One conclusion in the literature on domestic European Union (EU) coordination is that the formal institutional properties of countries—devolved versus centralized or unitary—affect the nature of coordination practices. Basically, the view has emerged that domestic coordination is a largely bureaucratic process in which political control mechanisms remain relatively weak. Instead of only looking at public authorities and their formal networks, this article relies on a data set that allows us to analyse informal political-administrative networks and look at how societal interests mobilize and target policymakers in order to shape the position governments defend at the EU level. One of our conclusions is that despite devolution in Belgium, its intergovernmental coordination shows a considerable level of network centralization, even when compared to unitary countries such as France and the Netherlands, meaning that there are large differences between the three states with respect to the connectedness of the actors involved.  相似文献

This Special Issue re-assesses regional mobilization in the ‘New Europe’. We anticipate that enlargement to Central Europe, the entering into force of the Lisbon Treaty and the largest economic and financial crisis since the birth of the European Community have affected how regional governments respond to Europeanization along three different dimensions: (1) the position they take vis-à-vis the process of EU integration more generally, (2) the strategies they adopt in response to Europeanization pressures and (3) their internal structures and dynamics of the EU member states as multi-level states. The article introduces a framework and formulates hypotheses to examine why and how Europeanization pressures in the ‘New Europe’ affect regional mobilization along these three dimensions. In the final section, the article also introduces the various contributions to this Special Issue and relates them to the analytical framework.  相似文献

States are finding it increasingly difficult to provide good governance in response to today's problems in a globalised world, as they are often either too small or too big to cope with current crises. One of the strategies of states to remedy this situation is to construct regional levels of governance at the supranational or national level. This has led to the creation of diverse forms of regional governance worldwide, thereby ushering in a neo-Westphalian world of states and regions. In order to advance the research agenda of comparative regionalism, scholars need to ‘unpack’ regions along several conceptual dimensions. This includes seeing regions as economic areas, public goods spaces as well as actors in the international arena. In addition, a distinction needs to be made in studying the projects, processes and products of region building. Moreover, studying regions needs to take into account the discursive context of ‘regionalism speak’. Finally, more attention needs to be dedicated to the internal complexity of regionalisms. In sum, comparing regions is not a straightforward exercise, and in some case regions should not be compared with other regions, but with states.  相似文献

ABSTRACT

Since the Treaty of Lisbon, the desire of parliaments to adapt to their new powers has led to a new wave of Europeanisation. However, the early warning system (EWS) and the political dialogue with the Commission constitute only a small part of parliamentary scrutiny for regional parliaments, which still largely rely on traditional tools such as mandates, debates and questions. Therefore, this paper studies a traditional mechanism of scrutiny, parliamentary questions, in order to understand how they can be used in an EU context. The study shows that Europeanisation is progressing slowly. Interestingly, the vast majority of MPs who ask EU-related questions are not members of the European Affairs Committee. In addition, questions focus primarily on the implementation stage rather than the policy-making stage. Finally, the content of parliamentary questions shows that regional parliaments have a distinctive territorial approach to EU affairs.  相似文献

ABSTRACT

Regional parliaments can shape EU policy-making via a range of domestic and European channels. In the context of a renewed interest in the subnational level, this article aims to address three core questions: have regional parliaments really been empowered by the early warning system provisions? Which factors explain differences in strength and mobilisation? Finally, what kind of a role do regional parliaments play in EU policy-making today, now that they have had several years to react to the trend towards multilevel parliamentarism? The authors argue that regional parliaments do indeed have the potential to contribute a distinct perspective to EU policy-making, even if their current level of activity is still low. Their distinctive territorial focus sets them apart from national parliaments. Their level of activity still varies greatly between parliaments depending on a number of factors.  相似文献
