Innovation in public administration (PA) has played a pivotal role in building good governance and has attracted significant attention in the academia. The literature on PA innovation is burgeoning; however, this article argues that there is ‘a missing link’ in the extant literature in that the impacts of variation in context on PA innovation have not been sufficiently investigated. This article elaborates the analytical perspectives on the influences of various contexts over PA innovation and the mechanisms through which impacts may take place. Both theoretical and methodological complexities and challenges are apparent in disentangling contextual influences from other factors. The article proposes a research agenda for a context‐orientated comparative analysis of PA innovation and offers a brief illustration regarding contextual differences between China and the European Union in existing studies. The article calls for further studies in this direction.  相似文献

环境权概念体现着西方个人权利文化与中华法系和谐文化的合壁,它分为环境伦理权利、环境法律权利、环境现实权利三个层面,这三个层面之间的衔接和循环是环境权的运行之道。环境权的宪法化,是环境立法、执法、司法、守法的逻辑起点。大陆法系主要通过立法手段实现环境权,英美法系则主要通过司法手段促进环境权的发展,在不同语境中环境权宪法化的路径选择与运行之道虽有所不同,但可相互借鉴和移植。  相似文献

大众传媒时代的到来营构了新的文学传播语境,文学话语的深刻转型正在凸显。主要表现为:一是纯文学与通俗文学的融合有了新的内涵;二是随着大众媒体的日益视觉化,文学从外部媒介形式到内在叙事方式都由图像的符号体系中吸纳了富有表现力的因素,具有了视觉文化的某些特征;三是大众媒体在将文学置入一种新的传播语境的同时,也打破了文学文类内部既有的规范和秩序,形成了与此前形貌迥异的文学版图。  相似文献

The civic education policy at the school level in Hong Kong had emerged before the Second World War, but the Hong Kong Education Department did not really implement this civic education policy. From the statist and colonial perspectives, this phenomenon was due to several factors, such as: (1) how the Hong Kong Government coped with the whole historical period and scenarios; (2) how it implemented the related policy; (3) whether civic education policy really became part of the government agendas; and (4) whether education did clarify some crucial historical questions. This paper wants to make certain about these questions. In fact, the Republic of China adopted modern schooling system which civic education was one of school subject. But it was not the education policy of the colonial Hong Kong Government. Historical reasons about this issue require reconstructive explanation. Under this study, the understanding of misinterpreted history can be amended correctly.  相似文献

大一统作为一种重要的中国传统政治思想和实践遗产,时至今日仍深刻影响着中国的现实政治发展。围绕着大一统内涵、过程、性质与影响的认识与评价,思想史研究中也长期存在着诸多争论。但无论对于大一统本身所持态度如何,争论各方往往都倾向于将大一统视为一种独立于语境之外的固定结构。作为一种限制性认识前提,这无疑妨碍了对于大一统政治思想与实践发展史的全面理解,更影响到从学理逻辑上阐释大一统与现代中国国家建设与治理事业的内在关联。有鉴于此,在大一统政治思想研究中,有必要超越“正典解读”的束缚,以变的思维考察统的历程,同时也以统的逻辑来整合变的史实,将对大一统的思想史解读放在问题逻辑的语境中,关照智识语境与政治语境对其评价的影响,并慎重地探讨其内涵的普遍性与特殊性规律。唯其如此,对大一统的关照和本土化阐释才真正具有了历史性。  相似文献

Cognitive Interview instructions increase children's recall of events; one important instruction is the mental reinstatement of context. We examined one factor that may affect mental context reinstatement: whether children had the opportunity to freely recall the event before answering cued recall questions. One hundred and fifty-two children aged 6, 9, or 11 years were interviewed twice about a staged event. The event consisted of an argument between two adults about whose turn it was to show the children a film. One week after the event, some of the children received mental context reinstatement instructions before having their cued recall tested. Some children also received a free recall test immediately before the cued recall test. In the second interview, 2 weeks after the first interview, all children freely recalled the event. The results showed no effects of mental context reinstatement instructions and no moderating effect of free recall on children's cued recall. The implications of these findings and directions for future research are discussed.  相似文献

Abstract

More than ever, companies are confronted with the importance of developing and maintaining relationships with their strategic stakeholders, such as employees. These relationships should be aimed at balancing the interests of the company with the interests of said stakeholders. Managing relationships with stakeholders is difficult in itself and even more so within the complex context of the South African mining industry. The aim of this article is to determine guidelines that could be used to ascertain employer–employee relationship type and relationship quality in the mining sector. In 2004, a quantitative questionnaire survey was conducted with a stratified quota sample of 508 company employees as part of a commissioned stakeholder perception survey. In addition, qualitative focus-group sessions were conducted to contextualise and clarify the quantitative results. The research indicated that the employer–employee relationship at Lonmin Platinum could be classified as an exchange, rather than a communal relationship. Employees generally perceived the quality of their relationship with the company in a negative way. Employees from all job levels had low levels of trust in the company. This study contributes to a growing body of research aimed at trying to understand the nature of employer–employee relations within large companies in a developing society, where companies are faced with the challenge of communicating to and managing diverse workforces.  相似文献

作为一种司法改革举措,民间习俗在一些法院中得到运用,民间习俗对国家司法的影响力也就成为需要法理论证的问题。在中国语境中反思哈特与德沃金关于此问题的观点,他们的思想仍有许多启发作用。哈特通过承认规则塑造了习俗的有效性,而德沃金则通过权利原则将习俗引入国家司法。尽管哈特与德沃金意见有所分歧,但他们从不同视角提供了习俗进入司法的实践方法。  相似文献
