AbstractIn response to the significant urbanisation and the demographic expansion of Ouagadougou, the Catholic Church and Islamic associations are diversifying their operations, which were already significant in terms of health and education at the end of the 1980s. This social engagement is at the heart of humanitarian, proselytising, socio-economic and political challenges and influences the position of these actors in the public space. This article intends to contribute to consideration of the relations between these religious actors and the State in Burkina Faso with the aim of analysing the sectors of secondary teaching and health in Ouagadougou. It will be demonstrated that the operations of these actors (Muslim and Catholic) made their legitimacy evolve differently in the public space from 1987 to 2010. The Catholic actors have had a greater influence than the Muslims on the decisions of the State. Subsequent to the challenges and the political context, the capacity of agency (capacity to act) of the actors of the two denominations has modified. 相似文献

“见危不救”的含义应当被限定在一个恰当范围内。只有不负特定救助职责或义务的人在能够救助、且救助行为不会给自己或者第三人造成危险的情况下的不予救助行为,才是应该讨论的对象。见危不救应否犯罪化的实质,是一定的道德义务能否成为不作为犯罪的作为义务来源。外国刑法中虽有对“见危不救”科处刑罚的例证,但在我国刑法中设立“见危不救罪”,不仅有道德根基不稳之虞,也违背动用刑法的“不得已”原则,对其科处刑罚不可能有效遏制此类行为的继续发生或蔓延。 相似文献

AbstractUsing the example of European Somalis moving to Kenya, this article argues that although these middle class return migrants share many similarities, they also differ in significant ways. Focusing on economically independent migrants, this paper will show that their move to Kenya is both return and onward migration at the same time. The transnational socio-economic positioning of Somali returnees in Kenya, this article demonstrates, rests on the importance of legal capital for enabling transnational mobility, which in turn is relevant for the convertibility of capital in the various local settings in which migrants settle. 相似文献

The literature provides linear regression formulas for dental age estimation that is based on radiological two-dimensional measurements of the pulp size. The aim of the present study was to explore whether the previously presented regression formulas could lead to statistically sound results and to appropriate repeatability when applied to young individuals. Orthopantomograms (OPGs) of 44 Austrian individuals, aged between 13 and 24 years, were selected at random. In accordance with the reported method, six teeth on each OPG were chosen to carry out the measurements. Statistical analysis was performed in order to assess the difference between the estimated and the true chronological age. The regression formulas reported by Kvaal et al. (1995) led to a consistent underestimation; the regression formulas reported by Paewinsky et al. (2005) resulted in a constant overestimation of age. The statistical analysis of intraobserver and interobserver variation revealed a variation width below 2%, respectively. 相似文献

近年来,合同外包日益成为地方政府提供公共服务的重要机制。本文基于二手数据,在对地方政府公共服务合同外包发展状况(2000~2009)的概括性分析中发现,2000年以来,地方政府公共服务合同外包发展迅猛,其应用的广泛性和深入性均前所未有,并且逐步迈入法制化轨道。由于影响合同外包成效的因素相当复杂,政府显然缺乏相关操作经验,无论是在合同外包的决策当中还是在实施当中,"审慎"是最明智的策略。 相似文献
