During World War II, members of the Imperial Japanese Army biological warfare Unit 731 conducted a live test deployment of plague-infected fleas in Ningbo, Zhejiang Province, China. The deployment triggered an outbreak involving 165 cases in downtown Ningbo, 112 of which were fatal (68% case fatality rate). Despite lack of access to effective medical countermeasures, the Ningbo community exhibited a high degree of social cohesion and resilience in the context of effective public health response. These findings support the value of community preparedness and strong public health infrastructure to mitigate the impact of biological weapons. 相似文献

Building community resilience to violent extremism increasingly figures as a goal in national security strategies and debates. The exact meaning of resilience remains unclear, complicating an informed discussion of whom and what to support. This article presents findings from an explorative study of resilience to militant Islamism in three Danish communities. It shows how families and trust-based networks, including local government, are the major sources of resilience, but also how punitive national policies and discourses work at cross purposes with resilience-building by reducing local actors’ willingness and ability to share their problems, tailor solutions to local conditions, and mobilize collectively. 相似文献

The negative impact of traumatic and other work-related stressors on the health of police officers is well-documented. Spiritual development is also commonly mentioned in the professional literature as an effective means of protecting officers from the ill-effects of policing, reportedly resulting in improved health and wellness outcomes. However, few empirical studies have been conducted to support claims regarding spirituality and police officer health. The present study investigated what types of spiritual practices police officers used, the relationships between spiritual effort and spiritual growth regarding various psychological and stress-related symptomatology, and whether differences in psychological and health outcomes existed between police officers engaging or not engaging in spiritual practice (N = 193). With one exception, the results do not support the notion that enhanced spirituality is associated with lower illness symptoms or perceived stress. Rather, opposing findings were demonstrated involving positive associations between spiritual growth and distress. Spiritual effort, however, was inversely associated with alcohol use, a behavioral-based coping mechanism. Implications of these findings are discussed, and suggestions for reconceptualizing police health and spiritual practices are introduced. 相似文献

The term resilience is increasingly being utilised within the study of public policy to depict how individuals, communities and organisations can adapt, cope, and ‘bounce back’ when faced with external shocks such as climate change, economic recession and cuts in public expenditure. In focussing on the local dimensions of the resilience debate, this article argues that the term can provide useful insights into how the challenges facing local authorities in the UK can be reformulated and reinterpreted. The article also distinguishes between resilience as ‘recovery’ and resilience as ‘transformation’, with the latter's focus on ‘bouncing forward’ from external shocks seen as offering a more radical framework within which the opportunities for local innovation and creativity can be assessed and explained. While also acknowledging some of the weaknesses of the resilience debate, the dangers of conceptual ‘stretching’, and the extent of local vulnerabilities, the article highlights a range of examples where local authorities – and crucially, local communities – have enhanced their adaptive capacity, within existing powers and responsibilities. From this viewpoint, some of the barriers to the development of resilient local government are not insurmountable, and can be overcome by ‘digging deep’ to draw upon existing resources and capabilities, promoting a strategic approach to risk, exhibiting greater ambition and imagination, and creating space for local communities to develop their own resilience. 相似文献

ABSTRACTFear is an integral part of terrorism. Fighting fear can thus be a crucial part of counterterrorist policies. In the case of terrorism, citizens look to the state for protection. Yet, most studies of terrorist fear emphasize individual-level factors. We lack studies that link fear to features of the state, especially whether democratic states are capable of reducing fear among its citizens. Our study aims to fill part of this research gap by asking whether democratic government reduces or increases fear of terrorism. We find that there is substantial cross-country variance in citizens’ fear of terrorism. The results suggest that fear is more widespread among citizens in non-democratic countries compared to citizens in democratic countries. Actual exposure to terrorist attacks has no impact on citizens’ fear of terrorism when we account for whether the country is a democracy or not. Hence, democratic government displays resilience towards fear mongering. 相似文献

ABSTRACT Tourism is viewed as being particularly vulnerable to crime and data on the attitudes of visitors and travel agents tend to confirm this. Visitor perceptions of the risk of being criminally victimized in Jamaica have tended to be somewhat negative although the rate of criminal victimization of tourists is fairly low. Visitors' perceptions of safety are thus not in keeping with the objective indicators of the risk of tourist victimization. This paper attempts to explain this disjuncture between risk perception and the reality of visitor victimization. This article explores the relationship between civil society and community resilience in coastal communities in Brazil, Canada, Chile and Cuba. In understanding the role of social capital in community development, we do not feel sufficient attention has been paid to the subtle micro-dynamics of civil network structure. Using social network analysis, we explore the link between community cohesion and resilience. Attention is given to conflicting interests that characterize these communities and how they manifest themselves in civic participation and factional affiliations. We find that organizational diversity is a necessary condition for community vitality, but organizations can become captive to factional interests. The critical factors for resilience are associated with a benign side of factions (a plurality of inclusive ties) and the presence of keystone bridging agents. Each offers hidden mechanisms for neutralizing the effects of fragmentation by providing a cohesive capability which remains latent until crises call for collective action. 相似文献

ABSTRACT This article draws on local narratives and observations of food sustenance practices in relocated farming communities in Sebakwe, Zimbabwe. Local knowledge on traditional food crops and related agricultural practices was proven to be a source of local community resilience, enabling residents to sustain their livelihoods. This article integrates the dynamics within authoritarian elites into analysis of democratization in Sub-Saharan Africa. This variable has been excluded from nearly all analysis on the subject. Based on a comparison of three cases, this article concludes that only in cases where popular mobilization was accompanied by deep divisions within the ruling coalition did democratization ensue. The division of the authoritarian coalition in Benin and South Africa created a window of opportunity which enabled pro-democracy forces to push through democratic reforms. Furthermore, only when a majority of the authoritarian elite in South Africa favoured negotiations with the African National Congress and other anti-apartheid political organizations did the transition towards democracy in South Africa make any progress. In contrast, in the Togolese case, a united ruling coalition precluded any reform that would have challenged its political hegemony. 相似文献

The objective of this study is to test the effects of police trauma resilience training on stress and performance during a
critical incident police work simulation. Rookie police officers (N = 18) participated in a randomized trial of a 10-week imagery and skills training program versus training as usual. Twelve
months later, psychophysiological stress and police work performance were assessed during a live critical incident simulation.
Training resulted in significantly less negative mood, less heart rate reactivity, a larger increase in antithrombin, and
better police performance compared to controls. Trends for cortisol and self-reported stress also suggested benefits of training.
This novel training program is a promising paradigm for improving police well-being, stress resiliency, and optimizing job
