Geographic Information Systems (GIS) have emerged as a key tool in intelligence-led policing and spatial predictions of crime are being used by many police services to reduce crime. Break and entries (BNEs) are one of the most patterned and predictable crime types, and may be particularly amendable to predictive crime mapping. A pilot project was conducted to spatially predict BNEs and property crime in Vancouver, Canada. Using detailed data collected by the Vancouver Police Department on where and when observed crimes occur, the statistical model was able to predict future BNEs for residential and commercial locations. Ideally implemented within a mobile GIS, the automated model provides continually updated predictive maps and may assist patrol units in self-deployment decisions. Future research is required to overcome computational and statistical limitations, and to preform model validation. 相似文献

人民警察职业道德中的道德两难问题,主要有执法制度化与人性化的抉择、警察公权力与私权利的抉择、警察法定职责与社会角色泛化的抉择。究其原因,主要在于外部社会环境的复杂性、内部组织管理的缺陷及个体执法素质因素三个方面。解决道德两难问题,必须以法律为底线,具体对策包括推动法律与道德相协调、加强宣传舆论改善执法环境、加强警察执法权益的制度保障、加强警用装备设施建设、减少非警务活动、深化执法规范化建设六个方面。 相似文献

Abstract The two core elements of community policing are community partnership and problem solving (Rosenbaum, 1994). A major challenge that continues for proponents of community policing is developing and evaluating programs in areas with diverse ethnic groups. While many agencies have successfully developed community policing programs, empirical evaluations of community policing are scarce in areas that include a variety of minority groups. This research explores the effectiveness of community policing by examining citizen satisfaction with local police. Analyses are conducted with data from the Bureau of Justice Statistics on Criminal Victimization and Perceptions of Community Safety in 12 United States cities. The results indicate that Whites and Hispanics have the most positive perceptions of police, while Blacks, Eskimos, Asians, and Pacific Islanders have negative perceptions of police. 相似文献

The European Police Office (Europol) is an international police organization that was formed to promote cooperation among law enforcement agencies in the European Union. Framed within the context of the Treaty of the European Union, Europol’s mandate includes all serious forms of international crime, including international terrorism. This paper offers an analysis of the organization of Europol’s counter‐terrorism operations in the context of the history and dynamics of international police cooperation. More specifically, on the basis of the bureaucratization theory of policing, Europol is reviewed to exemplify the dual forces of political control over the organization via the regulative bodies of the European Union, on the one hand, and the institutional autonomy and professional expertise of participating police agencies, on the other. The outcome of these dual forces can be expected to determine the course and outcome of counter‐terrorist policing in the European Union in years to come. 相似文献

Substantial growth in private policing has been documented in countries throughout the world, and the division of responsibilities for policing between public and private authorities has become increasingly blurred and contested during the last three decades. Because private policing is so frequently assessed on the basis of criteria established with respect to the public police, substantial myths have developed about the powers and accountability of private police; specifically, it is commonly asserted that private police have no significant power(s), and are essentially not accountable, in comparison with the public police. The author argues that such assertions misrepresent the very substantial coercive power of private police as well as the variety of mechanisms through which they may be held accountable, and also commonly exaggerate the effective accountability of the public police. The author concludes that a greater appreciation of the actual power and accountability of private police will provide an improved basis for the development of sound public policy with respect to both private and public policing, and with respect to appropriate relationships between private and public policing organisations. 相似文献

民用爆炸物品管理因其涉及人民生命财产安全、公共安全和国家安全,在公共管理中具有十分重要的意义。尽管民用爆炸物品管理问题产生的原因比较复杂,但有关部门对民生关注不够,对民众生命存在关注不够是该问题的思想根源,而利益驱动、管理者与被管理者之间的共谋和同化,以及在此基础上形成的非正式利益分配机制是该问题产生不可忽略的重要原因。因此,对民爆物品管理问题的化解,首要的任务就是解放思想,关注民生;其次才是完善法律制度,严厉打击违反犯罪现象。既要从严治警,还要从优待警,认真推行社区警务,立足综合治理。 相似文献
