温通针法治疗腰椎间盘突出症远期疗效观察

目的 比较温通针法与平补平泻针法治疗腰椎间盘突出症（lumbar disc herniation,LDH）的远期疗效。方法 将160例LDH患者按数字随机表法随机分为对照组和治疗组,每组80例。治疗组应用温通针法,对照组应用平补平泻针法,两组均每日治疗1次,15次为1个疗程。治疗前后采用改良日本骨科协会（Meliorate- Japanese orthopaedic association,M- JOA）下腰痛评分法、简化McGill量表分别对两组患者进行评分;治疗15 d后及治疗3个月后,分别观察两组临床疗效。结果 治疗15 d后及治疗3个月后,两组M- JOA评分,简化McGill量表的PRI、VAS和PPI因子评分均较治疗前显著降低（P<0.01）;治疗3个月后,治疗组简化McGill量表的VAS和PPI因子评分下降值显著大于对照组（P<0.01）;治疗15 d后和治疗3个月后,治疗组临床疗效均显著优于对照组（P＜0.05,或P＜0.01）。结论 温通针法对LDH的远期疗效优于平补平泻针刺方法。

派出所工作是公安基层基础建设中最重要的一环。派出所“三队一室”警务模式改革,着力解决长期困扰基层派出所工作运行中的警力难以下沉、机构设置不合理、职能分配不明确、勤务效率不高、防范不到位、打击不及时等突出问题,保证了基层基础工作在“大防范”中基础性、先导性的战略地位,有利于实现统一、高效、完整的现代警务运行机制。     

Anarchy in the UK(‘s most famous fortress): comradeship and cupidity in Gibraltar and neighbouring Spain, 1890–1902

This article is the first to investigate the growth of anarchist ideology and tactics in Gibraltar and the surrounding Spanish region, the Campo de Gibraltar, in the period 1890–1902. We draw upon hitherto unused material from both The National Archives in London and the Gibraltar Government Archives. By doing so, we demonstrate that during this period Gibraltarian and Spanish workers came together, not only to defend and advance their interests by direct action, such as strikes and attacks on employers, but also to advance educational and social causes too. Indeed, by 1898–1899, the appeal of this movement was so strong that an attempt by the British Social Democratic Federation to establish a more constitutionalist approach to industrial relations failed. By 1902, the power of anarchist movements and tactics concerned employers in Gibraltar, so greatly that they engineered a lockout – styled a general strike by local workers – and successfully smashed the organising power of the local movement. Meanwhile, on the Spanish side of the frontier, a massacre engineered by the local Spanish authorities resulted in the deaths of a number of activists and a hiatus in the movement that would last until the Great War of 1914–1918.     

‘Colonizin’ in reverse

Abstract

This is a revised version of a paper presented on 22 June 2006 by Kenneth Parker at The English Academy of Southern Africa, University of the Witwatersrand, Johannesburg, on the occasion of the presentation of a Gold Medal to Professor Colin Gardner for distinguished service to English. The paper takes a tongue-in-cheek look at ‘Britishness’ and conforming to British standards – including what the British saw as the ‘way forward for the English language’. It shows how the erstwhile ‘colonized’, and more particularly their British-born descendants, have been doing some ‘colonizin’ of their own.     

Elimination rates of breath alcohol

Legal driving limits are set coequally with 0.5 g/L blood alcohol concentration (BAC) or 0.25 mg/L breath alcohol concentration (BrAC) in Austria as well as in other European countries. As mostly some time elapses between BrAC measurement and driving offence, a back calculation of alcohol concentrations is often required. The calculation of hourly BrAC elimination rates can thereby help to avoid unnecessary variances. A study with 59 participants was performed under social conditions. BrAC was determined with the legally accredited Alcotest 7110 MK III A every 30 min, and concomitantly venous blood samples were drawn. Five hundred and four BrAC/BAC value pairs were evaluated. The overall mean peak BrAC was calculated with 0.456 mg/L (±0.119 mg/L standard deviation). The mean hourly BrAC elimination rate was overall determined with 0.082 mg/L per h (0.050–0.114, 95% range). Mean rate of females (0.087 mg/L h⁻¹) and the according 95% limits were statistically significantly higher than of males (mean rate 0.078 mg/L h⁻¹, p < 0.04). Our results confirm the possibility to implement hourly BrAC elimination rates, provided that adequate statistical ranges and basic forensic scientific rules that have been set up for alcohol back calculations are observed.     

晚清刑事法律改革中的“危机论”——以沈家本眼中的领事裁判权问题为中心

清末礼法之争中,就修律与收回领事裁判权关系问题的辩论表明,法理派清醒地认识到单纯修律本身并不能收回领事裁判权,但在礼教文化占主流地位而法理派本身又不敢正面否定礼教文化的价值的情况下,只好拿“危机论”(即领事裁判权问题)作为推进中国法律近代化的手段。这本身表明以沈家本为首的法理派是认同和接受了西方法律文化的精神和原则的,他们希望用西方法律的精神来改造中国传统法律文化。因此,清末修律中收回领事裁判权问题不过是手段,法律的近代化才是目的。手段和目的的不相协调,是导致晚清刑事法律改革出现诸多问题的主要原因。     

适度打击 合法控制——警棍适度控制犯罪嫌疑人反抗方法探析

警棍是执法机关依法配备和使用的专用警械,警察在执法行动中,可以依法使用警棍对犯罪嫌疑人实施武力控制,针对犯罪嫌疑人对抗的三种状态,提出了以相应武力控制犯罪嫌疑人对抗的三种方法:制服法、致伤法、致命(或致残)法。并在控制犯罪嫌疑人时时要注意警棍的适度使用与合法性。     

中华全国总工会首任委员长林伟民事略

林伟民是中国工人运动的早期杰出领袖,曾先后领导香港海员大罢工、上海海员大罢工、广州盐船工人大罢工和中国历史上规模最大、时间最长的省港大罢工。1923年5月1日在第二次全国劳动大会上被推举为中华全国总工会首届执委会委员长暨中华全国总工会第一任委员长。由于工作繁忙,积劳成疾4,0岁即英年早逝。
