顺应公安民警走访联系群众工作常态化、制度化的要求,适应社区警务模式的需要,创设社区民警"就地访谈"工作法很有必要。"就地访谈"是指社区民警在当班巡逻的过程中,基于自主判断,任意选择一个对象,在表明身份和说明意图后就地与其交谈,以期获取警方所需信息的过程。"就地访谈"工作法有自己的特色,区别于现场访问、入户访谈(调查)以及盘查。社区民警进行"就地访谈"要掌握一定的要领,对"就地访谈"获取的信息也要进行科学的加工处理和存储,并实现信息共享。  相似文献

随着针对平民的恐怖袭击在我国不断猖獗,"反恐"已然成为了新时期公安工作的重要任务。然而,过去的传统警务工作模式已经无法应对复杂多变的反恐形势。因此,只有在分析我国传统警务模式与当前警务模式新要求的基础之上,结合美国反恐警务模式改革经验,才能提出我国未来的警务模式:即在结构上向多部门联合发展,在战略上向多警务模式融合发展,在机制上向全面信息共享发展,努力适应"反恐"任务的新需求。  相似文献

福清市行政、边防派出所“联合警务”打破了行政派出所与边防派出所辖区和警种的界限,施行“警务联勤、巡查联动、信息联通”,构建行政、边防派出所“同调度、同办案、同巡查、同分析、同培训、同考评、同保障”的警务机制。“联合警务”构筑了行政、边防派出所警务协同的有机平台,建立了务实高效的警务运行机制,达到了“警力互补、业务互学、信息互通、工作互助”的实际效果。“联合警务”对优化当前派出所警力的配置、推进边防派出所警务体制的改革、推广“联合警务”的经验起到了至关重要的作用。  相似文献

农村社区警务的实施对于建设社会主义新农村,保证全社会的安定有序有着重要的意义。但现在农村社区警务存在着很多问题:一是部分民警对社区警务工作重视不够:二是公安机关用于农村社区警务的经费和警力保障不足;三是警民关系不够和谐,农村社区警务工作没有形成警民合力。因此,农村社区警务建设的重点是:一、完善法律法规;二、警力资源的科学配置;三、民警素质的有效增强。  相似文献

This article explores the possibility of measuring the impact of law enforcement on organized crime in a reliable and accountable manner, both in general terms and with a practical focus on the Canadian context. In considering measures to combat organized crime, a focus on process measurement has obscured the more substantial question of progress as regards the dependent variable itself: the bottom line of reducing the impact of organized criminal behaviour. While outcome measures are more challenging to identify than process measures, this fact alone does not minimize the need to demonstrate the connection between organized crime enforcement and its presumed outcomes to a greater degree of certainty. To date, this has not been realized to any significant degree, as revealed by a review of existing international approaches to measuring the impact of enforcement activity. The article argues that a multidisciplinary focus on community level indicators of crime, if initially less accessible than process measures of impact on organized crime groups, offers promise as a measurement of absolute and relative impact of state investment in enforcement.

Abstract

Scholarship has explored how representation influences policing services, but little is known as to what effect officer and citizen race influences outcomes related to police misconduct cases. This analysis of the Indianapolis and New Orleans police department applies representative bureaucracy theory to create expectations on how race impacts citizen complaint cases. The findings indicate that Black citizens are more likely to have their complaint sustained when filed against a White officer compared to a White citizen. Moreover, male citizens are less likely to have their complaint sustained compared to females.  相似文献

Abstract

Recently there has been increased emphasis on actionable intelligence in counterterrorism. Building from the process-based model of regulation, police chiefs and scholars generally agree that community policing has promise in this regard. Yet, it is not clear the extent to which police officers concur. Since officers are in a position to implement community policing practices, it is important to understand variants in officer-level support. Using data collected from 741 officers in three departments, this project explores officer-level views of community policing’s utility to address terrorism and more common crimes. Overall, officers view community policing as appropriate to address both common crimes and terrorism. Results suggest that department-level policy itself is not the key driver of support. Rather, an officer’s own experience with community policing and support for the practice in general determine views on community policing in counterterrorism. Results also highlight the importance of comparative research across departments.  相似文献

ABSTRACT

Since the 1960s, and especially the 1980s, Italy has participated in and led numerous peace support operations (PSOs), predominantly under the aegis of international organisations. Italy’s participation in PSOs authorised by the UN, the EU, NATO and other multilateral agreements stems from a combination of national interest and humanitarianism/multilateralism. However, although acknowledged as a significant contributor, a clear assessment of its status in global peacekeeping is still missing. In fact, Italy plays a role that is comparatively greater than all Western nations in the international fora taken into account, and, as such, can be described as ‘the West’s policeman’, from both a quantitative (number of troops) and qualitative (role within the missions) perspective. This might be somewhat curbed in the future, however, due to some of the country’s limitations on foreign policy.  相似文献
