中国共产党的创建经历了一个过程。党在创立一年后召开的"一大",对创建中的一些工作没有完成,至"二大",才在理论政治纲领之外制订出指导当前革命奋斗的反帝反军阀政纲和独立完备的党章,作出加入共产国际成为其支部的决策。"二大"是党的创建任务完成的界碑。就党的建设论,中共"二大"具有使党定型(既以俄共为榜样,又具有中国特点)的意义,其作用胜过"一大"。 相似文献

发展旅游产业是我国新时期民族村落精准扶贫的重要抓手。在旅游精准扶贫背景下,有必要关注民族村落农户的可持续生计问题。文章选取云贵两种不同旅游扶贫模式的民族村落,对村民进行入户访谈和问卷调查,在DFID可持续生计框架下构建农户生计资本评价指标体系,对比分析其旅游精准扶贫对农户生计的影响。结果表明:不同旅游扶贫模式的村落精准施策不同;不同旅游扶贫模式农户的生计策略选择不同;不同旅游扶贫模式对贫困户的吸纳能力不同。总体上,民族村落农户的生计资本仍然有限,旅游参与型农户的生计资本相对较好,在精准帮扶影响下,除社会资本外,传统务农型农户多种生计资本欠缺。据此提出了其生计资本的提升对策。 相似文献

Divorced nonresident fathers are a promising target for preventive efforts to assist families after divorce. The research literature suggests that such programs should focus both on the frequency and the quality of the child's contact with the father, as well as the quality of postdivorce mother–father relations. Dads For Life (DFL) is the program for this target group with the most convincing evidence of preventive effects. This eight-week program centers on professionally made videos. It was tested in a randomized trial with 214 families. In comparison to control families, children in families in which the father participated in DFL had significantly lower internalizing problems. The preventive impact of DFL was strongest for the most troubled youngsters. 相似文献

This article intervenes into an ongoing debate on authoritarian regimes in the Arab world following the uprisings of 2011, in particular addressing the perceived failure of those uprisings to bring about “transition” to liberal democratic models. Drawing upon the method of comparative historical sociology used in seminal analyses of democratization and dictatorship in Europe, Asia and the Americas, the article seeks to explain the varying trajectories of the Arab Uprising states in terms of several structural factors, namely the balance of class forces, the relative autonomy of the state and the geo-political context. The article provides an empirical comparison of the cases of Egypt, Tunisia and Syria as points on a continuum of outcomes following the Arab uprising. The article mounts a critique of the absence of class analysis in mainstream transition theory and hypothesises instead an important role for workers’ movements in bringing about even basic elements of liberal democracy. The empirical comparison is shown to support this hypothesis, demonstrating that in Tunisia, the state where the worker's movement was strongest a constitutional settlement has been reached while Syria, the state with the weakest and least independent workers’ movement has descended into counter-revolution and civil war: the case of Egypt lying between these two poles. 相似文献

当前推进我国政府公共服务标准化发展,需要打造价值导向的升级版,从效率导向转变为公民导向。与效率导向相比,公民导向更加侧重开放的、参与合作的服务方式和有效回应公民需求。从历史和比较的逻辑看,我国政府公共服务标准化实现由效率导向到公民导向的价值蜕变具有必然性。这种蜕变需要创新改革动力,推进配套改革,主要包括强化制度保障、建立激励约束机制、构建开放的参与机制、优化服务规范以及培育公民意识。 相似文献

我国政府绩效评估工作在经历了十年的快速发展以后,最近有陷入评估困境的趋势。同体评估是困局之源,其解决需要在理论层面有所突破。从评估对象界定切入,对政府绩效评估的性质进行分析,提出及解释了"管理评估"和"治理评估"两个范式,并尝试提出了"异体评估"概念,在此基础上提出构建以人大为主导的政府绩效评估主体结构的理论框架。基于人大的异体评估路径切合我国政府绩效评估的内涵及其肇兴的体制改革诉求,有望建立起适合中国实际的政府绩效评估动力机制,进一步释放评估活力。 相似文献

The article examines relationship values which influence the government’s marriage-related policies. It constructs a framework of core values as the ‘conception of the desirable’ to highlight a central problem for the government: there are many conflicting values that can be identified as potentially relevant. Traditional morality and equality highlight marriage as the ultimate goal for heterosexual and same-sex couples by emphasising responsibility, commitment and stability to encourage and strengthen couple relationships. The articulation of these values associated with celebrating marriage is evident in policies such as transferable tax allowances for married couples and couple relationship education. However, marriage is a public and a private institution which encompasses disconnected values. The article analyses the different values that policy-makers confront by examining evidence from interviews with stakeholders which suggests that marriage-related policies do not necessarily resonate with various actors’ understanding of relationship values. They compete with values such as individual autonomy, the desire for financial security and diverse relationships. 相似文献
