法治中的文本与语境分析

从“文本———语境”的关系来看待法治 ,可以发现法治的根本性问题在于文本意义的展开 ,而这种意义的展开是一种语境的依赖。通过分析语境与文本解读的关系 ,法治的核心问题将会得到近距离的审视。

产业政策如何驱动中国应急产业发展?——基于应急产业政策的文本分析

在风险社会背景下,公共安全管理对应急产品和服务的需求不断增长,应急产业应运而生。国家自2007年开始陆续出台政策引导应急产业发展,随着2018年应急管理部的成立,一系列产业政策及措施正越来越成为规范和驱动应急产业发展的重要力量。构建"主体—工具—价值链"三维政策分析框架,采用内容分析法,对国家层面36项政策进行的文本分析显示:我国应急产业政策在主体维度上,呈现"简单"多元化特征;政策工具选择上,供给型政策工具使用过度,需求型政策工具使用不足;在创新价值链维度上,研发阶段政策供给过度,试验、产业化阶段政策覆盖不足。基于此,产业政策驱动应急产业发展需要从政策主体、政策工具和政策价值链三个维度同时推进。     

Mandela and excellent African leadership: Theory and lessons for practice from an appreciative thematic analysis

Nelson Mandela is highly regarded as an example of excellent leadership. Yet little has been done in communication studies to describe his leadership communication. Significantly, little has been done to locate and to theorise about his leadership style in relation to the African moral philosophy of ubuntu. the article presents an appreciative thematic analysis of how Mandela’s leadership communication practices were eulogised in tributes written in his memory in selected South African newspapers. An innovative method of appreciative thematic enquiry is used to arrive at three key themes of praise for the leadership of Mandela. Lessons for leadership are drawn out and highlighted.

Does it Matter Who Works at the Center? A Comparative Policy Analysis of Executive Styles

This article develops the concept of executive style to explore how variations in the relationships between politicians, career civil servants, and political appointees affect the types of policy outputs. A comparative analysis of home care policies in New Brunswick and Nova Scotia finds that the former’s civil service executive style – where professional civil servants work in close partnership with politicians in all phases of the policy process – led to the development of an innovative home care program with a long-term vision, whereas the latter’s politicized executive style – where politicians marginalize the role of civil servants in favor of political appointees – led to frequent changes in policy largely driven by short-term considerations.     

Managing furia latina: the making of a Romanian football system and style of play

This article investigates the creation of a Romanian football style and system of play, best espoused by the Romanian national teams of the 1990s. It does so by engaging the works of Virgil Economu (1896–1978), undoubtedly the leading Romanian practitioner in the field. The analysis develops around the notions of furia latina – Latin fury – and “élan” and traces their elaboration and implication at two different historical periods, the interwar and the postwar. Premised on these notions, Economu sought to develop a distinctly Romanian style of football play, one emphasizing speed and individual technique. The successes of Romanian football in the 1980s and early 1990s, the rise of the midfielder Gheorghe Hagi, and the popular meanings attached to them are all intimately connected with Economu’s contributions. Overall, my arguments document football’s crucial role for modern Romanian nationalism.     

对西南少数民族农村地区学生学习方式的思考

西南少数民族农村地区学生学习方存在下列问题:教师专业素质欠佳;部分教师观念滞后,对学习方式的认识有待提高;学生学习方式主要是被动式学习。促成少数民族农村地区学生形成良好学习方式的措施有:营造浓厚的创新学生良好学习方式的氛围;对学生新的学习方式进行必要的指导;创新教育评价体系。     

An empirical research on the leadership and effectiveness in public healthcare organizations： Lesson from transition economy

The aim of the paper is to examine leadership at the level of CEOs and effectiveness in healthcare setting. Previous studies suggest that there is relationship between leadership style, situation and circumstances. The relationship between leadership and performance is probably not straightforward and may be influenced by both environmental and contextual factors, yet no irrefutable support on this assumption can be found. In our paper we examine relationships between leadership, environment, organizational context and effectiveness in Polish healthcare organizations. Multifactor leadership questionnaire which has been used in a great number of researches relating to the public sector on leadership was employed in this research. Implications for practitioners and policy makers are given.
