人工影响天气的法学思考

我国是自然灾害多发的国家,随着科学技术的不断进步,人工影响天气在减少自然灾害、改善天气状况等方面发挥越来越大的作用,目前对其理论研究及制度设计均显不足。本文对人工影响天气作用的主要对象和人工影响天气权的法律性质进行了界定,对如何完善人工影响天气行为的法律框架进行了初步的探讨。     

Fatal Penetrating Injuries Sustained by High-pressure Water Jet Unit

The high-pressure water jet unit is a generator of frequent burst of water jets. The water jet reaches very high speeds and is able to cause wounds similar to those of high-velocity projectiles. In the presented case, unusual fatal injuries sustained by water jet are presented. Operating with the unit, an untrained worker accidentally activated a high-pressure water jet unit, and the extremely high pressure of water liberated the jet unit from his hand and whirled it around him. A jet stream of water ran across his body and caused fatal penetrating injuries in the femoral region. The edges of the wound were mainly sharp with contusion rings on the skin beyond the edges. Exploring the inside of the canals during the autopsy, the left femoral artery and vein were found to be completely transected. The resemblance to a firearm entry wound and the severity of the internal injury make it a noteworthy entity.     

Explaining Levels of Local Government Involvement in Service Delivery: The Dynamics of Cross‐Sector Partnerships in Malawi

This study explores how local governments and their development partners—that is, donors, non‐governmental organisations and private companies—structure their partnerships as they work together to provide services to communities. Cases of collaboration between four organisations working in the rural water supply sector and six local governments in Malawi are studied. Using a cross‐case qualitative methodology, we illustrate how power and control translate into practices, leading to different levels of local government involvement in service delivery. This study contributes to the literature on cross‐sector partnerships in particular by developing empirically‐based propositions that help explain the dynamic trajectories that partnerships between local governments and their development partners can take. 我国水污染犯罪的立法缺陷及其完善

近年来,水污染犯罪问题日益呈现,然而现行刑法对此问题的规范却极不完善。纵观国外的立法,我国刑法可采用修正案形式规定水污染犯罪的主观罪过、行为犯、危险犯和刑罚等,以弥补在这方面的缺憾。     

Desecuritization,Domestic Struggles,and Egypt’s Conflict with Ethiopia over the Nile River

Egypt maintained a policy of antagonism at arm’s length toward Ethiopia throughout Husni Mubarak’s presidency. This pattern changed immediately following Mubarak’s ouster. The burst of rapprochement and diplomatic activism that took shape in the spring of 2011 signaled a fundamental shift in the content and form of Egyptian policy vis-à-vis Ethiopia, which was reflected in President Muhammad Mursi’s reluctance to respond belligerently to Ethiopian initiatives 2 years later that threatened to diminish the northward flow of the Nile. Cairo’s evident restraint during the Mursi era cannot be explained by a change in the strategic circumstances that confronted Egyptian policy-makers. A more promising explanation can be found in a reformulation of desecuritization theory, which highlights the internal dynamics whereby potentially dangerous aspects of a country’s external environment get transformed into matters of routine political contestation.     

Politics,Science, and Termination: A Case Study of Water Fluoridation Policy in Calgary in 2011

Policy termination is identified as a rare occurrence and thus difficult to study. However, one policy area, community water fluoridation, has seen an apparent increase in termination in recent years. We examine the specific case of termination in Calgary, Alberta in 2011 with a specific goal to apply Kingdon's Multiple Streams Approach to the policy termination framework. Our findings suggest that of key importance for the termination of water fluoridation was the impending need for an upgrade to the fluoridation infrastructure, the effectiveness of the local anti‐fluoridation activists, the speed of decision making, and a prominent framing of the issue in ethical terms. The opening of a policy window made possible by the 2010 Calgary municipal election, one that introduced a number of new members to council, as well as the presence of a policy entrepreneur who took advantage of the window's opening, were of specific importance to the success of policy termination.     

社会网络视角下的农村公共产品的管理——以易县坡仓乡四个村饮用水的社区管理为例

农民是构成农村社区的基本群体,农民直接参与到水资源管理中来,不仅直接反映资源使用者的各种意见,更重要的是使农民改变了角色,也就是从被管理者变为管理者,提高了管理的民主性和农民参与资源管理的积极性。
