信息时代领导形象传播策略探析

信息时代凸显出领导形象传播策略的重要性,尤其是大众传播对领导形象传播的重要意义。大众传播是领导形象传播的主要方式,领导形象传播手段、范围、内容、速度具有多样化、网络化、综合性、瞬时性等特点。完善领导形象传播策略要求充分认识和发挥主流媒体的主体地位,改进领导形象传播内容和方法,注重运用网络资源,提高领导干部传媒素养和传媒形象。     

Critiquing Food Security Inter‐governmental Partnership Approaches in Victoria,Australia

Food security is an issue, not only in developing countries but also in developed economies such as Australia where people from vulnerable groups cannot access affordable and appropriate food on a daily basis. Agencies emphasise the need for collaborative approaches to such complex, multi‐sectoral challenges. This article analyses two inter‐governmental partnership approaches facilitating local government's response to food insecurity in 12 municipalities within the state of Victoria. We focus on the partnership approaches to collaboration, processes and structures, and collective outcomes. The comparative data analysis from in‐depth interviews and document analysis of project‐associated materials and municipal policies provides insight into the different partnership approaches. Results suggest that while strategically designed and focused inter‐governmental partnerships can build local government capacity to respond to food security, there are systemic, regulatory, and resource barriers in play. In conclusion, the implications of these findings for future inter‐governmental approaches to address complex challenges are considered.

The sketch of Brazil’s grand strategy under the Workers’ Party (2003–2016): Domestic and international constraints

After passage of the 1988 Constitution of Brazil, successive democratic governments worked to build bridges between the nation’s foreign policy and its defence strategy, thus fostering a dialogue among administrations and constituencies under the aegis of the rule of law. It was under the Lula da Silva and Dilma Rousseff administrations that Brazil laid out a grand strategy, implementation of which was interrupted by the controversial impeachment proceedings of 2016. The argument unfolds from a consideration of Brazil’s development model and domestic politics as key structural variables in analysing the challenges faced in the conception and implementation of its grand strategy. The article is organised into two sections: (1) The sketch of a grand strategy: when Brazil’s foreign and defence policies converged; (2) An ambition frustrated? Or, the impact of Brazil’s development model and domestic politics on the conception and implementation of its grand strategy.

从“情报链”的角度看,情报主导警务工作动力来自于情报工作的推动力和公安工作对情报需求的牵引力。推动力和牵引力的协调统一与有效整合是发挥情报主导警务工作的关键。因此,增强公安情报在公安工作中的导向作用,不仅要使情报工作的推动力和公安工作的牵引力统一协调,还要使个体动力与群体动力统一协调。可以通过加强教育培训、完善制度建设、提高信息技术装备、科学合理地运用激励措施、充分搭建情报信息共享平台等途径来协调和统一情报的推动力与牵引力。     

"三基"工程建设要注重提高派出所长的"五种意识""六种能力"

派出所作为国家基层政权组织的重要组成部分,是维护稳定、保证社会安宁的第一道防线,是打击犯罪、保护人民安全的第一线力量,是服务群众、为民排忧解难的重要窗口。因而派出所长素质的高低、能力的大小,直接影响着整个派出所的战斗力。因此,在当前"三基"工程建设中,要注重提高派出所长的"五种意识"、"六种能力"。

证券民事诉讼制度存在系统性偏袒,集团诉讼、团体诉讼、选定当事人模式等各不相同.在解决系统性偏袒、保护投资者权益方面,集团诉讼与团体诉讼具有相对优势,我国证券民事诉讼制度改革应整合其优势以矫正系统性偏袒,切实保护投资者权益.     

One Small Step at a Time: Implementing Continuous Quality Improvement in Child and Youth Mental Health Services

Continuous quality improvement (CQI) is increasingly being adopted by health care, including child and youth mental health services. As part of the commitment to ongoing quality improvement, child and youth mental health teams in the Fraser region in British Columbia undertook CQI projects over a one year period (2007–2008). The projects covered a range of domains and service features and staff gained experience in developing projects. Patience, management support and ongoing dialogue were key elements in the implementation of CQI. Three projects are highlighted to illustrate how teams developed their own unique projects and the outcomes.
