We argue that certain important democratic practices and elements of pluralism are lasting features of political systems in many poor countries. Because of state weakness, such arrangements work to the benefit of both elites and citizens. The broader citizenry and civil society enjoy significant political freedoms and greater access to foreign aid. Elites tolerate these limited civil liberties and regular elections because they produce few costly consequences due to state incapacity. We evaluate this theory of ‘uneven pluralism’ in poor countries using evidence from a paired comparison of Mali and Kyrgyzstan. These two countries have experienced significant political turbulence, but on balance have shown a persistent and robust commitment to a free press, transparent elections, and respect for freedom of association. Our theory suggests that uneven pluralism is likely to continue in countries like Mali and Kyrgyzstan, even as significant limits on judicial independence, persistent corruption, and lack of government transparency make democratic consolidation unlikely.  相似文献

The article analyses Ali Khamenei’s discourse on insiders and outsiders in the Islamic Republic of Iran, arguing that it shows the leader of an electoral revolutionary regime striving to counter elite fragmentation and growing democratic demands. It studies identity demarcation as a tool of autocratic legitimation. In a political system where the possibility to access political positions depends on supporting a belief-system, all cadres share a basic identity, which rulers can exploit to draw boundaries between “us” and “them”. The analysis reveals how Iran’s leader capitalizes on the existence of an insider-outsider divide to promote ideas about an imagined “we” of the regime. The “we” is portrayed as an Islamic we, fully committed to his rule. The article maintains that Khamenei developed this discourse in response to the challenge of the Iranian reform movement. It analyses, first, the context in which the discourse emerged and, second, the discursive strategy itself, to substantiate the claim. It concludes that the discourse had two essential aims in the containment (1997–2003) and crushing (2009–2010) of the pro-democracy reformist and Green movements: to de-legitimate Khamenei’s opponents through othering and to legitimate the counter-mobilization of repressive agents.  相似文献

This article discusses the Arab Spring in Jordan and the reasons the Hashemite regime was able to survive it. Liberals, retired military officers, young people, members of tribes, and members of the Muslim Brotherhood all participated in the demonstrations against the regime, which began in January 2011. In the beginning, it seemed that diversified demonstrations would bring about the regime’s collapse, as happened in other Arab countries. But in the end, it turned out that each group acted in its own interests. Tribal leaders worried about economic concerns, liberals sought to promote political reform, and the Muslim Brotherhood demanded the establishment of an Islamic caliphate. The lack of a common goal combined with Jordan’s policy of allowing demonstrations free from the fear of violent repression, sapped protesters’ motivation and minimized the number of participants. The fear of the type of anarchy and terror seen in Syria and Egypt also frightened the protesters and led them to the conclusion that it is better to live in an undemocratic but stable regime than pursue a fight for democracy that might end badly. Ultimately, it was King Abdullah’s astute political strategy in combination with international contingencies that enabled Jordan’s Hashemite regime to survive the Arab Spring.  相似文献

Humanitarian organisations respond to increasing donor requests to assess economic aspects of their programmes, including cost-effectiveness. This article presents results from a survey of humanitarian agency staff and donor agencies, investigating such requests. Findings indicate a need for clear guidelines and capacity building in these economic assessments, expressed by both humanitarian staff and donor agencies themselves. While improving efficiency is important to ensure effective humanitarian response, caution is warranted in adopting overly burdensome and complex assessments of efficiency which are poorly understood by staff requesting and responding to them, the outcomes of which may lead to reductive and decontextualised decision-making.  相似文献

How does the structure of government‐funded service networks affect the process of service innovation? We have conducted a comparative analysis of the structure and processes of collaborative innovation of 2 government‐funded community‐based elderly service networks in Shanghai. We have found that in consistent with the literature, a network that has a network administrative organization structure is better able to manage the process of service innovation in a way that balances the need to achieve government policy goals on the one hand and the imperative to facilitate bottom‐up citizen participation on the other. Surprisingly, contrary to what prior studies have suggested, we have found that a network in which a lead organization plays a dominant role, despite its more centralized process of service innovation, is often able to deliver a variety of high‐quality and low‐cost services addressing citizens' needs. With the leadership provided by the network lead organization and its close affiliation with the street‐office government, the network has been able to solicit government support. Such a hierarchical yet responsive state‐society relation has emerged as a result of the coalescence of a corporatist state legacy and an increasing pressure for local governments to seek citizens' support in service delivery.  相似文献

This paper argues that recent developments in practice and theory provide a more promising basis for public service reform in developing countries than we have had since at least the turn of the century. There have been significant instances of large‐scale reform success, such as Nepal's Public Service Commission and Malaysia's delivery unit, Pemandu, and also “pockets of effectiveness” in individual agencies in many countries. They contribute to a more fruitful and diverse repertoire of reform approaches than generally realized. Policymakers can draw on all those instances and types of reform, together with relevant rich country experiences, as they improvise and tailor responses to their always unique reform problems. Proceeding in this way helps reformers to expand the “reform space” available within the political economy. Donors can help reformers if they facilitate reform in the spirit of the Busan Partnership rather than impose their preferred models. In short, the new direction which this paper identifies can be stated as creative problem solving by local actors facilitated by sympathetic donors, building on examples of reform success and drawing on a repertoire of poor and rich country reform approaches.  相似文献

ABSTRACT

Analyses of United Nations (UN) peacekeeping increasingly consider legitimacy a key factor for success, conceiving of it as a resource that operations should seek and use in the pursuit of their goals. However, these analyses rarely break down legitimacy by source. Because the UN is an organization with multiple identities and duties however, different legitimacy sources – in particular output and procedural legitimacy – and the UN’s corresponding legitimation practices come into conflict in the context of peacekeeping. Drawing on a range of examples and the specific case of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), this article argues that looking at different legitimacy sources and linking them to the institutional identity of the UN is thus critical, and it shows how the UN’s contradictory legitimation practices can reduce overall legitimacy perceptions.  相似文献

About half of the nations that experience civil war eventually relapse into renewed conflict within a few years after the original war ends. This observation has motivated a stream of research into the factors that affect the risk of peace failure in the aftermath of civil war. While the outcome of the previous civil war—for example, military victory versus peace agreement—structures the post-war environment in ways that affect the risk of peace failure, the capacity of the post-war state to enact and implement policies that affect the incentives for and capacity of groups to undertake armed violence as a means of advancing their interests should also affect the risks of peace failure. Using Geddes’ categories of nondemocratic regime types, we will present a theory of how different regime types have varying capacities to repress and/or implement accommodative policies that affect the risk of peace failure. We test propositions derived from this theory with a series of event history models. Our findings suggest that while peace agreements significantly increase the duration of post-civil war peace, peace agreements involving some types of nondemocratic regimes actually increase the risk of post-civil war peace failure.  相似文献

The viewpoint discusses the role of foreign donors in rebuilding the Ukrainian nation-state. It argues that a gardener’s care is needed – not guidance, traditional teaching, or direction, but assistance. Foreign donors’ activities should be oriented principally to the support of internal points of growth, social and economic. The task of empowering actors that show promise to propel socio-economic development from within can and should be prioritised. The policies of empowering local actors (as opposed to financing the government and established businesses) involve first and foremost supporting bottom-up initiatives and start-ups that have demonstrated their relevance and promise.  相似文献

Since 15 May 2011 Spain has progressively entered a political and regime crisis in which the main institutional pillars of the political system constructed in 1977-1978 during the transition from the Franco dictatorship to parliamentary democracy suffered from serious wear. This can be analysed following Gramsci's notion of hegemony crisis whose main features fit well with the current situation in Spain. The regime crisis has passed through different stages – the last being the emergence and rise in the polls of Podemos, which emerged in a context marked by the deepening of the crisis and the difficulty of securing significant social victories. To understand the meaning of this current regime crises it is useful to read history, following Walter Benjamin as an open process full of bifurcations with no linear trajectory. Spanish regime crisis opens for the first time since the seventies the possibility of a social and political change whose final sense is still uncertain.  相似文献
