Concerns over the unethical conduct of leaders and public officials have led to the renaissance of interest in public service ethics and values. Although national and organizational systems and structures have been instituted to either eradicate or ameliorate unethical behaviours in the public service of countries, the practice still persists with devastating consequences. As one way forward, spirituality has been touted as having the potential of stimulating the moral thoughts of individuals who are dealing with ethical issues, thereby reducing unethical behaviour and generating positive organizational behaviour. Drawing from the perspectives of developing and transitional countries, this special issue empirically examines the extent to which ethics, values and spirituality can reduce unethical behaviours. 相似文献

AbstractThis special issue of theJournal of Comparative Policy Analysis brings together four cross-disciplinary articles representing the first concerted attempt to combine comparative approaches to extend theoretical and empirical understandings of Social Impact Bonds (SIBs). SIBs are investment-backed payment-by-results projects and have been subject to vigorous academic debate on their appropriateness and efficacy since the first SIB launched in 2010. This introduction to the special issue outlines the state of the academic literature on SIBs, identifying gaps and suggesting five big questions that do not yet have satisfactory answers: (1) What are the administrative or political problems to which SIBs respond? (2) Where and why do SIBs emerge in particular contexts? (3) What is the role of SIBs in the evidence-based policy movement? (4) Is delivering an intervention through a SIB more effective than other means and are associated costs justifiable? (5) Do SIBs catalyse wider organizational, system, or institutional changes? This introduction then summarizes the articles included in this special issue, discusses how they respond to these big questions, and suggests that further comparative research might best address remaining gaps in the literature. 相似文献

AbstractResearch is lacking concerning the impact of leadership styles on citizen attitudes toward the performance of government leaders. To address this gap, an online experimental survey was conducted to determine the effect of leadership styles on respondents’ perceptions regarding a fictitious superintendent’s performance in a school district. The results demonstrate that democratic leadership practices enhanced the performance reviews of the superintendent, while autocratic leadership practices decreased them. Respondents’ level of public service motivation (PSM) was also found to have a positive effect on the superintendent’s performance ratings. Furthermore, democratic leadership style moderated the relationship between PSM and the performance ratings assigned by respondents. In particular, individuals with high PSM rated the performance of democratic leaders higher as compared to individuals with low PSM. However, autocratic leadership was not found to moderate the relationship between PSM and the superintendent’s performance. These results are thoroughly discussed in the paper. 相似文献

ABSTRACT Police agencies have adopted social media quite widely, but researchers have paid relatively little attention to the phenomenon. To date few studies have explored public reaction to police use of social media. The current study uses a purposive sample with 7,116 police Facebook posts collected from 14 different police agencies during a one-year period to answer two principal research questions: (1) with respect to the number of likes, number of shares, or number of comments regarding different themes present in police Facebook posts, are there differences among police agencies corresponding to differences in the thematic content in their postings? and (2) What factors are related to the public reaction (i.e., likes, shares, comments) to a police Facebook post? The findings from ANOVA and negative binomial regression models clearly indicate that citizens do have definite preferences on police Facebook posts – they are more likely to like and make comments on posts of police personnel and police-public relations, but less likely to share posts of Social Networking Sites. Also, they are more prone to like posts with narratives and pictures, but less likely to favor posts containing hyperlinks. Policy implications and practice guidelines, study limitations, and future research are also discussed. 相似文献

ABSTRACT The issue of poor performance of the Russian federal bureaucracy is addressed by linking performance to type of official, through analysis of biographical data on deputy ministers and division (departament) heads in five federal ministries since 2012, supplemented by internet searches on behavior, particularly of a corrupt nature. Education, previous career experience, and recruitment, including its timing relative to superiors and subordinates, are analyzed, in order to determine whether officials behave primarily as members of patrimonial teams, as members of problem-solving organizations, as self-serving individuals, as the instruments of capture by commercial organizations, or as servants of bureaucratic agency interests. The data do not strongly support any one conclusion, but problem-solving officials have the strongest presence. 相似文献

ABSTRACTThis study is conducted with the general objective of assessing the impact of quality public service delivery on customer satisfaction in Ginbot20 sub-city. To conduct the study correlational research design, and quantitative research approach have been employed. A total of 88 samples both from customers (68) and service providers (20) were selected using simple random sampling and systematic random sampling techniques respectively. Data were collected using questionnaires. Based on the data collected, the study comes up with certain findings. Among the major findings, the perception of customers and service providers on quality service delivery and customer satisfaction is different, responsiveness, tangibility, assurance, and reliability have positively associated with customer satisfaction. However, empathy has negatively associated with customer satisfaction. Generally, the likelihood of customers gets satisfied when there is quality service delivery is 0.84 (84%) while get satisfied with the probability value of 0.038948(3.8948%) in the absence of quality service delivery. 相似文献

Motivational interviewing (MI) is a communication style focused on enhancing clients’ own motivation towards change. In the justice system MI has evidence to support that it enhances communication and change behaviors in youth. As most MI training is designed for healthcare settings training and implementation of MI must be adapted to fit the juvenile justice model. This includes both rehabilitation and restorative justice. Here we describe the details that allowed one county small county in Pennsylvania to roll out MI training and initial skills review in less than 6 months. The case reviews the details of planning, trainings, and timing of activities. We then discuss what elements of those details fit into a greater implementation plan that may be applied elsewhere. Four key elements were instrumental to implementation: 1) appreciation of JPO time constraints, 2) cost containment 3) using blending to enhance JPO flexibility with MI use, and 4) policies that normalize use of MI. 互联网的普及增加了低龄老年人群体再就业的机会。本研究基于 2020 年中国健康与养老追踪调查数据,使用 Logit 模型进行基准回归,探究互联网使用对低龄老年人再就业的影响。研究发现:互联网使用能够显著促进低龄老年人再就业;互联网使用对不同群体再就业的影响存在异质性,小学及以下和已婚的低龄老年人更易受到互联网使用的影响,再就业概率也更大;机制分析发现,互联网通过增加社交活动丰富低龄老年人的社会资本,推动其再就业。研究建议,应培养低龄老年人使用互联网的能力,发挥互联网的普惠性和传播媒介作用,为低龄老年人提供丰富的社交活动,从而促进其再就业。 相似文献

按照我国现行法,若在集体所有的土地上进行商业开发建设,不得由集体土地所有权人直接与用地者签订合同,设立集体建设用地使用权,而必须先将集体所有的土地征收为国有,而后由国土资源主管机关将国有建设用地使用权出让给用地者。对此制度实施改革之后,征收制度至少在其适用范围方面应当调整。集体建设用地用于商业目的的,不再适用征收制度;集体经济组织可以直接与用地者签订集体建设用地使用权出让合同,创设集体建设用地使用权。这会使得存在于集体土地上的他物权以及住宅、厂房、办公用房的所有权,在消灭途径及方式方面发生变化。用地者对集体土地所有权人应支付足额对价,对于因集体建设用地使用权出让而终止的土地承包经营权、有偿取得的宅基地使用权、原集体建设用地使用权,也要足额补偿。 相似文献
