论法学对依法执政的功能

法学是治国之学、强国之学、正义之学、权利之学,对依法执政具有十分重要的作用.法学为依法执政提供文明的执政理念、构建最佳执政模式、合理配置执政资源、营造良好执政环境.中国共产党加强执政能力建设、实行依法执政,必须重视和发挥法学的功能.     

流动人口出租屋治安管理对策——结合葫芦岛市连山区调查情况

租赁房屋暂住是流动人口的基本居住方式,利用出租房屋实施违法犯罪已成为当前流动人口违法犯罪活动发生的主要场所和归宿。文章结合对葫芦岛市连山区流动人口出租屋情况的调查,探讨了流动人口出租屋的治安问题及其治理对策。     

INDIA’S SOFT POWER DIPLOMACY UNDER THE MODI ADMINISTRATION: BUDDHISM,DIASPORA AND YOGA

This paper examines the Narendra Modi administration's use of three specific soft power assets of India – Buddhism, Diaspora, and Yoga – in diplomacy in service of the country's national interests. It attempts to address the following questions: What is the main purpose of the Modi administration's soft power strategy and the reasons behind the promotion and utilization of these three assets? What are the impediments to India's soft power projection ability? Finally, how can the Modi administration better exploit India's soft power advantages? This paper demonstrates how the Modi administration is making efforts to project India's soft power in the service of larger strategic goals. The use of soft power is designed to complement India's conventional diplomacy, boost its international image, project it as a peaceful rising power, improve relations with other countries, and help attract foreign investment, technology, and tourists in order to promote economic growth and development.     

论村民委员会在行政法中的法律地位

村民委员会根据法律、法规授权和村规民约对村内公共事务进行管理,与村民形成不对等的关系。我国传统的行政主体理论认为村民委员会只有在法律、法规授权时才具有行政主体地位,笔者认为只要村民委员会行使公权力时就具有行政主体地位,理由是我国行政法疆域应从国家行政扩展到公共行政;村民委员会享有社会权力。     

入世:公共行政文化发展的新起点

公共行政文化是在既有的政治文化水平影响和制约下,行政权力使用者和行政权力相对人在长期社会化过程中围绕公共事务管理方式和价值所形成的大体一致、相对固化的习惯意识和取向。中国加入世界贸易组织是以江泽民为首的这一代领导集体带领中国人民进行的“第三次革命”的开始。作为一个重要变量,中国的政治与行政将必定从中受益。仅就行政文化发展而言,WTO的精神和原则大概至少会有利于我国政府和公民强化与公共行政现代化相关的四种意识:其一是具有真正价值理性的法规意识。其二是政府权力与责任相契合、公民权利与义务相统一的意识。其三是合作与共赢意识。其四是诚信与践诺意识。     

坚持抓社会主义学院正规化建设

天津社会主义学院的建设和发展,始终坚持正规化建设的方向,包括硬件的完备以及管理的完善两方面.这不仅需要艰苦创业作基础,还需要规范管理,提升教学与科研水平,以及完善机制、激活人的潜能等等.     

经济全球化与依法行政

经济全球化是当今世界经济发展的重要趋势,加入WTO是经济全球化发展的必然结果.本文主要从行政立法、行政执法、司法审查等三个方面论述了如何提高我国依法行政的水平,以适应入世后政府行为法治化的要求.     

The measurement of family process variables: The effect of adolescent and parent perceptions of family life on delinquent behavior

Both adolescent and parental perceptions of how family members interact with and feel about one another are examined to determine their relationship to official and self-reported delinquent behavior. Consistent with prior research, adolescent perceptions of family processes were weakly related to those of their parents. Both parental and adolescent family process measures made independent and significant contributions to the explanation of self-reported and official delinquent behavior. Parental measures contributed more to the explanation of official data than did adolescent measures when compared to the results for self-reported delinquency. Methodological and substantive reasons for these findings are discussed. The importance of taking into account parental perceptions of family interaction, as well as the perceptions of adolescents, is emphasized.

经济全球化背景下中国政府的改革目标必然是服务型政府。成熟市场经济所体现出的政府理念、政府管理体制、政府管 理方式和方法都将必然逐步地在中国得到落实。要在社会本位基础上科学合理地配置政府职能,使其从根本上转到为社会服务上 来。
