Conducted energy weapons (CEWs) (including the Advanced TASER® X26 model produced by TASER International, Inc.) incapacitate individuals by causing muscle contractions. In this study using anesthetized swine, the potential incapacitating effect of primarily monophasic, 19‐Hz voltage imposed by the commercial CEW was compared with the effect of voltages imposed by a laboratory device that created 40‐Hz square waves. Forces of muscle contraction were measured with the use of strain gauges. Stimulation with 40‐Hz square waves required less pulse energy than stimulation with the commercial CEW to produce similar muscle contraction. The square‐pulse stimulation, at the higher repetition rate, caused a more complete tetanus at a lower energy. Use of such a simple shape of waveform may be used to make future nonlethal weapon devices more efficient.  相似文献

The US Food and Drug Administration''s (‘FDA’ or the ‘Agency’) current regulatory framework for drug promotion, by significantly restricting the ability of drug manufacturers to communicate important, accurate, up-to-date scientific information about their products that is truthful and non-misleading, runs afoul of the First Amendment and actually runs counter to the Agency''s public health mission. Our article proposes a New Model that represents an initial proposal for a modern, sustainable regulatory framework that comprehensively addresses drug promotion while protecting the public health, protecting manufacturers’ First Amendment rights, establishing clear and understandable rules, and maintaining the integrity of the FDA approval process. The New Model would create three categories of manufacturer communications—(1) Scientific Exchange and Other Exempt Communications, (2) Non-Core Communications, and (3) Core Communications—that would be regulated consistent with the First Amendment and according to the strength of the government''s interest in regulating the specific communications included within each category. The New Model should address the FDA''s concerns related to off-label speech while protecting drug manufacturers’ freedom to engage in truthful and non-misleading communications about their products.  相似文献

This paper focuses on the regulation of body and neural implants used in healthcare. The current state of these ICT body implants is outlined, and the adequacy of the relevant legal regime regulating these implants is assessed in light of the ongoing scientific and technological advances in this field. Regulatory gaps are discussed, with a particular emphasis placed on clinical investigations with brain computer interfaces and advanced prosthetics, in order to better understand whether such gaps reduce innovation and act as an institutional barrier that diminishes the opportunities for the development of valuable technologies. Finally, the divide between therapy/treatment and enhancement/augmentation is examined in order to distinguish between the various kinds of body implants, in terms of the rules they ought to comply with and the limits that ought to be set.  相似文献

This study examines primary (resulting from blast wave) and secondary (resulting from disintegrated, penetrating fragments) blast trauma to the skeleton. Eleven pigs were exposed to semi-controlled blast events of varying explosive type, charge size, and distance, including some cases with shrapnel. Skeletal trauma was found to be extensive, presenting as complex, comminuted fractures with numerous small, displaced bone splinters and fragments. Traumatic amputation of the limbs and cranium was also observed. Fractures were concentrated in areas nearer the blast, but there was generally no identifiable point of impact. Fractures were more random in appearance and widespread than those typically associated with gunshot or blunt force injury events. These patterns appear to be uniquely associated with blast trauma and may therefore assist forensic anthropologists and other forensic examiners in the interpretation of skeletal trauma by enabling them to differentiate between blast trauma and trauma resulting from some other cause.  相似文献

The use of applications on mobile devices is gradually becoming a new norm in everyday life, and crime scene investigation is unlikely to escape this reality. The article assesses the current state of research and practices by means of literature reviews, semistructured interviews, and a survey conducted among crime scene investigators from Canada and Switzerland. Attempts at finding a particular strategy to guide the development, usage, and evaluation of applications that can assist crime scene investigation prove to be rather challenging. Therefore, the article proposes a typology for these applications, as well as criteria for evaluating their relevance, reliability, and answer to operational requirements. The study of five applications illustrates the evaluation process. Far away from the revolution announced by some stakeholders, it is required to pursue scientific and pragmatic research to set the theoretical foundations that will allow a significant contribution of applications to crime scene investigation.  相似文献

Wearable devices allow users the ability to leave mobile phones behind while remaining connected to the digital world; however, this creates challenges in the examination, acquisition, identification, and analysis of probative data. This preliminary research aims to provide an enhanced understanding of where sensitive user data and forensic artifacts are stored on smartwatch wearable devices, both through utilization as a connected and standalone device. It also provides a methodology for the forensically sound acquisition of data from a standalone smartwatch wearable device. The results identify significant amounts of data on the Samsung? Gear S3 Frontier, greater than that stored on the companion mobile phone. An Apple Watch® Series 3 manual examination method which produces native screenshots was identified; however, the companion mobile phone was found to store the greatest amount of data. As a result of this research, a data extraction tool for the Samsung? Gear S3 Frontier was created.  相似文献

This article presents a model for regulating cognitive enhancement devices (CEDs). Recently, it has become very easy for individuals to purchase devices which directly modulate brain function. For example, transcranial direct current stimulators are increasingly being produced and marketed online as devices for cognitive enhancement. Despite posing risks in a similar way to medical devices, devices that do not make any therapeutic claims do not have to meet anything more than basic product safety standards. We present the case for extending existing medical device legislation to cover CEDs. Medical devices and CEDs operate by the same or similar mechanisms and pose the same or similar risks. This fact coupled with the arbitrariness of the line between treatment and enhancement count in favour of regulating these devices in the same way. In arguing for this regulatory model, the paper highlights potential challenges to its implementation, and suggests solutions.  相似文献
