女子高校思想政治工作的实践与探索

思想政治工作是高校育人的生命线,是坚持社会主义办学方向的根本保证。中华女子学院山东分院根据自身的实际情况和特点,在总结多年来思想政治工作经验教训的基础上,按照“三个代表”重要思想的要求,把握时代特征,找准思想政治工作的切入点,进一步筑牢思想政治工作的基础,开创了思想政治工作的新局面。     

解读"紧急状态"入宪

"紧急状态"写入宪法,顺应了历史潮流,为国家正确应对社会危机事件,快速、强有力地采取措施,提供了宪法依据.从价值层面上看,"紧急状态"入宪是构建和谐社会的重要保障,是在紧急状态时期维护社会稳定,促使政府依法行政的法宝;从理论层面上看,"紧急状态"入宪是我国抗击非典后的经验总结,也是适应了国际上的通行做法;从实践层面上看,"紧急状态"入宪还只是应对公共危机的第一步,真正贯彻宪法中的紧急状态条款,还要完善相关法律,构建相应的执行机制和监督机制.     

影视文化特色教育的实践与探索

在中国素质教育改革的大背景下,校本课程开发成为教育改革的趋势.在学校特色教育的探索中,依托乡贤人文资源,将"影视文化"作为学校的课程资源来开发,走"影视文化"为特色的办学之路,是学校得天独厚的.     

THE LOGICAL LIMITS OF BEST PRACTICE ADMINISTRATIVE SOLUTIONS IN DEVELOPING COUNTRIES

Developing countries are pressured to adopt administrative solutions that the international community considers best practice. Some claim that these practices do not fit such contexts. How could one assess the fit or relevance of a best practice? This article suggests a basic answer: Look at the degree of difference between the proposed adoption context and the context in which such practice emerged as ‘best’. This answer emerges from a discussion on the basis of the new institutional ideas about change and diffusion. An empirical analysis of public financial management reform in African countries suggests support for this answer: Good practices are most evident in countries least different to the developed nations where practices originated and least evident in countries most different to these developed nations. The article contributes to a literature on best practice and yields fundamental messages for development, including the point that best practices are limited as administrative solutions in many developing countries. “坦白从宽”之法理要义——以《刑法修正案(八)》为背景

坦白是中国刑事政策中的重要内容之一,是宽严相济刑事政策的重要表现。以《刑法修正案(八)》为背景,结合自首的基本原理及其司法解释对坦白予以分析。在认定坦白的过程中,应当从坦白的本质出发,对犯罪分子自身的认罪和悔罪以及为司法机关节省司法资源、提高办案效率等方面进行详细分析,在对行为是否构成坦白进行综合考察的同时,针对司法实践中适用坦白可能出现的若干问题进行研究。     

刑侦专业化建设实践与探讨

在刑侦专业化建设中,厦门市公安局坚持从实际出发,转变侦查理念,创新打击方式,探索出一条独具特色的刑侦专业化建设之路,打击效能稳步提升,打击质量得以提高。今后仍应围绕"四战两提高"总体工作目标,进一步创新理念,完善工作机制。     

Gender and Injury Risk in Incidents of Assaultive Violence

This study investigates the situational characteristics that determine the presence and severity of injury in incidents of assaultive violence. The analysis uses merged data from the National Crime Victimization Survey and the Supplementary Homicide Reports for the years 1992-2008, in order to model the determinants of victim injury. The analysis includes all incidents of attempted or completed, non-sexual assault against victims 12?years of age or older. Injury severity is classified into one of four possible levels: no injury, minor injury, serious injury (requiring doctor, hospital, or emergency room care), and lethal injury. Special attention is given to the way in which gender modifies the influence of situational elements on the presence and degree of victim injury. While the results suggest that the situational determinants of injury are by and large uniform for male and female victims, important gender differences are observed in the salience of relational distance.     

构建区域创新体系的理论与实践

本文的研究焦点是通过对区域创新体系理论的探索,阐述我省构建区域创新理论体系的必要性,在分析我省区域创新体系构成的基础上,提出构建我省区域创新体系的政策性措施.区域创新体系作为国家创新体系的一部分,其主要由企业、科研机构、大学、中介服务机构、相应的金融机构和政府部门等构成.文章从我省科技资源状况的实际出发,建议通过引导企业成为技术创新主体,发挥体系各构成机构的作用等一系列政策措施,从而依托区域创新体系在我省走出一条新型工业化道路.     

论片面共犯的成立依据

片面共犯能否成立,是刑法理论中争议较大的一个问题.本文以共同犯罪主客观相统一理论为基础,从司法实践的实际需要和共同犯罪构成要件两个方面对这一问题进行了理论联系实际的研究,认为片面共犯是能够成立的.     

高职财经专业实训教学立体化模式之构建

高职财经专业目前已经成为高职院校中招生规模最大的专业,为了更好地满足社会需求,财经专业课程改革已经提上日程。由于财经类专业工作过程没有十分清晰的操作步骤和固定的运营模式,比较难以标准化和模式化,所以财经专业改革的重点和难点问题之一即是实训教学改革,围绕高职财经专业人才培养目标的要求,实训教学应着力于建立科学、创新的立体化模式。模式基本框架包括:实训教学目标体系、教学内容、教学方法手段体系、必要的实训条件、完善的考核方式体系。
