As transgender and gender-expansive (TGE) youth and young adults (YYA) navigate challenging environments, they often seek spaces for safety and acceptance. This study explores ways in which a group of TGE YYA who were engaged with a community-based service organization make sense of their experiences, challenges, and successes in ways that illuminate the factors and processes associated with resilience. Secondary data analysis was conducted on qualitative responses from 85 TGE YYA ages 13–24. The themes that emerged provide insight into the ways community-based programs and providers can understand and support the resilience of TGE YYA. 相似文献

This paper discusses business continuity management (BCM) and its role in contemporary financial institutions. BCM is a nascent disaster preparedness and recovery strategy that seeks to protect vital business operations from disruptions. The paper traces contemporary BCM back to Cold War continuity of government planning, and shows how BCM came to comprehend security as continuity of processes rather than integrity of goods. BCM is prominent in finance because it promises to mitigate operational risks, and it focuses on risks stemming from interdependencies in financial infrastructures. By engaging with two events that triggered continuity management in banks, Hurricane Sandy in New York City and the ‘Blockupy’ demonstrations in Frankfurt, the paper highlights how BCM is challenged by large-scale disasters as well as acts of public criticism. 相似文献

Climate change adaptation refers to altering infrastructure, institutions or ecosystems to respond to the impacts of climate change. Least developed countries often lack the requisite capacity to implement adaptation projects. The Global Environment Facility’s Least Developed Countries Fund (LDCF) is a scheme where industrialised countries have disbursed $934.5 million in voluntary contributions to support 213 adaptation projects across 51 least developed countries. But how effective are its efforts—and what sort of challenges have arisen as it implements projects? To provide some answers, this article documents the presence of four “political economy” attributes of adaptation projects—processes we have termed enclosure, exclusion, encroachment and entrenchment—cutting across economic, political, ecological and social dimensions. Based on extensive field research, we find the four processes at work simultaneously in our case studies of five LDCF projects being implemented in Bangladesh, Bhutan, Cambodia, the Maldives and Vanuatu. The article concludes with a discussion of the broader implications of the political economy of adaptation for analysts, program managers and climate researchers at large. In sum, the politics of adaptation must be taken into account so that projects can maximise their efficacy and avoid marginalising those most vulnerable to the impacts of climate change. 相似文献

Southern countries are undergoing a severe economic crisis that has renewed debates about the available strategies to economise their public resources. Political leaders have launched a wide range of different strategies aimed at reducing spending. According to generally accepted political discourse, drastic actions should be taken to guarantee economic and financial sustainability in times of austerity. We explore the main measures adopted by Spanish municipalities in order to examine their impact in budgetary terms. First of all, we identify the most frequently implemented mechanisms including organisational structure, public services and operational economic restructuration. After their quantification, we monitor the presence and impact of each set of policies to analyse the relationship between concrete measures and effective economic impact. The effective reduction of budgets is being implemented but data show that local governments are resilient to non-compulsory changes. The ‘government at a distance’ policy pursued by the central state administration has effectively reduced budgets but has not affected the institutional core of Spanish local governments. 相似文献

The aims of this qualitative study were to explore key sources of emotional distress and coping strategies among West African immigrants. Thirty-eight adult West African immigrants participated in six semistructured, open-ended focus group sessions. Focus group data were analyzed using a grounded theory approach. While participants reported high levels of psychological distress associated with racial/cultural discrimination, intimate partner violence, parenting, extended-family demands, and problematic immigration status, they demonstrated resilience and the ability to identify a range of coping strategies that draw on their cultural heritage. Only two of the participants reported having used psychological services; both outcomes were negative. The findings of this study are considered in terms of their clinical implications. 相似文献

This article examines the rise of resilience discourses in EU foreign policy. The European Union Global Strategy (EUGS) refers to building state and societal resilience in its neighbourhood as one of the key strategic priorities of the EU. This article argues that the discourse of resilience that permeates the EUGS chimes well with a pragmatist turn in social sciences and global governance. The EUGS introduces resilience-building alongside an emphasis on flexibility, tailor-made approaches and the need for local ownership, capacity-building and comprehensiveness. More importantly, the new EUGS proposes “principled pragmatism” as a new operating principle in its foreign policy. While this might suggest a more pragmatic EU foreign policy, a closer examination of the EUGS discourse reveals significant tensions between a pragmatic and a principled foreign policy, which undermine the added value of resilience-building as a new foreign policy paradigm. 相似文献

Post-Cold War interventions have gone through a series of distinct paradigms—each allowing for its own oppositional discourse. This possibility seems to be diminishing with the rise of resilience thinking. In the early 1990s, liberal internationalist framings drove intervention by prioritising individual human rights over state rights to non-interference. Here, it was possible to oppose intervention as illegal boundary violation and unaccountable foreign rule. Neo-liberal approaches circumvented the legal problematic by conflating sovereignty with the capacity for good governance. However, they depended on a strong sociocultural dichotomy, giving rise to accusations of neo-colonialism. In contrast, the resilience discourse emphasises the positive, transformative aspects of local agency, rather than seeing it as deficient and needing paternal guidance. This paper argues that by claiming to merely plus up already existing social practices, international policy engagement in the Global South becomes difficult to conceive as boundary transgression or hierarchical imposition. These insights are drawn out with reference to the Merida Initiative, a US-Mexican security agreement signed in 2007. 相似文献

Many adolescents living in contexts characterized by adversity achieve positive outcomes. We adopt a protection–risk conceptual framework to examine resilience (academic achievement, civic participation, and avoidance of risk behaviors) among 1,722 never-married 12–19 year olds living in two Kenyan urban slums. We find stronger associations between explanatory factors and resilience among older (15–19 years) than younger (12–14 years) adolescents. Models for prosocial behavior and models for antisocial behavior emerge as key predictors of resilience. Further accumulation of evidence on risk and protective factors is needed to inform interventions to promote positive outcomes among youth situated in an ecology of adversity. 相似文献

ABSTRACTGrowing precarity amongst rural households in Myanmar is characterised by increasingly debt-fuelled agriculture, decreasing sufficiency and sustainability of rural livelihoods and an absence of social safety nets. This constrains the capacity for viable livelihoods, as risk-averse coping strategies undermine long-term economic sustainability. In this context, informal support networks may be expected to decline or collapse. However, recent evidence demonstrates the widespread emergence of community-based social organisations in rural communities, formed along traditional principles of reciprocity. Analysis of large-scale rural household surveys demonstrates that such organisations are found in nearly 40% of communities in rural Myanmar. These organisations collect and redistribute funds to help with healthcare, education, funerals and other social needs. The presence of such organisations is linked to higher levels of household resilience, achieved through reducing the inequalities linked to gender, disability and poverty, and through providing enabling environments for effective income diversification. Communities with higher levels of migration are more likely to have community-based social organisations, possibly a result of economic and social remittances. In the absence of effective formalised social protection, these social organisations provide most of the social assistance in rural communities, representing new networks of reciprocity in the face of increasing precarity. 相似文献
