Race,Interracial Families,and Political Advertising in the Obama Era: Experimental Evidence

Across two studies of race and interracial families in political advertising, this article finds that significant benefits accrue to Black candidates who present themselves as part of interracial families. These findings suggest Black candidates are more likely to succeed when they engage in displays of “racial novelty,” or counter-stereotypical behavior, provided that behavior signals closer affinity to White voters. For Study 1, we tested four original advertisements for a fictitious political candidate, in which we varied only the candidate’s race and the race of his son. The Black candidate with the White son prevailed over all other combinations, with respondents finding him the most trustworthy, most qualified for office, most likely to share their values, and most likely to care about people like them. For Study 2, we tested four new original advertisements for a fictitious Black candidate, varying only the candidate’s profession and the race of his son. We find, again, that Black candidates who display non-Black children do significantly better than Black candidates who display racially homogeneous families. However, we observe much more modest benefits for a Black candidate who practices a racially novel profession. We view these results as demonstrating that Black candidates are more likely to reap the rewards of racial novelty only when they are willing to provide a personal, rather than professional, signal of their affinity for Whites. As Study 2 shows, White voters in particular are responsive to personal (rather than professional) demonstrations of racial novelty. This affirms the logic of “New Racism,” whereby Blacks are looked favorably upon if they exhibit behavior associated with Whites, but penalized otherwise.

Identities, Interests, and Imports

There is increasing attention to the mass public in the politics of trade debate, yet we still know little about how Americans formulate opinion on trade. Scholars are puzzled by the ineffectiveness of traditional dispositional beliefs to account for trade policy judgment, while an emerging economic self-interest perspective contends that opinion on trade is based on material concerns. This article demonstrates how symbolic predispositions provide critical information shortcuts for Americans on trade in which the relationship between trade policy and economic self-interest may be unclear. Symbolic politics theory explains how citizens can rely on accessible symbolic predispositions, including conceptions of national identity, in an unfamiliar and evolving trade policy environment often subject to multiple and conflicting cues, limited political information, and changing economic circumstances.     

Why Have Policies Often Remained Symbolic? Understanding the Reasons for Decoupling between Policy and Practice

Why have policies that are unquestioningly accepted as appropriate remained symbolic? To answer the research question, I suggest two possible reasons for decoupling between policy and practice: the characteristics of normative pressure as “the weak enforcement mechanism of law” through the implementation stage and jurisdictions’ capacity to infuse the stories of success based on others’ use to their own day‐to‐day realities. In this article, I seek to reintroduce a seminal contribution of the early institutionalists by challenging the assumption that dimensions of adoption and implementation are synonymous or positively correlated. Empirical findings contribute to provide scholars and practitioners with a larger picture of policy diffusion and support the arguments by Nicholson‐Crotty and Carley that policy learning takes place based on policymakers’ assessment of both “policy actions” and “outcomes” in previously adopting jurisdictions.     

Ma Rainey’s phonograph

This essay engages a series of performance routines by the blues artist Gertrude “Ma” Rainey, as a way of critiquing the epistemological tenets of sound reproduction technology. Between 1923 and 1925 Gertrude “Ma” Rainey carried out an elaborate quasi-burlesque performance routine in which she sang while hidden inside a giant phonograph; this routine precisely references and troubles the legacy of black sounds and bodies and their conflicted forms of capture andembodiment through sonic technologies. I think about how black sounds and bodies have been rendered as documentary objects within sonic and visual performance contexts and how this history is both referenced and complicated in Ma Rainey’s performances. I argue further that Rainey’s performance illustrates how sonic technologies always require, what I term black documentary embodiment, through the sonic and the visual. To this end I illustrate how reducing black art to an evidentiary object was central to the phonograph’s material and epistemological construction. In addition to analyzing Rainey’s performance I briefly engage the contemporaneous visual culture of the blues as a means to trace the legacy of black documentary embodiment within a longer visual-sonic tradition.

Addressing contradictory needs: the Lega Nord and Italian immigration policy

ABSTRACT

Cento Bull addresses the question of whether the Italian Lega Nord, when in government, pursues policies that contradict its rhetoric (politics of simulation or symbolic politics) or policies that are in line with its dominant discourse (politics of identity). Her analysis focuses on immigration policy because this is an area that links together economic issues (immigration is highly functional to the economy of those regions of Italy that form the Lega's strongholds) and identity issues (immigration is seen as visibly threatening cultural values and disrupting community cohesion). She argues that recent legislation in this area, approved in July 2009, is formally in line with Lega rhetoric but also that actual policy outcomes contradict both the party's rhetoric and the legislation itself. This confirms the validity of the concept of ‘simulative politics’ in so far as it refers to a societal practice of self-deception, rather than simply to practices of deception on the part of political actors.
