During the 1990s, and as part of a broader drive towards the “Afghanisation” of humanitarian assistance in Pakistan, Afghan NGOs became key implementing agencies supporting refugee-related and reconstruction activities in Afghanistan. This paper provides a detailed account of their emergence and consolidation, with a twofold objective. First, it complements and contributes to recent studies on Afghan NGOs and Afghan civil society, by providing historical insights on their trajectory. Second, it assesses such trajectory as a way of engaging with broader discussions on the role of NGOs within humanitarian operations.

Le succès des ONG afghanes

Durant les années 1990, et dans le cadre d'une initiative plus générale vers l’« afghanisation » de l'assistance humanitaire au Pakistan, les ONG afghanes sont devenues des agences clés de mise en ?uvre soutenant des activités de reconstruction et d'aide aux réfugiés en Afghanistan. Cet article propose un compte rendu détaillé de leur apparition et de leur consolidation, dans un double objectif. En premier lieu il complète et contribue à des études récentes sur les ONG afghanes et la société civile afghane, en donnant un aperçu historique de leur trajectoire. En second lieu, il évalue cette trajectoire dans le but de prendre part à des discussions plus larges sur le rôle des ONG dans les opérations humanitaires.

El éxito de las ong afganas

Como parte de un esfuerzo dirigido a “afganizar” la asistencia humanitaria en Pakistán durante los años noventa, las ong afganas se volvieron agencias operativas clave para el apoyo de actividades vinculadas a los refugiados y a la reconstrucción en Afganistán. El presente artículo proporciona una historia detallada de su aparición y de su consolidación y tiene dos objetivos. En primer lugar, complementar y contribuir a los estudios recientes respecto a las ong afganas y a la sociedad civil afgana, esclareciendo su trayectoria histórica. En segundo lugar, realizar una valoración de dicha trayectoria como una manera de participar en el debate más amplio en torno al rol jugado por las ong en el ámbito de las operaciones humanitarias.

O sucesso de ONGs afegãs

Durante a década de 1990, como parte de uma orientação mais geral para a “Afeganização” da assistência humanitária no Paquistão, ONGs afegãs tornaram-se agências implementadoras cruciais que apoiam atividades relacionadas a refugiados e à reconstrução no Afeganistão. Este artigo oferece um relato detalhado sobre o seu surgimento e consolidação, com um duplo objetivo. Primeiramente, ele complementa e contribui para estudos recentes sobre ONGs afegãs e a sociedade civil afegã, fornecendo informações históricas sobre sua trajetória. In the context of drastic cutbacks many Dutch municipalities consider citizens’ initiatives (CIs) as an attractive alternative for municipal policies aimed at improving the livability and safety in neighbourhoods, simultaneously building responsible citizenship. In this paper we combine different theoretical perspectives to analyse the institutional settings in which CIs are being realised, and how municipalities try to facilitate such initiatives. Municipalities can do this by either trying to structure the relevant networks or by various forms of process management. This analysis sheds light on how municipalities use a variety of instruments to mobilise citizens to participate in CIs. In using such instruments they can influence various factors (like motivations, personal resources, social capital and expected responsiveness; cf. Lowndes et al.’s CLEAR model) that increase the likelihood of civic engagement.  相似文献

Abstract

Does the local organisational presence of anti-immigrant parties affect their chances for electoral success? In order to answer this question, the article explores the potential of a supply-oriented explanation to anti-immigrant party success by examining the electoral advancements the Sweden Democrats (SD) made in the 2006 and 2010 elections. Our results indicate that traditional demand-side explanations to anti-immigrant party success can be successfully complemented by an ‘internal supply-side argument’ to make the electoral fates of these parties more intelligible. Whether the SD had a local organisational presence had a substantial effect on its results in the national election and on the probability of gaining representation in local councils. Thus, the party’s fate in the national as well as local elections was largely determined by whether or not it had a local organisational presence in Swedish municipalities.  相似文献

The accession of the CEE states to NATO and the European Union has put an end to the geopolitical ambiguity and implicit insecurity in the region between Russia and the so-called ‘Old Europe’. Instead of being an area of great powers' rivalry, elements of ‘buffer belts’ lacking meaningful strategic options, objects of raw Nazi-Soviet deals, or zones under Russian occupation and domination, the three Baltic States and the Visegrad group countries became full-fledged members of the European Union and were given NATO's security guarantees. By the middle of the 2000s, one would conclude that traditional geopolitics had ended in this region.However, the changes in the strategic situation in CEE have not changed the deep rooted moving forces and long-term strategic goals of the Russian policy toward the region. Moscow seeks to have the position, as its official rhetoric says, of an ‘influential centre of a multipolar world’ that would be nearly equal to the USA, China, or the EU. With this in view Moscow seeks for the establishment of its domination over the new independent states of the former USSR and for the formation of a sphere of influence for itself in Central Eastern Europe. If it achieves these goals, then Europe may return once again to traditional geopolitics fraught with great power rivalries and permanent instabilities radiating far beyond CEE borders.Yet a few questions remain. Has Russia come to the conclusion that attempting to restore its privileged position of influence in Central-Eastern Europe is wrong? Has Russia enough power to threaten the CEE countries? How credible are NATO's security guarantees? How may Russian behavior in CEE affect a wider European geopolitical context? These questions are appropriate in the light of Russia's ‘resurgence’ as a revanchist power and because Russia is, and most probably will remain in the next five to ten years, a weighty economic and strategic factor in areas along the Western borders of the former USSR.  相似文献

When deciding to resort to a PPP contract for the provision of a local public service, local governments have to consider the demand risk allocation between the contracting parties. In this article, I investigate the effects of demand risk allocation on the accountability of procuring authorities regarding consumers changing demand, as well as on the cost-reducing effort incentives of the private public-service provider. I show that contracts in which the private provider bears demand risk motivate more the public authority from responding to customer needs. This is due to the fact that consumers are empowered when the private provider bears demand risk, that is, they have the possibility to oust the private provider in case of non-satisfaction with the service provision, which provides procuring authorities with more credibility in side-trading and then more incentives to be responsive. As a consequence, I show that there is a lower matching with consumers’ preferences over time when demand risk is on the public authority rather than on the private provider, and this is corroborated in the light of two famous case studies. However, contracts in which the private provider does not bear demand risk motivate more the private provider from investing in cost-reducing efforts. I highlight then a tradeoff in the allocation of demand risk between productive and allocative efficiency. The striking policy implication of this article for local governments would be that the current trend towards a greater resort to contracts where private providers bear little or no demand risk may not be optimal. Local governments should impose demand risk on private providers within PPP contracts when they expect that consumers’ preferences over the service provision will change over time.  相似文献

Abstract

How extensively local politicians use online media to communicate with others and the factors that influence their online activities have rarely been examined. In particular, it is unknown whether local politicians use online media more extensively when they believe that online media has a strong political influence on others. To examine this, a standardised survey among German local politicians was conducted (n = 608). The results showed the following: The stronger the politicians perceive the influence of facebook and Twitter on journalists to be, the more extensively they spread information via these social media networks. However, the presumed influences on the public or on other politicians do not affect those online activities. Thus, local politicians apparently do not pursue a disintermediation strategy – they do not try to bypass journalism by directly addressing the public. Rather, journalists seem to be an important target group for local politicians’ online communication efforts.  相似文献

Abstract

The author asserts that a sophisticated sabotage threat to U.S. international civil aviation has been well known to the U.S. government and air carriers since the early 1980s. He believes that both the U.S. government and air carriers have failed to do enough to counter this sabotage threat. He cites the findings of the President's Commission on Aviation Security and Terrorism (May 1990), and the enactment of the Aviation Security Improvement Act (Nov. 1990) to support his beliefs. Abstract

The structuring of marketing and communication management within key organisations in South Africa is changing. These changes are affecting the relationship between marketing and communication practitioners, as well as the key tasks they are responsible for within the organisation. Globally, companies are downsizing, restructuring and eliminating hierarchy. This article investigates how key South African companies have responded to these changes, by looking at how the marketing and communication functions are structured within the organisation. Marketing and communication managers from top South African companies were interviewed telephonically. Findings from the study indicate that the two functions are progressively moving towards an integrated approach. However, a commonly agreed organisational structure is still not pervasive. Each organisation structured the marketing and communication functions differently, and various perspectives existed on the key tasks of both marketing and communication managers. From these findings, it is evident that the relationship between marketing and communication, as well as the role and tasks of marketing and communication managers, is still very diverse in the South African context.  相似文献

Abstract

In spite of the increased emphasis being placed on integrated marketing communication (IMC), limited attempts have been made to critically analyse existing viewpoints, the evolution of the concept and its application. The research problem of this article is based on this limited mindset, which has arguably created a problem in understanding IMC as a process and in the integration of actions, which appear to be superficial in most cases. The main objective here is to contribute to these viewpoints by addressing the problem through an analysis of existing literature, to stimulate much-needed necessary debate on this phenomenon and advance IMC thinking, which is increasingly being challenged from the perspective of the emerging paradigm of strategic communication. This is done through a combined categorical, theoretical and integrated communicative perspective. The author highlights the need to approach IMC thinking from a strategic and corporate brand perspective, which could help engender dramatically changing expectations and demands across organisations, for a clear understanding of IMC practice and theory. Subsequently, taking an alternative re-orientated strategic perspective, based on all current approaches, is proposed into what is termed ‘strategic integrated communication’ (SIC). The focus in SIC is on the strategic intent of the organisation to enhance strategic, integrated communication and knowledge management of information through creative media strategies and environmental scanning. All of this should be based on trust, loyalty, integrity and credibility, to maintain valuable long-term stakeholder relationships.  相似文献

Abstract

Major forces such as globalisation, the digital network revolution and the empowerment of myriad new stakeholders have resulted in a blurring of communication genres such as marketing and corporate communications, and are redefining the role of the communications professional within business and society. Such fundamental changes require that both scholars and practitioners challenge their own assumptions and consider the implications of these paradigm shifts. The values of the modernist age, resulting in linear, top-down, consensus-seeking decision-making behaviour, must be revisited to make way for emerging values such as activism, dialogue, communal values and dissent, which allow for co-creation and a multiplicity of viewpoints. This article reflects on paradigmatic debates and identifies shifts from modern to postmodern organisational practice, and how these impact on communication practices and integrated communication. Consideration is given to some theoretical, practical, research and educational implications of these shifts as core driving forces towards the new emerging paradigm of strategic communication, which can best be conceptualised as purposeful communication to realise the organisational mission.  相似文献
