The practice of multiple-mandate holding is widespread across Europe. Critics argue that this practice contributes to a concentration of political power, a higher risk for conflicts of interest and damage to the public image of political actors. Advocates meanwhile claim that it provides clear benefits, such as local embeddedness of the national or regional political decision-making and a greater degree of professionalisation in politics. However, little is known about how political actors themselves look upon this practice. This especially in a context like Finland, where this practice is said to be embedded in the political culture and where another institutional level has recently been implemented, making it possible for political actors to simultaneously hold political mandates at the local-, regional- and national levels. This paper examines attitudes towards multiple-mandate holding among local political decision-makers using unique survey data gathered through a new online panel. The results suggest that councillors from a populist radical right party and those who perceive corruption and partial treatment as more common were the most negatively disposed towards this practice, while councillors from the traditionally strongest rural party were the most in favour. 相似文献

Underlying the phenomena of economic voting are voters’ perceptions of economic conditions. But from where do these evaluations originate? This work examines the effects of three types of factors influential to the formation of national economic evaluations: predispositions (such as age, gender, income, partisanship), information and attentiveness, and objective local economic conditions (local unemployment rates). Our findings fit with earlier work, broadly confirming the influential role each set of factors plays in shaping national economic perceptions. We then extend the literature - demonstrating that the impact of the local economic environment is conditional on attention to media, political information and education. Using a combined dataset of the 2006 Canadian Election Studies with neighbourhood level economic indicators drawn from Canadian Census data (2006), our findings show that, in developing perceptions of the national economy, more attentive, more informed and more educated individuals are less influenced by local economic conditions than their less attentive, less informed and less educated counterparts. One of the issues arising out of the introduction of stalking legislation is how to distinguish between the kinds of courting
behaviours, reconciliations, termination of relationships and other social interactions that are within the ‘normal range’
and those behaviours that are perceived by the wider community as stalking. This study examined the impact of intent, persistence,
perspective and gender on perceptions of behaviours following the dissolution of a relationship. Responses of 868 community
members indicated that behaviour was only perceived as illegal when explicit evidence of intent was present rather than when
it was absent. Ratings for foreseeability of arousing fear were higher when explicit evidence of intent was present rather
than absent and when behaviour constituted a repeated rather than single episode. Participants were more likely to determine
that the behaviour of the actor would be repeated when the scenario depicted a repeat episode rather than a single episode.
Suggested target responses differed according to whether or not the scenario depicted explicit evidence of intent to arouse
fear. Results are discussed in relation to previous studies on community perceptions of stalking as well as the capacity of
the research to inform interpretations of stalking legislation. 相似文献

This article tests the economic voting hypothesis in Portugal during the three most recent first-order elections (2002, 2005, 2009), trying to make sense of the multiplicity of choices in the Portuguese party system. We observed that positive sociotropic perceptions increase the probability to vote for the incumbent, even when we control for long-term factors of vote choice; egotropic effects are weaker. Negative economic perceptions not only lead to a higher probability to vote for the major opposition party, but, in some cases, increase the probabilities to vote for small parties or to refrain from voting. Sociotropic effects are actually quite constant in this timeframe, but their strength to explain the vote is lower than that of ideology and (before 2009) religiosity. 相似文献

The aim of this study is to explore the effect on expressions of verbal aggression of intimate partners’ divergent perceptions of what the conflict is about (its subject) and why fight over it (its motive), together with the effect of the period of cohabitation. The study focused on the couple as the unit of analysis. A structured self-report questionnaire was administered to a stratified probability sample drawn from the general population in Israel, including 452 couples (904 men and women). Findings show that there is an association between the couples’ divergent perceptions of the conflict motive and of its subject, and that these disagreements amplify the partners’ aggression toward each other. However, the perception of conflict motive has a stronger effect on the expressions of aggression than that of conflict subject, while duration of cohabitation has a moderating effect on the divergent perceptions of conflict subject and on aggression between the partners. The discussion embraces both the theoretical and practical implications of the findings, as well as the limitations of the study. 相似文献

In this paper, we make an economic analysis of various sanctions for disobedience to the discovery request in the common law tradition and in the civil law tradition mainly by examining their effects on settlement rates and social welfare. We find that sanctioning through inference discloses less information and encourages less settlements than both sanctioning by default judgment and sanctioning adopted in the civil law tradition. Also, we show that sanctioning through inference used together with financial sanction duplicates the outcome under default judgment if the penalty size is so chosen as to be equal to the defendant's discovery cost. 相似文献

This article considers the development and use of dispersal powers, introduced by the Anti-Social Behaviour Act 2003, and situates these within the context of wider legislation and policy initiatives. It explores the ways in which the powers have been interpreted by the courts and implemented by police and local authorities. The article critically analyses the manner in which the powers: introduce 'public perceptions' as a justification for police encroachments on civil liberties; conform to a hybrid-type prohibition; constitute a form of preventive exclusion that seeks to govern future behaviour; are part of a wider trend towards discretionary and summary justice; and potentially criminalise young people on the basis of the anxieties that groups congregating in public places may generate amongst others. It is argued that the significance of dispersal orders derives as much from the symbolic messages and communicative properties they express, as from their instrumental capacity to regulate behaviour. 相似文献

That individuals' realities are subjectively constructed is a basic, fundamental concept in psychology. However, past research examining child maltreatment in relation to psychological functioning has only investigated the frequency with which parental aggression occurs. Here, adults' perceptions of the abusiveness of their parents' aggressive behaviors during childhood were investigated as a predictor of current self-concept. Participants (N = 119) completed questionnaires assessing the extent to which they experienced parental aggression during childhood, their subjective perceptions of their parents' behaviors, and their current self-concept. Results indicated that how participants perceived their parents' aggressive behaviors was a more important predictor of self-concept than was the frequency with which those aggressive parental behaviors occurred. How individuals characterize their experiences with parental aggression should be taken into account when examining the psychological effects of aggressive parental behaviors. 相似文献

The Israeli “service work” law of 1987 enables a court to commute prison sentences of up to 6 months to service work in the
community. This paper examines the correctional effectiveness of this new sanction by comparing the rate of recidivism (over
a period of 14 months) among 407 offenders sentenced to service work to that of 950 comparable offenders sentenced to imprisonment.
As the research design is quasi-experimental, an adjustment for confounders is carried out using the propensity score (PS)
methodology. The estimation of the odds ratio of recidivism with respect to sanction comprises two steps: (a) the PS, which
is the conditional probability of assignment to a particular sanction given a set of confounders, is estimated by a logistic
model; and (b) the conditional probability of recidivism, given the PS and other covariates, is estimated by a second model.
The findings indicate that before an adjustment for the systematic differences between the two sanctions was carried out,
the odds for recidivism among prisoners were 2.4 times higher than the odds for service workers. After the adjustment, the
odds ratio was reduced to 1.7. This estimate indicates that the service work sanction has a considerable correctional effect.
The need to address additional criteria for the effectiveness of service work (e.g., net-widening) is emphasized. 相似文献
