Resilience research requires attention to the factors that promote youth development and success. Youth success is associated with youth having adults in their lives who care about them and set high expectations for them to succeed; oftentimes these adults are presumed to be the children's parents. Because youth spend a great deal of time in schools, school settings may be a place where youth resilience can be fostered. In 2004, 6th-grade youth in 5 schools in Maricopa County, Arizona, were surveyed to determine if they had factors to promote their resilience. In these schools, teachers had been trained by an agency called Kids at Hope. Kids at Hope presupposes that “all children are capable of success, no exceptions” and offers an alternative paradigm to kids at risk. The results of this research show that youth who believe that they are successful and who are optimistic about themselves and their schools are more likely to find their schools to be places where they can be successful and optimistic.  相似文献

Many countries adhere to the Organisation for Economic Co-operation and Development creed that innovation is good for the economy. Experiments are often used to intentionally create space for innovation. Decisions allowing experiments result in temporary legal enclaves for a few, excluding many others. Therefore, they come with risks. The aim of this article is to provide a set of guidelines that help improve the legal resilience of experimentation policies, so they are better able to withstand legal attacks when they occur. To do so, we first arranged the existing diversity of legal experiments in a theoretical model. Special attention was paid to two archetypes of legal experiments: statutory experiments and regulatory sandboxes. Second, we analyzed the impact of both types of experiments on four core legal principles: legality, certainty, equality, and public accountability. From this assessment, we eventually formulated a set of guidelines to secure or improve legal resilience.  相似文献

The process of the intergenerational transmission of violence is not well understood. A risk and resilience model of criminal violence against women was investigated using secondary data. The sample was composed of adolescent male juvenile delinquents who had been physically abused by their parents, and who were followed up at ages 25 and 31. A series of structural equation models were fit to investigate whether dysregulated affect mediated the effects of attachment and family chaos on the adult perpetration of violence against women. These models support the hypothesis that affect dysregulation may act as a mediator. Results raise new ideas about the mechanisms by which violence may be transmitted across generations.  相似文献

ABSTRACT

The problematic nature of certain policies and approaches to preventing and countering violent extremism has been robustly demonstrated; it is clear that rethinking the prevention of violent extremism requires concerted attention. One response to critiques of security-driven approaches has been the adoption of the language of resilience building. However, the turn to resilience has not been matched by a fundamental rethinking of approach, and may often mask troubling approaches in the language of objectivity and positivity. In rethinking the question of prevention, examining the concept of resilience is important not only to address a current trend in policy discourse, but also to benefit from the rich literature on resilience from which valuable lessons may be drawn. A critically informed concept of resilience has the potential to provide a framework of response that recognises individuals and communities as political actors who, rather than being shielded from ideologies, require the resources and channels to challenge violence, discrimination, and injustice, be it state or non-state driven. This article, through examining the current use of “resilience” in PVE policies, makes a modest attempt to draw on lessons from applying resilience in other contexts to articulate possible features of a critically informed approach to preventing violent extremism.  相似文献

This paper contributes to knowledge of disaster resilience policy implementation in Australia and proposes measures to strengthen partnerships between government and the business sector to enhance national disaster resilience capacity. In Australia, business makes a significant contribution to disaster relief and recovery. Even so, there are unexplored opportunities to enhance the role of business in disaster resilience, particularly through partnerships with government. The extent that state, regional and local‐level disaster plans engage business in disaster relief and recovery is described and their relatively less prominent involvement in disaster resilience is discussed. Examples of disaster resilience policies and their capacity to influence business practices to support disaster resilience are introduced with suggestions for how they can be enhanced. Some potential benefits and pitfalls of public–private sector collaboration are explored and it is noted that, in disaster resilience settings, these risks can be ameliorated through appropriate implementation.  相似文献

Migration did not figure in the European Security Strategy of 2003. Never mentioned as a threat, it was not even mentioned as a risk. Thirteen years later, migration is widely cited in the new European Union Global Strategy. Much richer than the previous security document and global in aspiration, the Global Strategy treats migration as a challenge and an opportunity, recognising the key role it plays in a rapidly changing security landscape. However, this multi-faceted perspective on migration uncovers starkly different political and normative claims, all of which are legitimate in principle. The different narratives on migration present in the new strategic document attest to the Union’s comprehensive approach to the issue but also to critical and possibly competing normative dilemmas.  相似文献

Despite the pressure on politicians to show leadership in times of disaster, many struggle with the extreme leadership challenges imposed by a calamity that is quickly consuming life and property. Drawing on data from elite interviews with senior personnel from disaster agencies in eight countries, we find that emergency managers want to engage with political actors well before a disaster strikes. This is critical to educate the political actor about disaster management, leadership, and communication, and to generate support for resources and funding. The challenge is to place disasters on the agenda of political actors ahead of all-consuming, day-to-day issues.  相似文献

This study used qualitative research methods and conducted in-depth interviews to fifteen correction offends in a district of Shanghai. In accordance with the connotation of resilience theory, the study reviews the risk/protection factors in the context of one‘s “person-environment” and summarizes the basic conditions of resilience in different stages of “Normal Life Background /-Criminal Case Process / Community Corrections / Community Correction Release” and concludes the development process of resilience of community prisoners in the “Original / Upheaval-Rejuvenation / Breakthrough Period”. Based on the above results, the development process of the rehabilitation of the community correction offends can be regarded as the basis of the system services, thus the basic assumptions and implementation suggestions are put forward for the community service framework and service system.  相似文献

ABSTRACT

This paper examines fiscal slack, in the form of unreserved fund balance, as a tool used by local governments to enhance economic resilience. It adapts ecological, engineering, and organisational definitions of economic resilience and investigate their relevance to local financial management in the United States after the Great Recession in 2008. Using group-based trajectory modelling, we identify different strategies of fund balances used by Michigan counties. The change of fund balance does not delineate any pattern theorised by the resilience concepts. We also find different factors that motivate local officials to manage their fund balances differently. The study suggests a nuanced understanding of fiscal slack used by local governments for economic resilience that goes beyond unreserved fund balance.  相似文献

ABSTRACT

Since 2011, Myanmar has undertaken a series of domestic and foreign policy reforms, including democratisation and peacebuilding, before and after the watershed November 2015 elections in the country. These reform processes have called into question whether China, which has been Myanmar's dominant great power neighbour throughout the previous era of military government in the country formerly known as Burma, would find its strategic position eroding as Myanmar further opens to the international community. However, the concept of China ‘losing’ diplomatic ground to other actors, including the West, in Myanmar implies a zero-sum game that does not adequately address Beijing's still-formidable geostrategic presence vis-à-vis its southern neighbour. China has now started to implement a more multi-faceted, ‘resilience network’-building approach to maintaining its special status in Myanmar's foreign policy, a situation which will persist as Myanmar continues its uncertain path towards further reform.  相似文献
