This study investigates the impact of U.S. “soft power” in the international system. Specifically, it examines how American soft power affects individuals' perceptions of the “China threat.” Based on the theoretical model developed by Rousseau (2006 ), the present research considers how citizens develop their perceptions of China in relation to the United States. Multilevel analyses relying on the Pew Global Attitudes Project 2007 verify the view highlighting the compatibility of these two states in the international system. The analyses find that the diffusion of U.S. soft power in each state significantly reduces the urgency of the China threat. Implications from this study contribute to our understanding of U.S‐China relations in rapidly changing international environments. 相似文献

Time may elapse between examination of marks inflicted on the body and comparison with a potential weapon. Two‐dimensional photographs may be inadequate for effective comparison of a three‐dimensional mark with a putative instrument. Taking a cast and producing a positive image results in a lasting three‐dimensional record. This project aimed to develop and demonstrate the accuracy of an easy technique for production of long‐lasting positive images (using plaster of Paris and dental alginate). Casts of facial features of embalmed cadavers were used to produce a positive image of the face (death mask). Measurements of distances between facial anatomical landmarks were compared with measurements of distances between the same landmarks on the death masks to assess accuracy of reproduction. There were no significant differences between cadaver and death mask in 6 of 9 measurements, indicating this technique has high accuracy with less mobile facial features, but produces deformation of pliable features. 相似文献

An investigation of the role which the Ombudsman plays in tax law, on which comparatively little has been written, reveals that the body makes an important and distinct contribution. There is now almost universal acceptance that tax law is overly complex and indeterminate. If the primary law offers few answers to the taxpayer, then HMRC’s role as administrator of the system becomes apparent. Soft law elaborating upon how HMRC will apply the primary law to a given class of taxpayers is rendered indispensable. In practice however, HMRC soft law has often been found to be deficient. Analysis of the current oversight arrangements for HMRC soft law immediately reveals the genesis of these issues. Select committees exercise Parliamentary control, whilst an independent body performs external audits. These entities however only incommensurately examine the soft law. Into this void steps the Parliamentary and Health Service Ombudsman, a body which has ‘carved for itself a distinctive niche’ in the public law framework. The paper accordingly seeks to elaborate upon the important role that the Ombudsman plays in scrutinising HMRC soft law and the lessons which can be derived from this analysis. 相似文献

AbstractSoft law and governance captured the attention of scholars in the 2000s, and new policy challenges and the novel introduction of ‘harder’ elements now drive a (re)turn to these discussions. This article explores the extent to which dynamics leading towards ‘harder soft governance’ (HSG) appear in the EU’s renewable energy governance by comparing the 2020 and 2030 Renewable Energy Directives. Document analysis and interviews reveal a surface-level softening because the new 2030 directive contains no binding national targets for the Member States. An entrepreneurial Commission has been seeking to introduce ‘harder elements’ at the core by focusing on implementation, allowing for potentially deeper influence on the national energy mixes though the Energy Union. Two main factors drive these changes: the evolving international context of climate change governance, as well as re-configurations of the actors in the EU. Future research should explore the effectiveness of emerging HSG in detail. 相似文献
