ABSTRACT

This paper examines domicidal practices against illegalized border crossers in Calais, France as a technology of citizenship and migration governance. It addresses recent calls to include actions and interventions which restrict citizenship in the context of illegalized migration within critical citizenship studies literature. Studying the state violence upholding and spatializing normative citizenship allows for a deeper understanding of citizenship’s implication in the European border regime, and raises questions on the concept’s continued application to theorizations of migrants’ political movements and spatial manifestations. The paper proposes anti-citizen politics as an alternative before arguing that the presence of this politics within the city’s squats and jungles, more than the physical occupations as such, is what the French state seeks to eradicate through acts of domicide. Working from empirical examples, the article describes a ‘carrot-and-stick’ domicide currently at work in Calais where the eviction and destruction of autonomous forms of migrant inhabitance is combined with a simultaneous offer of state managed accommodation. These tactics operate together to drive migrants out of the city of Calais, away from the UK border, and ultimately into a determination of their detain/deport-ability via citizenship’s scrutiny.  相似文献

This paper studies the spatial distribution features of FDI and Inbound Business Tourism (IBT) in China, as well as the relationship between them using the spatial autocorrelation model and spatial panel econometric model. The research shows that FDI and IBT are consistent in spatial distribution which is in the core-edge mode. Both of FDI and IBT show a positive spatial correlation. LISA charts shows that the two are in the two element distribution structure,forming a “club” gathering model and presents the phenomenon of “inside” convergence. The spatial econometric model estimation shows that the development of IBT in adjacent areas has a strong spillover effect and FDI has positive effect on IBT. IBT grows by 0.3855% with every 1% growth in FDI. The comparative analysis of the three regions shows that the effects of FDI on IBT and geographical spillover effects of IBT are as follows: East> Middle> West.  相似文献

This article explores the normative principles underlying the geography of opportunity perspective and provides a justification for equalizing the geographic dimensions of economic opportunity. The article proposes a conception of geographic equality of opportunity (GEO) that provides an account of: (a) why geographic equality matters; (b) why opportunities are the appropriate currency of geographic equality; and (c) how the geographic distribution of resources and residential mobility relate to equality of opportunity. GEO requires that certain geographic resources be spatially uniform or equally accessible, and that any differences in economic outcomes be traceable to autonomous choices and not morally arbitrary conditions such as one’s race or birth location.  相似文献

Prior surveys have sought to gauge American public opinion toward shale gas development. Research on environmental hazards has produced conflicting findings related to the role of proximity in predicting attitudes. This study analyzes how perceived and actual proximity to active shale gas development in Pennsylvania, Ohio, and Texas predicts individual preferences for moratoria. We implement a conditionally parametric probit, which accounts for geographic variation in coefficient values. Our results suggest that attitudes toward the potential benefits and risks associated with shale gas development play a larger and more consistent role in predicting preference for moratoria than proximity or other sociodemographic factors. Our methodology allows for inferences related to the extent of geographic variation in coefficient values. Our results indicate that the role of proximity in predicting preference for moratoria differs based on whether a respondent resides in an urban or rural area or within a shale play.  相似文献

This article considers the spatial politics of contemporary performance spaces constructed through DIY, improvised noise scenes. Noise (as something performed) is often categorized as “experimental,” “free,” or “avant garde.” It carries associations of emancipation, eschewing as it does conventional musical training, and the constraints of formal compositional and linguistic expression. Unfolding as a debate between the two authors, this article reflects on the contributions post-structural feminist theory brings to an understanding of where and how women practitioners negotiate noise-performance spaces. By considering noise as a conceptual object as well as noise as sonic performance, and by reflecting on debates around radical democracy, the authors debate the issue of female-only performance spaces and their implications on what we can express and how we might be understood. This contribution seeks to initiate further debate on the inherent complexities of how women create and negotiate spaces of noise performance in the face of normative assumptions and associations that have simplified the debate – for example, that the loud, discordant, and arrhythmic is obnoxious, dangerous, and historically a masculine domain.  相似文献

The tensions which underlie the decision-making process in public organizations are not a new phenomenon. The strategic area of public decisions is characterized by the following concepts of performance, results and profits, and even competencies of managers. The evolution of public management research leads us to present a new approach of this context. We argue in this paper that the systems and institutions that promote good governance and organizational integrity are directly linked with the competencies of managers and the morality and fairness of the organization. A substantial empirical literature exists on the consequences of local government reform programs. However, much less effort has been directed at examining how reform processes affect the outcomes of reform programs and little work has been invested in the comparative analysis of local government reform processes. To address this neglect in the literature, this article provides a comparative analysis of the contemporary municipal reform initiatives in the New South Wales and Victorian state local government systems. It is argued that the much more deliberative and inclusive Victorian approach represents a superior approach to the hurried “top-down” New South Wales method.  相似文献

Community‐based organisations (CBOs) play a key role in Malawi's multi‐sector programme for responding to the HIV/AIDS pandemic. In this programme they are funded in a demand‐driven manner—which means that only those areas that apply for funds to CBO services are blessed with programme benefits. This paper argues that this funding mechanism is not conducive to either distributing CBO services to areas most in need or enhancing downward accountability. Because areas most in need of services generally also lacked the capacity to attract project funding, the programme did not reach them. Instead, it tended to reach those areas with the greatest capacity to attract funding, though not necessarily the greatest need for it. Furthermore, those CBOs that were funded were unable to facilitate collective action in their communities because of elite capture of decision making. The programme, however, was relatively responsive to the communities' thematic demands. Thus, all in all, the elites were relatively more successful in representing the communities' wishes than in caring for all geographical areas in their constituencies. This article addresses modernization processes within the voluntary sector. It examines how volunteer-based sports associations (VSAs) are encouraged to work with their own self-development, when they participate in the Danish Associational Development Championships (DADC). Drawing on Foucault’s concepts of ‘governmentality’ and ‘dispositive’, the article shows how the governmental rationality of the DADC is pieced together by a number of different logics of change. This makes it ambiguous what the function of VSAs is, who they function for, and why they need to change. The article thus advances our knowledge of the socio-political nature of modernization strategies and techniques.  相似文献
