少数民族参与一届政协全体会议机制研究

少数民族的参政权得到保障反映了少数民族在国家与政治生活中的地位.在现代宪政国家中,公民的宪法地位首先表现在政治权利主体地位的确定与具体行使权利的程度上.少数民族能否享有政治权利以及其实现程度反映了一个国家政权的性质,是衡量民主政治发展程度的重要标志.     

中国现代化进程中少数民族传统体育有效传承路径的实证研究

为检验和实证少数民族传统体育多种传承路径的有效性,探寻各路径中保障其有效性的工作原则和工作方法,通过文献法、调查法、逻辑方法和系统方法展开了研究。得出常见而有效的传承路径有:促进其成为社会体育手段而走进城镇居民生活;促进其走进学校教育实现互动发展;促进其长期与多种民俗活动共存共荣;促进其成为广大村民休闲活动方式;促进其成为乡村旅游文化资源;通过竞赛的杠杆作用促进其发展等。并得出了在各路径中保障其有效性的工作原则与方法。     

《大札撒》中宗教问题探析

法律维护的是当时的社会秩序,宗教坚持的是未世的内心信仰。法律与宗教的关系有时表现为和谐共治,有时表现为消耗对抗。如何处理二者的关系,是每个时期都必须慎重对待的重大问题。成吉思汗在统一蒙古的过程中,很好地利用了本土宗教,结束了蒙古各部的战乱;在对外扩张中,制定了符合当时现状的宗教政策,并将其以法律的形式予以确定,使法律与宗教的关系在统一和征服的战争中出现了良性互动的奇迹。     

The expression of cultural and religious practice： A constitutional test

Various conventions and national constitutions are differently worded and the interpretation of national constitutions, in particular, reflects different approaches to the concepts of equality and non-discrimination. Different approaches adopted in the different national jurisdictions arise not only from different textual provisions and from different historical circumstances, but also from different jurisprudential and philosophical understanding of equality. The jurisprudence of courts makes clear that the proper reach of the equality right must be determined by reference to the society＇s history and the underlying values of the Constitution. It has been observed that a major constitutional object is the creation of a non-racial and non-sexist egalitarian society underpinned by human dignity, the rule of law, a democratic ethos and human rights. From there emerges a concept of equality that goes beyond mere formal equality and mere non-discrimination which requires identical treatment, whatever the starting point or impact. The question is, how does the state, in limiting religious freedom, conform to the standards of an open and democratic society based on human dignity, equality and freedom？ The hope is that the conclusion of this paper will then be able to be extended to more controversial cases, in particular, involving limits on the right to freedom of expression, culture and belief.     

防范和处置涉及民族、宗教因素突发事件的原则与对策

因民族宗教因素引发的突发事件近年来呈上升趋势,这是影响我国社会稳定、经济发展、民族团结、边防巩固的重要因素。因此,加强对涉及民族宗教因素突发性事件的有效防范和及时处置,关系到我国正在进行的社会主义现代化建设的成败。本文从分析涉及民族宗教因素突发事件的特征与突出表现入手,提出了防范和处置涉及民族宗教因素突发事件必须坚持的原则与对策。     

转移支付在民族地区内部的财力均等化效应测量及其影响因素研究——基于19992004年县级数据的实证分析

分税制实行至今,国家不断加大对民族地区的财政转移支付规模。1999--2004年的分省（自治区）县级数据表明,转移支付后民族地区内部县际间的财力差异得到了有效控制。然而,转移支付在广西、宁夏两个自治区内部的县际间财力均等化效应并不理想。省级面板数据分析表明,转移支付的分配原则、分配规模是影响其地区内均等化效应发挥的关键性因素。民族地区应当通过采取“均等化导向”的转移支付分配原则．同时在转移支付的纵向分配上更多地向县级政府倾斜来进一步优化转移支付的地区内分配。此外,中央应特别加大对广西的转移支付力度,以避免对民族地区转移支付规模中出现“厚此薄彼”的现象。     

“Because you’ve got faith it doesn’t mean that you’ve got wings on your back”: a qualitative analysis of the accounts of Christian prisoners serving time for a sexual offence

Religious beliefs have been variously promulgated as both protective and risk factors for sexual reoffending. Moreover, therapists working with religious prisoners struggle with unravelling cognitive distortions embedded within religious views, with concerns about accusations of prejudice salient in their mindset. This paper presents a novel contribution to research by combining the qualitative analysis of the accounts offered by individuals (n?=?12) convicted of sexual offences who describe themselves as Christians. Data were collected through semi-structured interviews and analysed using Interpretative Phenomenological Analysis. This paper focuses on two superordinate themes: (i) The God Effect and (ii) The Shadow Side of Religion. Implications of this research are discussed with reference to the assessment of dynamic risk and protective factors with religious individuals who have been convicted of a sexual offence.     

Evangelizing Congress: The Emergence of Evangelical Republicans and Party Polarization in Congress

The realignment of evangelical voters is well‐documented, but religion's impact within Congress is less clear. New data on home churches of members of Congress shows that the realignment of congressional evangelicals, combined with their growth and distinctly conservative legislative behavior, has significantly contributed to party polarization in Congress. Controlling for other factors, evangelicals are significantly more conservative than members of other religious traditions. This conservatism also has second‐order effects on the polarization of the House, where their more partisan proposals comprise a larger share of the roll‐call agenda when Republicans are in the majority. Moreover, evangelical Republicans in Congress differ significantly from evangelical Democrats in terms their geography, denominations, and experiences prior to Congress.

发展民族经济是解决民族问题的根本途径。列宁认为 ,要把发展民族经济摆在重要的位置上 ;要在财政上切实加大援助后进民族的力度 ;要扩大民族地区的对外开放 ,吸收西方国家先进文明成果和资金技术 ;要重视国家生产力布局和自然资源的合理利用问题 ;民族地区要因地制宜地发展经济 ;大民族要以对待自己的不平等来帮助少数民族发展经济。中国共产党人继承和发展了列宁的事业 ,以毛泽东、邓小平、江泽民为核心的三代党中央领导集体把列宁民族经济理论创造性地运用于多民族的中国并作出了新的发展 ,形成了有中国特色的民族经济理论和政策 ,从而大大升华了列宁思想
