Abstract

Political participation is deemed to be a fundamental component of democratic regimes. The literature on political participation has shown that some social groups of citizens tend to be less involved in politics than other social groups, and the consequence is that the interests of these specific groups of less involved citizens are underrepresented in the political process. Given the increasing popularity of non-violent protest in contemporary democracies, it is important to understand whether political inequalities are present in this form of political engagement. In this article, we argue that non-violent protest may present inequalities, that examining the consequences of public social spending can help in understanding the cross-national differences in the levels of non-violent political protest, and that political inequalities in non-violent protest may vary according to public social spending. We test our argument using sources that include the European Values Study (1980–2009), multilevel models, and contextual data provided by the Organization for Economic Cooperation and Development.  相似文献

Micro-data from national surveys indicate that economic inequality remained high and relatively unchanged in Nepal during the middle 1990s and early 2000s. Using household income and wealth as indicators, this study finds that many of the demographic characteristics, such as age, caste, ethnicity and widowhood, determined mostly along traditional social hierarchies, play influential roles in determining inequality in much of Nepal. In urban areas and especially in Kathmandu, however, these factors have proved increasingly less influential, replacing them with such factors as migration, education and labour market participation. These changes highlight the mechanisms through which different social groups are experiencing inequality, with important implications for the much needed economic, social and political stability of the country.  相似文献

I present a theoretical framework and analytic strategy for the study of place as a fundamental context in criminology, with a focus on neighborhood effects. My approach builds on the past 15 years of research from the Project on Human Development in Chicago Neighborhoods and from a recent book unifying the results. I argue that “ecometrics” can be applied at multiple scales, and I elaborate core principles and guiding hypotheses for five problems: 1) legacies of inequality and developmental neighborhood effects; 2) race, crime, and the new diversity; 3) cognition and context, above all the social meaning of disorder; 4) the measurement and sources of collective efficacy in a cosmopolitan world; and 5) higher order structures beyond the neighborhood that arise in complex urban systems. Although conceptually distinct, these hard problems are interdependent and ultimately linked to a frontier in criminology: contextual causality.  相似文献

This essay investigates how the degeneration of state socialist regimes and the transition to market-Leninist political economies in China and Vietnam have shaped institutional arrangements governing welfare and its stratification effects. Engaging recent theoretical literature one welfare regimes, the article explores how the evolution of specific combinations of political and economic institutions in China and Vietnam has affected the production and reproduction of welfare and stratification. The common assumption that welfare regimes reflect the structured interests of dominant political and economic actors and thus serve to reproduce that regime is found to invite an excessively static perspective. Instead this essay argues that welfare regimes and stratification in contemporary China and Vietnam require an appreciation of their properties under state-socialism and how specific paths of extrication affected their degeneration and subsequent development under a new form of political economy. The essay also probes the significance of observed differences in China and Vietnam’s political structure in light of suggestions that Vietnam’s more pluralistic political system has made its welfare regime more redistributive than China’s. An alternative perspective suggests China’s wealth obviates the significance of such differences.  相似文献

The rapid decrease in absolute poverty across the developing world has received much attention. However, there have been few systematic attempts to analyse the political consequences of these developments. This article builds on the improved availability of household income data from developing countries to document a small but statistically significant impact of lagged poverty rates on a range of democracy indicators. The results hold across a battery of sensitivity and robustness tests. I also show that poverty reduction has a stronger effect on democracy than alternative predictors that are more widely used in the democratic regime transition and consolidation literature, such as average income and relative inequality (the Gini index). However, I find weaker effects of poverty on indicators of government quality and a declining influence of poverty reduction on democracy over time. These results point to more structural obstacles to democratic consolidation in lower-income regions, such as a tendency by populist leaders to exploit the economic grievances of vulnerable lower-middle classes.  相似文献

Is ‘predistribution’ as championed by Ed Miliband, or old fashioned ‘redistribution’ as adopted, if stealthily, by Labour from 1997, the best way to create greater equality? Some critics have argued that a strategy of predistribution—aimed at closing the income gap before the application of taxes and benefits—would not work and that it will be necessary to rely mainly on redistribution. This article examines the potential impact of weak and more radical predistribution‐style measures on one of the key drivers of inequality—‘wage compression’. It examines the potential of a mix of policies for raising the wage floor. It argues that reliance on traditional redistribution would face its own set of constraints and that creating a more equal distribution of the cake, before taxes and benefits, is a necessary condition for lowering the risk of continuing economic crisis.  相似文献

Income inequality has been rising throughout the industrialized world, particularly in the United States. This long been thought to depress turnout, but extant research has yielded mixed findings. Here, I argue that the inequality-turnout relationship is conditional, depending crucially on election salience. I test this by using three decades (1984–2014) of panel data from the U.S. states and by leveraging the fixed and exogenous occurrence of presidential (higher-salience) and midterm (lower-salience) elections. Overall, I find a negative and statistically significant relationship between income inequality and voter turnout in midterm election years, but a substantively small and non-significant relationship in presidential election years. I attribute this to the ability of presidential contests, relative to midterms, to counteract the demobilizing influence of high inequality, by piquing voters’ interest and activating citizens who would otherwise abstain. Overall, these findings help us to better understand of the politics of electoral participation in an era of high, and rising economic inequality.  相似文献

Recent studies show that policy changes appear to correspond primarily to the preferences of citizens with high socio-economic status. However, the mechanisms explaining this trend remain largely unexplored. In this paper, I look closer at the role of political representatives as the critical factor connecting citizens’ opinions and policy changes. While the link between public opinion and elite opinion as well as the link between public opinion and policy output is relatively well studied, few studies have looked at the entire relationship between public opinion, elite opinion, and policy output concerning social groups. This paper combines data from Swedish election studies, surveys with members of parliament, and a database of policy change. It shows that representatives’ opinions reflect advantaged groups better than disadvantaged groups. Similar biases are found in policy responsiveness; policy changes correspond more closely to the opinions of the advantaged groups.  相似文献

Education plays an important role in the political, social and economic divisions that have recently characterised Western Europe. Despite the many analyses of education and its political consequences, however, previous research has not investigated whether government policy caters more to the preferences of the higher educated than to the preferences of the lower educated. We address this question using an original dataset of public opinion and government policy in the Netherlands. This data reveals that policy representation is starkly unequal. The association between support for policy change and actual change is much stronger for highly educated citizens than for low and middle educated citizens, and only the highly educated appear to have any independent influence on policy. This inequality extends to the economic and cultural dimensions of political competition. Our findings have major implications for the educational divide in Western Europe, as they reflect both a consequence and cause of this divide.  相似文献
