactions to it. In doing so it seeks to argue that it served a wider public service purpose, or public criminology, than simply entertainment. A number of other 'experiments' and the crossover between those and reality TV are also explored. The series was not universally admired and no attempt is made to hide this. In addition to engaging with theoretical matters the experience of one of the authors of being part of the programme is set out.     

预算监督体系完善对策研究

预算监督是现代公共财政的重要组成部分,是遏制腐败、增强政府财政透明度的制度条件。目前,我国预算监督体系还存在着不完善的地方,为此,必须以提高人大及其常委会的监督能力和增强审计监督的独立性为要点,构建起立法机关、审计机关和社会力量三重监督相互配合与补充的监督体系。     

Cyberspace,simulation, artificial intelligence,affectionate machines and being human

Abstract

This article focuses on the question whether the technologically enabled advent of ‘virtual reality’ or ‘cyberspace’ has a significant impact on human experience of the world. Gilbert Germain's work on Virilio and Baudrillard gives greater insight in this regard, specifically regarding cyberspace as the new ‘frontier’, and focuses on the alienating effects of cyberspace regarding the human life-world. Turkle's recent work regarding robotics similarly points to a fundamental shift in human attitudes towards ‘embodied’ artificial intelligence, especially concerning its capacity for affectivity, which further marks a turning away from the complexity of human relationships in favour of supposedly uncomplicated ‘machine relationships’. Derrida enables one to better understand the changing relation between humans and machines in terms of the reconfiguration of human subjectivity. Together with Turkle's work in this domain, it points to a surprising ‘reconfiguration’ of conceptions regarding being human. Finally, Feenberg's retrospective on the fraught relations between humans and technology, as reflected in various fictional and theoretical works, as well as social developments, provides a suitable conclusion, given his affirmative remarks on the prospects of human autonomy in relation to the Internet.
