中国共产党历来高度重视干部教育工作,早在新民主主义革命时期,就通过广泛的干部教育,培养和造就了一支能坚决贯彻执行党的路线、方针和政策高素质干部队伍,为革命胜利提供了坚强的人才保障。党在新民主主义革命时期的干部教育工作,为我国干部教育培训积累了丰富的历史经验。这些经验对我国当前的干部教育培训工作仍有重要的启示意义。

俄罗斯与美欧关系变化及对中国的影响

2014年初乌克兰危机爆发后,俄罗斯与美欧关系降到冷战结束后的最低点。但是,具有战略忍耐力的俄罗斯调整对外政策,先是在叙利亚战场打开局面,接着在2019年与美欧的关系也出现缓和。俄美领导人举行会晤,两国外长互访,两国开始就是否延长《新削减战略武器条约》进行谈判。同时,俄美在军备竞赛、地区冲突、人文限制等领域的争斗依旧激烈。随着2020年美国总统大选临近,"通俄门"阴影是否可能再度影响俄美关系,存在较大的不确定性。俄与欧盟关系相对来说比较稳定,双方都有改善关系、加强合作的愿望。乌克兰问题是影响俄欧关系的重要因素之一,2019年乌克兰总统选举后乌俄关系出现某些松动与对话端倪,这将使俄欧关系在2020年继续朝着缓和与合作的方向发展。美国对俄政策调整对俄中关系也许会产生某种影响,但是对整个俄中关系不会发生大的作用。俄乌关系打破僵局、俄欧加强合作则符合中国的立场和利益,中国乐观其成。     

Civilization and international society: the case of European Union expansion

Joining a society of some kind requires the fulfillment of certain standards. In international society, states acknowledge the need for certain collective standards of international conduct if international order is to be maintained. The first truly global application of international norms took place during the nineteenth century through the process of the expansion of the European society of states and its gradual transformation to the contemporary global international society. In this process, the standard of ‘civilization’ played an essential role in determining which states would join the expanding European society and which ones would not. Despite the major changes that have occurred, the standard of ‘civilization’ has remained an international practice as well as a benchmark against which the attitudes and policies of states are assessed. Nowhere can this be seen more clearly than in the EU policy of ‘membership conditionality’. Although many explanations for EU expansion have been put forward rather absent from debate has been the civilization dimension which is embedded in membership conditionality and which should be given more emphasis.     

科学发展观视阈下城乡一体化基层党建新格局构建研究——以北京市朝阳区常营乡为例

"构建城乡统筹的基层党建新格局"理应包括广大新兴农村城市化地区的基层党建这个层面,也即"城乡一体化基层党建",它的构建具有切实的紧迫性与必要性。文章对北京常营乡"村居合一"的城乡一体化基层党建新格局进行了挖掘和研究,总结了其构建途径、实施效果和创新特色,并提出了三点对策,即以科学发展观为灵魂,以地区实际为出发点,以自身建设为落脚点,构建城乡一体化基层党建新格局。     

苏区廉政经验与当代廉政建设

中国共产党在苏区局部执政时积累了丰富的廉政经验,具体表现为以廉政教育为倡廉的治本手段、以有效监督为促廉的根本途径、以作风建设为扬廉的重要渠道、以惩治腐败为倡廉的主要方法、以建章立制为保廉的关键措施。苏区廉政经验对推动当代社会的倡廉、促廉、扬廉、保廉工作具有重要的理论和实践意义。借鉴苏区廉政经验,推动当代廉政建设,既有历史必然性,又有时代针对性。

A problem with empirical studies of party policy shifts: Alternative measures of party shifts are uncorrelated

Many recent cross-national studies analyse the causes and electoral consequences of party policy shifts, using party position measures derived from election manifestos, expert surveys or voter surveys. However few studies validate their findings by analysing multiple measures of party policy shifts. In this article, data on European parties’ position shifts on both European integration and left-right ideology is analysed, showing that this is problematic because, while alternative measures of party policy positions correlate strongly in cross-sectional analyses, alternative measures of parties’ policy shifts are essentially uncorrelated in longitudinal analyses. Suggestions are offered on how to address this problem.     

Why is there no securitisation theory in the Korean nuclear crisis?

Despite the fact that the Korean nuclear crisis is one of the most protracted security issues in the world, the research analysing the crisis from the perspective of securitisation theory is curiously absent. This article attempts to pin down some distinguishing features of South Korea’s securitisation of the nuclear threat posed by North Korea, thereby investigating why one rarely sees the implications of securitisation theory in the way that the Copenhagen School theorists would suggest. Borrowing the key components of securitisation theory—existential threats, referent objects and extraordinary measures—this article suggests three elusive characteristics of the South Korean actors’ speech acts as sources highlighting the dilemma. To make the article’s arguments clearer, I hold Floyd’s classification of securitisation theory, which separated the securitisation process into two different stages: securitising move and security practice. While acknowledging the importance of the differences between illocution and perlocution in a securitisation process, this article takes this logic one step further by suggesting the limits of the perlocutionary effect in making the securitisation process complete.     

民法诚信原则与劳动法适用之博弈论纲——以“奋斗者协议”和“自愿弃保”为例

"奋斗者协议"与"自愿弃保"案件背后隐含的法理可简概为民法诚信原则与劳动法适用问题。实践中的误读和误判、《民法典》缺失劳动权(益)之基本民事权利设置、共享经济下新型劳动用工和疫情与后疫情时代之多重叠加效应,导致了劳动法之"衰"与"殇"。民法诚信原则同样适用劳动法含社会保障法,所谓劳动法不能适用该原则或者民法思维模式都是不严谨之"伪"命题。劳动法适用诚信原则应当考量其特殊性,惩戒权适用时,应当遵循比例原则和有利原则,并不得涉及劳动者非职业行为即私人行为和排除社会保障权。任何排除或剥夺劳动者社会保障权的约定或规章都是无效的。后劳动合同义务适用诚信原则不能"选择性""遗漏"抗辩权,如果当事人依法行使抗辩权,则不能裁定其违反了诚信原则,否则就是"伪"民法思维模式。实习关系属于特殊的劳动关系,在实习法律规范严重缺失下,用具有弥补法律不足之价值与功能的诚信原则治理"虚假实习"完全必要而且可行。
