Since the early 2000s, the governments in ASEAN (the Association of South East Asian Nations) countries have developed ‘good agricultural practices’ (GAP) as public approaches to field-level quality assurance. Besides the primary goals of consumer food safety and quality assurance, these public GAP programs aim to support small-scale farmer inclusion in mainstream markets. This goal represents the antithesis of the prevailing trend that private GAP approaches have tightened integration with resourceful, large-scale producers in global value chains. This paper examines the compatibility of the goals of safety assurance and social justice in a public GAP approach through comparative analysis of Thailand's Q-GAP between two local contexts of fruit production and marketing. The research findings suggest that while the public GAP scheme could draw the participation of a broad cohort of local small-scale producers and serve to certify their production, its impact on changing producers' on-field practices and catalyzing their access to the global market through food safety assurance is limited. The binding factors include the lack of producers' understanding of the principles of the programme, limited additional economic merits for them, and the influence of extra-local market forces that stress economies of size and food quality rather than food safety.     

《道路交通安全法》中"交通事故"定义评析

关于道路交通事故的定义,《道路交通安全法》在《道路交通事故处理办法》的基础上作了修改.从法学和逻辑学的角度上分析,修改后的定义仍然存在着定义不准、概念不清等问题,影响到该法的准确实施.科学定义道路交通事故概念,首先要明确《道路交通安全法》的立法目的和法律特征,其次要明确道路交通事故概念构成的内在要件和外在要件,第三要遵从语词规则.     

道路通行条件优化制度的建立

交通安全管理部门为履行好法律所规定的义务,必须将义务融会在道路通行条件安全隐患信息反馈、非交通性活动交通安全影响评价、道路交通安全管理设施优化、道路通行信息透明化四个制度之中,通过良好的运转机制,让履行义务成为一种日常的工作行为和规范化的工作过程,进而才能从优化道路通行条件这一层面提升道路交通安全管理的质量。     

Relational Aggression at School: Associations with School Safety and Social Climate

The present study examines how exposure to relational aggression at school is associated with adolescents’ perceptions of, and participation in, a hostile school environment. Participants were 1,335 African American and European American adolescents in grades 7 through 12 (52% female, 49% African American). Results indicate that exposure to relational aggression is associated with several components of adolescents’ perceptions of the school climate. Adolescents exposed to high levels of relational aggression perceived their school to be less safe, and were less pleased with the general social atmosphere at school. Moreover, for males, but not females, exposure to relational aggression was associated with carrying a weapon to school. Implications and suggestions for future research are discussed in terms of working toward safer school environments for adolescents.

公安学、警察学及其相互关系

公安即社会安全 (Socialsafety) ,是指人类社会的安全、稳定和秩序。公安学 (Socialsafetytheory)是关于人类社会安全问题的学问 ,研究什么是人类社会的安全 ,为什么人类社会会出现安全问题 ,怎样才能实现人类社会的安全 ,其主要范畴有安全、稳定、秩序和与之对应的战争、动乱、恐怖、灾害等。警察是指对人类社会的安全、稳定和秩序的守护 ,即对于侵害社会安全的事物的预防、察知、警报和即时抗击。警察学 (policetheory)是关于如何预防、察知、警报和即时抗击侵害社会安全的事物的学问 ,研究什么是警察 ,为什么要警察 ,怎样警察 ,其主要范畴有警察、安全、危害、犯罪等。公安学与警察学是两个区别很大的学科 ,但两者间的联系也不能忽视。     

道路交通与管理对策

交通问题不单纯是一个技术问题,它关系到经济、社会、环境、科学技术等众多方面,牵涉到诸多利益的协调.而政府的发展战略和政策,极大地左右着交通发展的方向.具体讲,解决城市道路交通的主要手段有规划手段、工程手段、管理手段和智能交通手段.     

暴力危及飞行安全罪

暴力危及飞行安全罪的直接结果是被施暴者人身伤亡,构成要件结果是危及飞行安全,侵犯客体是飞行安全,主观方面包括故意和过失。暴力包括一切足以危及飞行安全的暴力;在飞行中是指在空中飞行中,不包括在跑道上滑行或停止状态;严重后果是指危及飞行安全的严重后果,不包括直接结果。     

道路交通事故责任认定的救济途径研究

<中华人民共和国道路交通安全法>将交通事故的责任认定确定为处理交通事故的证据,公安部的部门规章随即取消了交通事故责任认定的复议程序,人民法院不再受理对交通事故责任认定不服提起的行政诉讼.这使得关系到交通事故当事人重大权利义务的责任认定没有救济途径,交通事故责任认定一旦错误,将会给当事人带来极大的危害.从理论与实践上分析研究了交通安全法的这一弊端,提出道路交通事故责任认定的救济途径.     

网络安全隔离技术在特殊校园网的应用

由于教学和在职干警培训的需要,河北公安警察职业学院校园网在与互联网相连的同时,必须与公安专线网进行连接,本文论述了如何使用网络安全隔离技术实现公安内部网络与Intemet的安全物理隔离,保证涉密信息的安全。     

汽车试驾法律问题探析

汽车试驾是目前汽车销售商普遍采用的促销手段之一.由于当事人双方约定不明和法律规定不明确,汽车试驾过程中也经常就发生的人身、财产损害事故等发生法律争议.文章对此进行了探讨,提出应该在明确汽车经销商的法律义务的前提下来确定双方的法律责任,并针对试驾与《道路交通安全法》的法律适用中存在的问题提出了解决措施.
