This study utilizes geographic information systems (GIS) and spatial analysis (SA) technology to address the problems associated with prediction of location and effective recovery of dumped and scattered human remains in Louisiana. The goals are to determine if a selective bias exists in Louisiana as to where and when human remains are dumped and to assess whether or not geographically specific patterns exist in the dispersal of human remains. We hypothesized that a positive relationship exists between postmortem interval (PMI) and dispersal distance, and that there are negative relationships between PMI and dispersal direction and between dispersal direction and distance. Our results indicate that, in Louisiana, remains are more often dumped in rural areas away from a structure, and are found within (1/4) mile of the nearest road. For Louisiana, no seasonal bias was found in the analysis of when remains are dumped. Furthermore, with the exception of the relationship between PMI and the shortest distance remains were dispersed, no geographically specific patterns were detected in the analyses of dispersal distance, dispersal direction, and PMI.  相似文献

On The Application of Fuzzy Clustering for Crime Hot Spot Detection   总被引:4,自引:1,他引:3
One of the fundamental challenges in crime mapping and analysis is pattern recognition. Efforts and methods to detect crime hot-spots, or geographic areas of elevated criminal activity, are wide ranging. For aggregate data, such as total crime events in a census tract(s), measures of spatial autocorrelation have proven useful. For disaggregate data (i.e. individual crime events), kernel density smoothing and non-hierarchical cluster analysis (e.g. k-means), are widely used. Non-hierarchical techniques are particularly effective in delineating geographic space into areas of higher or lower crime concentrations, because each observation is assigned to one and only one cluster. The resulting set of partitions provides clear-cut spatial boundaries that can be used for hot-spot evaluation and interpretation. However, the strength of non-hierarchical methods can also be viewed as a weakness. Although the hard-clustering of observations into a set of discrete clusters is helpful, there are many cases where ambiguity exists in the data. In such cases, a more generalized approach for hot-spot detection would be helpful. The purpose of this paper is to explore the use of a generalized partitioning method known as fuzzy clustering for hot-spot detection. Functional and visual comparisons of fuzzy clustering and two hard-clustering approaches (medoid and k-means), across a range of cluster values are analyzed. The empirical results suggest that a fuzzy clustering approach is better equipped to handle intermediate cases and spatial outliers.

This study, derived from a sample of 108 serial rapists (rapes=565), examines the relationship between demographic, crime scene, and criminal history variables and the distance traveled by serial rapists in order to offend. The pattern of offenses perpetrated by each of the 108 serial offenders as it relates to his place of residence is also analyzed in terms of known characteristics of the offender and his offenses. The theoretical focus of the study integrates premises derived from criminal investigative analysis, environmental criminology, ethnographic geography, journey to crime research, and criminal geographic targeting to explore the cognitive symmetry between the how and the where of serial sexual offenses. These components or dimensions of serial crime are explored in an attempt to aid law enforcement in their investigation of hard-to-solve serial crimes.  相似文献

It has been abundantly argued that the Spanish transition was based on an implicit ‘pact of silence’ by which the main political forces accepted to leave the thorniest aspects of past behind as the only way to peacefully construct a democratic future. And it has been widely accepted that Spanish society subscribed to this. This article defends a more nuanced version of this state-level agreement by focusing on memory-related initiatives at the local level. By doing so, it poses some challenges to existing literature on the politics of memory in general and the Spanish transition in particular.  相似文献

In this article, we examine the California South Coast Marine Life Protection Act Initiative stakeholder process, evaluate its shortcomings, and consider what could have been done differently. Our objective is to make recommendations to improve future multi‐stakeholder marine policy processes. In our view, while the South Coast stakeholder process had many positive outcomes, it failed to reach what we call here a “stable agreement.” Our analysis is based on two of the authors’ involvement (one as a facilitator and the other as a stakeholder representative) in the process and a post‐hoc survey of participants. We find that several ill‐advised process design and management choices significantly destabilized the negotiations, leading to an ultimately unstable agreement. We highlight four major problematic process design and management decisions, including the following: representation on the multi‐stakeholder group was imbalanced, the pre‐meeting caucuses were not paired with training in interest‐based negotiation, adequate incentives to negotiate toward a consensus agreement were not provided, and the use of straw voting at one point in the process was unclear and inconsistent. As a result of these and other process design and management flaws, many stakeholders believed that the process was biased and that their ends would be better achieved by anchoring negotiations and engaging in positional bargaining. Ultimately, this meant that near‐consensus on a single cross‐interest marine protected area proposal was not reached, the scientific guidelines put forth were not fully met, the process was not and is not viewed as fair by the stakeholders directly or indirectly involved, and the marine protected area regulations lack broad‐scale support. These pitfalls of the South Coast stakeholder process could have been avoided had the management and facilitation team consistently followed best practices in dispute resolution. We recommend that future marine planning processes learn from this example, particularly those occurring in highly complex, urban ocean environments.  相似文献

According to crime pattern theory, offenders are likely to select crime locations within their awareness space. Previous studies have shown that offenders often commit crimes within their current and former residential areas and in areas they previously targeted. However, offenders’ awareness spaces obviously consist of more locations that potentially influence their crime location choices. This study examines the importance of the residential areas of offenders’ family members. Most offenders visit their families at least occasionally and consequently get familiar with the areas in which their families live. It is hypothesized that family members’ residential areas are at increased risk of being targeted. Unique data were used to reconstruct residential histories of the parents, siblings, and children of 7,910 offenders who committed 19,420 offenses. The results of discrete spatial choice models showed that residential areas of family members are indeed at increased risk of being targeted. Current familial residential areas had stronger and more consistent effects than had former familial residential areas. Effects were strongest for the residential areas of offenders’ children compared with those of their parents and siblings. The residential areas of male and female family members affected the crime location choices of male and female offenders equally.  相似文献

Research examining the relationship between neighborhood socioeconomic disadvantage and adolescent offending typically examines only the influence of residential neighborhoods. This strategy may be problematic as 1) neighborhoods are rarely spatially independent of each other and 2) adolescents spend an appreciable portion of their time engaged in activities outside of their immediate neighborhood. Therefore, characteristics of neighborhoods outside of, but geographically proximate to, residential neighborhoods may affect adolescents’ propensity to engage in delinquent behavior. We append a spatially lagged, distance‐weighted measure of socioeconomic disadvantage in “extralocal” neighborhoods to the individual records of respondents participating in the first two waves of the National Longitudinal Survey of Youth, 1997 Cohort (N = 6,491). Results from negative binomial regression analyses indicate that the level of socioeconomic disadvantage in extralocal neighborhoods is inversely associated with youth offending, as theories of relative deprivation, structured opportunity, and routine activities would predict, and that the magnitude of this effect rivals that of the level of disadvantage in youths’ own residential neighborhoods. Moreover, socioeconomic disadvantage in extralocal neighborhoods suppresses the criminogenic influence of socioeconomic disadvantage in youths’ own neighborhoods, revealing stronger effects of local neighborhood disadvantage than would otherwise be observed.  相似文献

In the aftermath of one of the worst recessions in US history, high unemployment has placed millions of Americans in precarious financial positions. More than ever, Americans are opting out of traditional financial services, relying instead on “fringe lenders” such as check cashers, payday lenders, and pawnshops to manage their finances. Given their tremendous growth and the concern that consumers who are least able to pay for high-cost, high-risk financial products are most likely to use them, fringe lenders have been the subject of controversy and the focus of much research. Largely unknown, however, are the effects of fringe lenders on the communities where they are located. Given their spatial concentration in low-income neighborhoods with greater concentrations of racial and ethnic minorities—areas with typically more crime—of concern is whether fringe lenders themselves are criminogenic. We consider this by examining the impact of several types of fringe lenders on neighborhood crime rates in Los Angeles. Our findings reveal that the presence of fringe banks on a block is related to higher crime levels, even after controlling for a range of factors known to be associated with crime rates. The presence of a fringe bank also impacts crime, particularly robbery, on adjacent blocks. Whereas we find that pawnshops have little impact on crime levels, payday lenders and check cashers have a much stronger impact. Finally, we discover there are moderating effects, as the fringe lender–crime relationship is considerably reduced if the lender is located in a higher population density area.  相似文献
