This comparative study analyses the experience of Italy and Malaysia in the design and execution of performance management systems at the state level. The article investigates how performance management systems have changed over the past decades, the motivations behind their metamorphoses, their common elements across the two countries, and what accounts for the respective progress. It also investigates the role that the institutional framework plays in making performance management systems robust. The study presents policy recommendations on how governments can create more robust performance management systems for enhanced accountability and transparency in an age of resource constraint. 相似文献

This study examines the latest tendencies in Russian research on public administration (2010–14) as it appears in Russian academic journals. The study considers the subjects of articles, their methodological features, and the characteristics of contributors. The institution of pristavstvo was introduced in the Kazakh Steppe in the first decade of the nineteenth century. This institution had different meanings and functions, from an individually held position (e.g., a pristav to the khān of the Junior Horde in 1820; the pristavs who accompanied the Kazakh delegation to Saint Petersburg in the first half of the nineteenth century) to an administrative-territorial structure (e.g., the pristavstvo of the Senior Horde; the Mangyshlak and Zaisan pristavstvos). Though the political structure of the Russian empire had included institutions analogous to the pristavstvo, it was not a conventional component of the Russian administrative system. Studying the features of the pristavstvo institution in the territory of Kazakhstan and analysing the transformation of the pristav's function provide new insights on how the multi-ethnic Russian empire was managed. They will also help scholars to better understand the forms and methods the Russian authorities employed to manage their nomadic populations. 相似文献

Since 2000, Kazakhstan has followed the New Public Management reform trajectory in modernizing its public sector and public service delivery. This article employs an actor-centered perspective to examine the effects of the public administration reform and its implications for foreign petroleum companies in Kazakhstan. The study builds on primary sources in the form of 81 semi-structured interviews with public servants, representatives of foreign petroleum companies and experts. The main conclusion is that the reform effects are ambiguous. Despite some success in greater efficiency of public services, many weaknesses remain, with highly varying implications for foreign petroleum companies. 相似文献

In different theoretical traditions, negative social conditions, attachments, and interactions shape the way individuals view the law and its agents. Although most researchers acknowledge the conceptual distinction between different legal attitudes such as legal cynicism and police legitimacy, it remains unclear to what extent these attitudes stem from the same social sources. In the current study, therefore, we evaluate the social and individual factors that influence trajectories of legal cynicism and police legitimacy using a diverse community sample of youths in Zurich, Switzerland. Latent growth curve models were employed to examine patterns of change in legal cynicism and police legitimacy between 13 and 20 years of age. The findings show that legal cynicism and police legitimacy both decline into early adulthood and exhibit high rank-stability over time. Furthermore, we find that legal cynicism is closely related to individual characteristics that reflect one's inability to recognize or abide by their internal rules. By contrast, police legitimacy is shaped by socialization influences, particularly teacher bonds and police contacts. These results indicate a need to assess the measurement and interpretation of legal cynicism critically in relation to broader legitimacy beliefs and to investigate the shared and distinct sources of these different constructs. 相似文献

Persistent underperformance of public policy and program implementation in Aboriginal affairs is widely recognised. We analysed the results of two case studies of attempted reforms in public administration of Aboriginal primary health care in the Northern Territory, using a framework based on the institutionalist and systemic racism literatures, with the aim of better understanding the sources of implementation failure. Implementation of the agreed reforms was unsuccessful. Contributing factors were as follows: strong recognition of the need for change was not sustained; the seeds of change, present in the form of alternative practices, were not built on; there was a notable absence of sustained political/bureaucratic authorisation; and, interacting with all of these, systemic racism had important consequences and implications. Our framework was useful for making sense of the results. It is clear that reforms in Aboriginal affairs will require government authorities to engage with organisations and communities. We conclude that there are four requirements for improved implementation success: clear recognition of the need for change in ‘business as usual’; sustainable commitment and authorisation; the building of alternative structures and methods to enable effective power sharing (consistent with the requirements of parliamentary democracy); and addressing the impact of systemic racism on decision-making, relationships, and risk management. 相似文献

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective.
