To become an economic developed country, every country needs to look for its trade and commerce because it is one of the most prominent factors. Hence, the present study is an endeavor to highlight "India's Look East Policy and its northeastern states". The methodology adopted here is mainly based on secondary data and information, the sources of which have been compiled from different national and international journals and related books, etc.. India's involvement in the enterprises of ASEAN (Association of South East Asian Nations) for economic corporation was initiated in the year 1991 with the function of "Look East Policy". ASEAN countries have emerged as significant entities among India's most dynamic trade partners. Undoubtedly, north-east India has the potential to become gateway to the east, which can help trade and commerce with ASEAN countries to flourish.  相似文献

Consultations with stakeholders are a policy instrument widely used by policy makers to design policies and prepare legislative proposals across national and supranational systems of government. The European Union has recently reviewed its stakeholder consultation regime and asked for stakeholders’ policy input. This offers an opportunity to examine empirically stakeholders’ own evaluation of the regime and to ask a fundamental question about its democratic credentials: Do stakeholders recognise the EU consultation regime as reinforcing bias in interest representation by benefiting policy insiders, or conversely as an instrument that alleviates bias in supranational policy making? Building on rational choice institutionalism, this article outlines the potential distributional outcomes of the regime and argues that they are likely to vary along the lines of a classic divide in policy making that opposes policy insiders to outsiders. Two competing narratives are discussed in relation to the expected direction of this variation by focusing on insiders’ incentives to support or oppose the regime. The observable implications are tested empirically on an original dataset containing information about stakeholders’ positions on the evaluation of the regime status quo, its proposed further institutionalisation and their recommendations for change. The findings describe a consultation regime that seems to have created conditions alleviating bias in stakeholders’ participation in supranational policy making. This is evident in the lack of systematic, significant differences between insiders and outsiders in the evaluation of the consultation regime. Where differences do occur, they are consistent with the image of a consultation regime that has not reinforced bias in favour of policy insiders. These actors are found to be more critical of the regime status quo, its institutionalisation and more inclined to recommend policy improvements. This supports an optimistic view over the democratic credentials and legitimacy of the EU consultation regime and outlines an additional scenario under which policy actors that are traditionally associated with exerting more power and influence find themselves stripped of their privileged position in the context of European supranational governance.  相似文献

Previous research highlights what managers perceive to be the purposes of public involvement in public-private partnerships (PPPs) and the need for addressing stakeholder concerns unique to PPPs. Yet, we have little evidence of how particular modes of participation benefit particular goals of participation in this context. Through canonical correlation analysis (CCA) of survey data collected in the U.S., this study examines the modes and sequencing of 14 public involvement activities in respect to 10 goals of public involvement in this context. The results indicate that selections among modes of participation are contingent upon when they are introduced. Respondents prefer widening stakeholder involvement early in the project development phase and during the contract implementation phase, but not during the later phases of contract design. Respondents also assign more value to engaging local citizens than their respective political leaders, particularly at mature stages of the PPP’s implementation phase.  相似文献

Abstract

Performance management is meant to encourage organizational change by providing better and more relevant feedback to managers. But there is no denying the complexity of learning and change. How performance management helps this process goes beyond the simple availability of performance information. In this study, we examine the learning processes in a large Belgian public organization through interviews of managers, directors, and administrators. By using 4Is framework of organizational learning—from Intuitions to Interpretation to Integration to Institutionalization—we identify critical blocks and enablers of learning and change. Critical impediments include off-topic discussions of performance information, lack of opportunity to share and discuss management practices, and limited motivation to change entrenched processes of work. Performance management also provides reliable enablers of organizational learning, such as giving credibility-by-results to new management practices, focusing discussions on processes that lead to measurable results, the ability to follow new innovations closely as they are implemented, and the possibility of creating a learning culture supported by performance information. Finally, we discuss how perceived credibility of performance information is crucial to organizational learning and how it is reinforced by use and dialogue.  相似文献

The majority of existing studies of Ivy Compton-Burnett’s comedy class her as either a ‘camp’ novelist, or a social satirist in whose novels jokes are used for either oppression or subversion. The present essay proposes a new reading of the social uses of jokes in Compton-Burnett’s novels. In these domestic fictions, family life is characterized by constant strife, most commonly of a verbal nature. As part of their daily struggle for power and position, her characters use aggressive jokes to keep each other in check. This process does not distinguish primarily between oppressors and oppressed, but between successful and unsuccessful egotists. As an ideal result, a social equilibrium emerges that is at least vaguely habitable to all. This way, Compton-Burnett’s comedy is essentially conservative; the ultimate function of the jokes employed by her characters is not to permanently transform social structures, but to maintain the delicate balance of power within the family.  相似文献

The battle to soften the labour market impact of the pandemic has thrown up some unlikely bedfellows, with trade union leaders competing with business chiefs over who can most fulsomely praise the government’s economic response. But does this entente really presage a new era of ‘Covid-corporatism’? Crises like Covid-19 can provide opportunities for temporary social pacts, even in countries lacking the labour market institutions needed to sustain these in normal times, and the ‘social partners’ have shown an unusual willingness to be bold and constructive. But cracks are already appearing over how and when the state should begin its withdrawal from the economy. Unions face structural weaknesses and recruitment problems that will hamper their ability to take full advantage of what will likely prove to be only a temporary lull in hostilities.  相似文献

Critical scholarship has warned against basing the prevention of terrorism on a concept of ‘radicalisation’ which implies that violence is inherent to Islam, but various approaches disagree on how to base the critique. This article argues for reading counter-radicalisation policies as narratives in order to identify their potential in terms of conflict escalation. Analysis of the official Danish counter-radicalisation action plan, reactions to it, and reactions to the reactions finds that criticism from the targets of the policy and engaged scholars based on attention to conflict dynamics has had some success in modifying policy from securitising to governing risk. Nevertheless, the potential for re-securitisation remains.  相似文献

Since 9/11, the terrorist is often awarded the position of the radical Other: the personified existential threat to the West. The counterterrorism strategy presented by the Danish government describes itself as covering a ‘broad spectrum’ of efforts. It includes an ‘active foreign policy’ in relation to the Muslim world and an ‘active integration policy’ in relation to Muslim migrants. Both inside and outside the nation-state, efforts range from ‘hard power’ security strategies of elimination and control involving military, police and intelligence operations, to ‘soft power’ strategies of information, partnerships and dialogue. This article analyses Danish counterterrorism policy narratives to identify the concepts of dialogue implied and the positions awarded to less-than-radical Muslim Others. This article finds that Muslims might – especially after the Danish Muhammad cartoon affair – in counterterrorism dialogue find a position for talking back, even if it is still a position circumscribed by control and securitisation.  相似文献

In the current era of public demand for increased accountability from government, stakeholders expect their government and its agencies to consult constituents and provide them with an opportunity to have a say in strategic direction. Indeed, stakeholder engagement is very prevalent and is viewed as a vital component of accountability. Consequently, there is an increasing trend for governments and their agencies to consult stakeholders on issues ranging from budgets to strategic plans of departments and agencies.

This article argues that consultation extends beyond the dissemination of information and participation in surveys and focus groups in order to ensure that public sector agencies have sufficiently demonstrated accountability through consultation. Rather, the true substance of consultation is providing an opportunity for stakeholders to have a say in the organization by advancing their own proposals regarding its strategic direction.  相似文献
