论我国收容教育制度的完善

收容教育是我国处理卖淫嫖娼行为的主要方式,这种方式在建国初期对于查禁卖淫嫖娼行为起了举足轻重的作用,但是目前我国的收容教育制度却相当薄弱。面对卖淫嫖娼行为屡禁不止的现状,完善并强化收容教育措施,控制卖淫行为中最紧迫的衍生问题——性病、艾滋病的蔓延将成为重中之重。     

再建中国之志趣亦日益腾高——李大钊在北洋法政学堂学习成长的经历与启示

1907年,清朝直隶总督兼北洋大臣袁世凯仿照日本法政学堂定制,在天津创办的北洋法政学堂,是中国近代史上一所最早的著名的法政大专学校。中国共产主义运动的先驱、伟大的马克思主义者、杰出的无产阶级革命家、中国共产党的主要创始人之一李大钊,其青年时代曾在此校读书求学达6年之久。李大钊在北洋法政学堂学习成长的经历可谓丰富多采,留给后人许多发人深省的有益启示,值得后人不断地去发掘、发现、研究和总结。     

国有企业职工董事、职工监事制度存在的问题和建议

近年来,职工董事、职工监事制度伴随着国有企业的改革得到了不断的探索。国务院国有资产监督管理委员会制定的职工董事管理办法和职工董事履行职责管理办法。为国有企业完善职工董事、职工监事制度奠定了基础。但是,理论界对职工董事、职工监事制度的认识还存在着一些不同意见;实践中也还有一些职工董事、职工监事发挥作用不够的问题。本文根据调查中发现的问题提出了一些独到的建议。     

西方国家公共安全管理的特征及启示——“知识问题”的分析视角

关注“知识问题”是西方国家公共安全管理的重要特征。当前西方国家公共安全管理中存在着公共安全知识的分立化、分散化、局部性、隐蔽性和知识性无知等“知识问题”？解决这些“知识问题”,对我国的公共安全管理具有现实的启迪意义。     

Measuring psychopathic traits in children through self-report. The development of the Youth Psychopathic Traits Inventory-Child Version

The current article investigates whether self-reports of children provide reliable and valid information concerning psychopathic personality traits and behaviours. For this purpose, we developed a downward extension of an existing adolescent self-report measure; the Youth Psychopathic traits Inventory [YPI; Andershed, H., Kerr, M., Stattin, H., & Levander, S. (2002). Psychopathic traits in non-referred youths: Initial test of a new assessment tool. In E.S. Blaauw, L. (Ed.), Psychopaths: Current international perspectives (pp. 131-158): The Hague: Elsevier], called the Youth Psychopathic traits Inventory-Child Version (YPI-CV). The reliability and validity of the YPI-CV were tested in n=360 children from the general population. The YPI-CV had good internal consistency and a three factor structure similar to the original adolescent version. Test-retest reliability over a 6-month period was adequate. In validating the instrument, both self, teacher and peer report were used. The convergent and divergent validity of the three YPI-CV dimensions was examined by relating each of them to an external criterion measures assessing the same construct. It was concluded that psychopathic traits can be measured reliably and meaningfully through self-report in 9 to 12 year olds and that the YPI-CV is potentially a useful instrument for doing so.     

加强公安院校学生信息应用能力的思考

在当前公安工作信息、情报主导警务的新形势下,公安民警的警务工作中越来越依赖信息技术和情报的应用。公安教育也应与时俱进,加强对学生的信息应用能力的教育。信息应用能力就是运用信息系统获取信息、鉴别信息、利用信息解决问题的能力素质,公安院校应通过建立情报实践训练基地、开设信息系统应用科目、加强实践型师资力量、加强情报理论研究等措施,培养学生的信息应用能力。     

我国公安教育改革与发展的归位思考

本文对国际警察教育的概况及主要特点进行了归纳和总结,分析了我国公安教育的发展历程及其存在的主要问题,认为应该结合中国国情,从办学层次定位、公安院校布局调整、公安院校管理体制调整、公安教育法制化、规范化的加强等方面改革和完善我国公安教育。     

Evidence of securitisation in the economic sector of security in Europe? Russia’s economic blackmail of Ukraine and the EU’s conditional bailout of Cyprus

Although the Copenhagen school’s securitisation theory and their sectoral analysis are integral parts of European security studies, the school’s economic sector of security has almost been completely ignored. In this article I examine why this is, and whether it makes sense to retain this sector. In the process I flesh out the logic of securitisation in the economic sector. I suggest that one reason why the economic sector of security has been neglected is that real life examples fitting the Copenhagen school’s logic of security as the exception have – in this sector – remained outstanding. Research in other sectors of security has shown however that securitisation does not need to include extraordinary countermeasures; instead it can play out below the level of the exception. Using alternative formulations developed in securitisation studies that relax the threshold for the success of securitisation, I attempt to locate evidence of economic securitisation by looking at two empirical cases. 1) Russia’s economic blackmail of Ukraine at the start of that country’s ongoing crisis. 2) The EU’s conditional bailout of Cyprus during the Eurozone crisis which necessitated capital controls. On the basis of the empirical evidence gathered I conclude by arguing the case for the economic sector of security.     

School Shootings and Security Lock-downs: Myths,Positive School Climates,and Safer Campuses

School shooting tragedies and the juvenile justice system’s movement toward a retributive and punitive framework gravely impacted how primary and secondary school students, disproportionately urban districts, used security measures to lock down campuses and build “fortress-like” schools. This iteration of control on school campuses emerged in tandem with the most recent generation’s zero tolerance approach to student violence and problems; a policy widely regarded as ineffective in urban, suburban, and rural districts. As school shootings continue to impact state legislative action and public reactions to school management, this paper takes a critical approach to school security policies and reviews the evidence on the risk for school violence and how to move away from student control approaches that do not improve school safety. Instead, the incorporation of prosocial education and school engagement efforts finds that school and student safety is improved. These, and related approaches to student body management, decreases campus violence and may also minimize the risk of some school shootings - as rare as these tragic incidents are across the nation’s schools. The interplay of schools, students, and the juvenile and family courts is ongoing. Knowing how school districts can best approach their campus environments, safety, and learning is important for school social workers and court personnel because of how often these systems work, or do not work, together.
