市场与管制的迷思——兼论我国社会保障基金的运营及其监管

社会保障基金大案频发凸显了我国社会保障基金政府主导运营模式的弊端、严格限制投资立法的欠科学性和监管环节的薄弱。面对学界要求社会保障基金市场化的呼声,实现严格监管下的投资开禁、引导基金运营的市场化和专业化以及强化监管力量是解决当下社会保障基金困境的现实选择,但"一刀切"的全部市场化倾向并不足取,理性的做法应该是根据社会保障基金的不同类型和特性采取不同的管理和运营模式,即分别交由政府和市场运营。与此同时,鉴于不同的运营模式对监管模式的需求亦存有差异,故在不同的运营模式下,监管模式亦应有第三方监管和行政监管之别。     

ClassⅠ新城疫病毒强毒株主要结构蛋白特异性抗体的研制

以新城疫病毒(NDV)ClassⅠ强毒分离株9a5b尿囊液、原核表达的NP、P、M、HN、F五种蛋白为免疫原,接种6周龄BALB/c小鼠制备抗体,用血凝抑制试验(HI)、间接免疫荧光试验(IFA)、细胞中和试验、酶联免疫吸附试验(ELISA)和Western-blot方法共同检测所获得的各类抗体。结果显示,成功制备获得了NDV各结构蛋白多抗及12株NDV特异性单抗。免疫特性鉴定结果表明,在获得的12株单抗中,3H7和3H9株单抗为抗ClassⅠHN特异性单抗,仅具有IFA和HI效价,而2A8株单抗却无HI效价;其他单抗均与ClassⅡ毒株存在交叉反应。     

Open Doors and Closed Ceilings: Gender-Based Patterns and Attitudes in the International Studies Association

In 1995, the Gender Research Committee of the International Studies Association conducted a survey of the membership concerning the impact of gender on members' lives. In 2006, the Women's Caucus for International Studies sponsored a follow-up survey utilizing similar questions. A comparison of the findings of the two studies shows increased representation of women within international studies, persistent frustration with the slow pace of progress in women's access to senior positions and in accommodating family issues, some evidence of a chilly climate for women and a leaky pipeline, and significant differences between men's and women's perceptions of the status of women in the profession. The 2006 survey reveals a marked increase in concerns regarding the tension between women's family responsibilities and the academic environment, identification of structural discrimination, and concerns that men have been disadvantaged by affirmative action for women.     

就业领域重大结构性失衡及应对研究综述

就业结构性失衡对经济实现高质量发展带来不利影响。我国就业领域重大结构性失衡表现为城乡间失衡、区域间失衡、产业间失衡、所有制之间失衡和技能结构失衡等。劳动力要素未能实现最优配置,究其原因,主要可归结为经济增长模式偏向性,政府经济政策干预不当,劳动力、人才的社会性流动面临制度性障碍等因素。研究建议,以渐进式改革推进经济增长驱动力平衡,转变经济政策的干预模式,消除阻碍劳动力、人才社会性流动的体制机制障碍来解决就业领域结构性失衡问题。     

集资诈骗罪的立法完善与解释对策

集资诈骗罪的立法漏洞可以通过两种途径解决。一是在立法完善时,将该罪的罪状修改为:“非法集资,骗取集资款,数额较大。”二是在司法过程中,根据金融诈骗罪的特殊性对法条进行应然解释。     

中国问题银行公共资金救助体系的法律构建——以金融危机中美国的救助行为为鉴

金融危机的爆发引发了美国对问题银行的新一轮大规模公共资金救助。此轮救助不仅是对传统救助方式的再次使用,更是基于对金融危机爆发机理和监管缺陷的反思,通过金融监管改革法案,实现对传统救助方式的创新发展。中国应以美国为鉴,结合本国国情,通过立法逐步建立以存款保险公司、中国人民银行和财政部为救助主体,银监会、存款保险公司、中国人民银行、财政部四家机构之间分工明确又相互协调的问题银行公共资金救助体系。     

基于预算管理的高校资金使用绩效评价

预算管理无论对企业、事业单位都具有重要作用。西方发达国家在高校资金的预算管理及绩效评价方面有一套较完善的体系。我国高校的资金管理中尚存在较多问题,在较多方面有改进的需要。本文立足我国高校预算管理的发展现状,以预算管理为主线,在此基础上论述构建资金使用绩效评价体系。     

Structural Changes to the Public Sector and Cultural Incompatibility: The Consequences of Inadequate Cultural Integration

Structural changes are commonly undertaken to achieve gains, such as enhanced efficiency and performance. In this paper, we explore the cultural issues associated with a structural change in the Australian Public Service. We argue that cultural differences across merged functions were disruptive and challenging to overcome. We posit, however, that these challenges were exacerbated by the lack of systemic effort to integrate cultures, thus impeding synergy realization. Our findings are consistent with the private sector literature that warns mergers and acquisitions undertaken with too much haste and without adequate planning can lead to cultural issues when not managed appropriately.     

Constructing and contesting City of London power: NGOs and the emergence of noisier financial politics

Existing literature on the City of London has tended to focus on its ‘structural power’, while neglecting political and narrative agency. This paper acts as a corrective by presenting evidence to show that since the financial crash of 2008 the political terrain the City operates on has become more contested, crowded and noisier. The contribution develops a middle course between a positive assessment of the role of civil society in relation to global finance, and a more pessimistic reading. We demonstrate how macro-narratives and public story-telling both construct and contest City and financial sector power. In a new pattern since the financial crash, NGOs have moved from campaigns of limited duration and narrow focus, to a more sustained presence on macro-structural issues. Adopting a supply–demand framework for assessing governance and regulatory change, we look at the emergence of TheCityUK as a new advocacy arm and the strategies of three of the more prominent and focused NGOs that have mobilized in the aftermath of the crash: the Tax Justice Network’s (TJN) use of the ‘finance curse’; Positive Money on private endogenous money creation; and Finance Watch counterweight strategies at the level of the European Union. We suggest these mobilizations highlight the need for a more concerted and orchestrated construction of a global institutional civil society infrastructure in finance (a global financial public sphere) to achieve greater access, resources, scrutiny and oversight for a range of specialist expert NGOs.     

The Unintended Consequences of Structural Change: When Formal and Informal Institutions Collide in Efforts to Address Wicked Problems

Significant restructuring of bureaucracies has occurred to facilitate joined-up working. This article draws on new institutionalism to explore the rationale behind the use of structural change for the promotion of joined-up working. It argues that a strong institutionalized myth has emerged which has created isomorphic pressures in the public sector to instigate structural changes in the name of vertical integration. These combine with informal institutions in ways that can be both productive and unproductive, highlighting the need to find a balance between formal institutional change and informal institutionalized practices, which often go unacknowledged as a powerful influence on policy.
