论西部经济社会的科学发展道路

西部经济社会的科学发展道路是党探索中国特色社会主义历史进程中一个重大的问题。这条道路就是在科学发展观的指导下，以“民营经济、民生事业、民主政治”为基础，以生态建设和农村建设为突破口，紧紧依靠西部广大人民群众的主体力量，实现西部经济社会又好又快发展的道路。要构建西部经济社会的科学发展道路，关键是要形成与科学发展观的要求相适应的新的政绩观念和干部考核机制。     

Necrophagous Caterpillars Provide Human mtDNA Evidence*

Abstract: Decomposition of large mammalian carcasses is greatly accelerated through the action of insects. Specialized feeders capable of digesting keratin and collagen found in skin, hair, and tendons and ligaments are attracted to corpses in late stages of dry decomposition and include Tinea pellionella, the casemaking clothes moth, and Tineola bisselliella, the webbing clothes moth (Lepidoptera; Tineidae). Until now, details of the caterpillar behavior as necrophagous insects were vague. Here, we detail the behavior of each species and document the incorporation of human hair into the portable larval shelters constructed by the caterpillars of T. pellionella. Hair of the decedent used as building material for caterpillar shelters provided enough starting template to amplify and sequence the HVI and HVII sections of the control region (mtDNA) of the decedent.

针对海商法制度的特殊性,探究海商法特性的成因。共同的法律渊源、海运的巨大风险性和船舶的特殊性,造就了海商法的国际统一性、海商法自体性和法律关系复杂性等特性,同时揭示海商法特性背后的价值理念在于追求实质公平、衡平原则和保护海运业的发展,提出"坚持海商法自体性"这一处理海商法与民法关系的基本原则。     

Latvian sandstone caves as cultural phenomena

This article examines academic cooperation in the Baltic Sea Region. Academic networks are being discussed as indicators of regionalization, but research on the empirical basis is scarce. In the article, the regional networks of 70 higher education institutions in the Baltic States and the German federal state Mecklenburg–Western Pomerania are analyzed. The analysis shows a heterogeneous pattern for the regional higher education area. Regional embedding depends on the focus of an academy and its participation in regional networks. The article concludes with a discussion of options to be considered by regional organizations in order to strengthen regional academic cooperation.     

中国东海法律问题

In the most range of the East China Sea, the exploiting oil and gas have been blocked for decades by conflicting claims to the boundaries and islets by China and Japan. For the sake of addressing conflicts in a comprehensive cooperation by bilateral and multilateral agreements aiming at reducing rising tensions and harvesting resources in disputed areas, it has become a key issue worthy of research. Zhou Zhonghai is a professor of international law and director of the International Law Center in China University of Political Science and Law. He was a senior visiting scholar of the Law School, University of Virginia (1991). As a legal adviser of the Chinese delegation to the third UN conference on the law of the sea, he once attended the drafting committee conference. His main works include Comments on International Law (2001), International Law of the Sea (1987), Legal Problems on International Economic Relations (1993), Peace, Justice and Law (1996), Technologic Progress and Development of the Law of the sea (1998), Law Dictionary (1998), Business Law in China, Trade, Investment and Finance (1997), On the Case of Agusto Pinochet Ugarte (1999). In addition, he has published many essays, for instance, Zhonghai Zhou’s essays on international law (2006), Jurisdiction of the International Tribunal for the Law of the Sea (2005), International law and its functions in international relations (1997), On diplomatic protection for the overseas investments (2007).     

明郑台湾天兴万年二县（州）辖境的再探讨

明郑时期，台湾分为天兴、万年二县（州）。这两个县（州）的辖境如何划分，当时并无明确的记载。有的学者认为，天兴县（州）所管辖的地域就是清初诸罗县的地域，万年县（州）的地域清初则分为台湾县和凤山县。有的学者则认为，万年所管辖的地域即为清初的凤山县，天兴的地域清初则分为台湾和诸罗二县。本文通过论证，提出了新的观点，认为天兴县（州）的辖境，包含了清初诸罗县的全部和台湾县的一部分，万年县（州）的辖境则包含了清初凤山县的全部和台湾县的另一部分，并对天兴、万年的分界线走向提出了看法。     

论陕甘宁边区的选举制度——兼论其在抗日民主政治建设中的作用

抗战时期，中国共产党在陕甘宁边区大力推进民主选举，推行普遍、平等、直接、无记名的选举原则，实行竞选和“三三制”选举政策，不仅有力推进了边区的民主政治建设，大大提高了中国共产党的威望，而且对全民抗战的发动和支持，对中国政治走向光明的前途都产生了重要影响。
