Postal Service Reforms in Solomon Islands of the South Pacific: Evaluating Consequences for Public Service Delivery and Customer Satisfaction

The changing environment of the postal sector over the last decade has increased the urgency for governments worldwide to re-examine regulations governing how their public postal administrations operate. The need to increase service efficiency and quality is a critical strategic focus, given the increasing technological competition, rising operational costs, and changing customers' needs and expectations. There are many success stories, particularly from developed countries, highlighting improved service quality following corporatization of their public postal administration. This particular study revealed that reforms of the Solomon Islands postal service have had some positive influence on the level of customer satisfaction.

Using context and difference in sex offender treatment: An integrated systemic approach

Summary

The primary objective of this paper is to promote a re-examination of the current use of cognitive-behavioural programmes in work with men who have sexually offended against children or adults and to encourage the application of ideas from the systemic field. In order to support this objective, the paper puts forward and develops the following arguments:

1. That the current content of manualised programmes in this field has been distilled too far and left behind some of the most important principles of the cognitive approach. Returning to the work of Marshall et al (1999), the need for a thorough and broad-based assessment of each individual prior to deciding treatment goals is clearly recommended. Further, there is a need to pay much more attention to differences between, as well as similarities of those who sexually offend.

2. That ideas from within the systemic therapeutic field be integrated within existing approaches to attempt to address some of the limitations of cognitive-behaviour therapy as currently employed. Evidence for the potential benefits of this comes from a broad personal experience of working directly with offenders and consulting to group facilitators.

It is concluded that all therapeutic approaches reach a ‘moment of integration’ (Pinsof, 1994), when their failures are recognised and other approaches are drawn on. It is suggested that this moment may be upon us in this area.     

The children’s programme: a description of a group and family intervention for children engaging in problematic and harmful sexual behaviour and their parents/carers

ABSTRACT

Children under 10 are increasingly being referred to services for concerning problematic or harmful sexual behaviour, but information about interventions to support these children and their families is limited. A 3-year pilot of a group cognitive–behavioural intervention for children and their parents/carers is described. Forty-nine children were referred to the programme with 27 completing the programme in this period. This is the first intervention of its kind to be delivered with a UK population and demographic information is provided about the children who have been assessed, including information about age, gender, family composition and abuse history. Outcome data from the Trauma Symptom Checklist for Children, Child Sexual Behaviour Inventory, Strengths and Difficulties Questionnaire and the Parental Stress and Social Support Scale is reported. The available outcome data indicates the group has been largely beneficial in reducing problematic sexual behaviour. Key learning and implications for practice are discussed.     

(Anti) Queer: Introduction

Thumbnail images depicting the face of a social actor were the most common type of image used in hard-news stories on the home page of the Sydney Morning Herald online (smh online), a high-circulation Australian daily broadsheet, between 2002 and 2006. While not all online newspapers use such images to the same extent as the smh online, close-up thumbnails of faces are commonplace on online newspaper home pages in general. This paper examines the use of these “thumbnail faces” on the smh online home page. Over four years (and across four page-design periods), these images were used more frequently, despite the fact that they function in a very different way to traditional hard-news images. Thumbnail faces cannot “tell stories”, nor “provide evidence”, but they play an important interpersonal role in individual news stories, collectively on the home page, and over time in the discursive relationship between the smh online and its readership.     

论票据背书伪造的风险负担

票据是流通证券,票据众多经济职能的实现都依赖于票据的流通。票据背书是实现其流通的基本方式。票据流通中背书的伪造,在损害各票据当事人的利益的同时,也成为实践中引发票据纠纷的重要原因。尤其是在背书伪造人逃匿或无力清偿相关当事人的财产损失时,由此引起的风险负担问题就变得较为复杂。对此,国际上现有的两大票据法系规定不一。本文在对二者的相关规则进行比较的基础上,分析我国票据立法中现有制度的不足,并提出自己的建议。     

检察机关参与环境公益诉讼程序设计

新修订的《民事诉讼法》第55条将对污染环境行为提起诉讼这一内容正式纳入,为环境公益诉讼的提起提供了法律依据,但并未明确界定提起的主体。从检察机关参与环境公益诉讼的必要性及可行性入手,建立并完善检察机关参与环境公益诉讼的具体程序及检察机关自身机制,可为具体的实践操作提供参考。     

未成年人轻罪记录封存制度的适用问题

经过长期的试点探索,新《刑事诉讼法》确立了未成年人轻罪记录封存制度具有显著意义。应当明确的是该制度不同于国外未成年犯罪人前科消灭制度,有其自身的特征。但我国未成年人轻罪记录封存制度在适用主体、适用程序等方面还需要明确理解与适用,而且制度在适用对象、保护力度等方面只是最低限度地保护了未成年人的利益,将来还存在很大的发展改进空间。随着社会管理能力的提升和民众法治观念的增强,未成年人轻罪记录封存制度会向前科消灭制度的全面建立稳步发展。

该文通过对辽宁省农村生态环境现状、综合整治情况等进行的实地调查,找出了目前辽宁农村生态环境建设中存在的问题和主客观原因,提出了解决问题的建议和对策。
