Abstract

This study examines race, space, perceptions of disorder, and nuisance crime prosecution in Miami-Dade County, Florida. Research has examined nuisance policing, yet little attention has been devoted to nuisance crime prosecutions, especially at the neighborhood level. Aggregating data on defendants arrested for nuisance offenses from 2012 to 2015 up to the neighborhood level, we estimate count models for pretrial detention, case acceptance, conviction, and sentencing outcomes in neighborhoods. We find two patterns of nuisance crime prosecution. Drug disorder prosecutions are concentrated in economically disadvantaged neighborhoods with large Black defendant populations, suggesting a more suppressive treatment of these “marginalized” spaces. In contrast, greater enforcement of homelessness and alcohol nuisance crimes in White non-Hispanic neighborhoods suggests disorder prosecutions are also used to impose order and containment in more economically “prime” spaces. These countervailing patterns highlight the spatial contingency of nuisance enforcement, whereby prosecutors differentially enforce nuisance crimes in prime and marginalized spaces.  相似文献

By drawing on the work of Jacobs (1961), we hypothesize that public contact among neighborhood residents while engaged in day‐to‐day routines, captured by the aggregate network structure of shared local exposure, is consequential for crime. Neighborhoods in which residents come into contact more extensively in the course of conventional routines will exhibit higher levels of public familiarity, trust, and collective efficacy with implications for the informal social control of crime. We employ the concept of ecological (“eco‐”) networks—networks linking households within neighborhoods through shared activity locations—to formalize the notion of overlapping routines. By using microsimulations of household travel patterns to construct census tract‐level eco‐networks for Columbus, OH, we examine the hypothesis that eco‐network intensity (the probability that households tied through one location in a neighborhood eco‐network will also be tied through another visited location) is negatively associated with tract‐level crime rates (N = 192). Fitted spatial autoregressive models offer evidence that neighborhoods with higher intensity eco‐networks exhibit lower levels of violent and property crime. In contrast, a higher prevalence of nonresident visitors to a given tract is positively associated with property crime. The results of these analyses hold the potential to enrich insight into the ecological processes that shape variation in neighborhood crime.  相似文献

This study used a unique data set that combines information on parolees in the city of Sacramento, CA, over the 2003–2006 time period with information on monthly crime rates in Sacramento census tracts over this same period, providing us a fine‐grained temporal and geographical view of the relationship between the change in parolees in a census tract and the change in the crime rate. We find that an increase in the number of tract parolees in a month results in an increase in the crime rate. We find that more violent parolees have a particularly strong effect on murder and burglary rates. We find that the social capital of the neighborhood can moderate the effect of parolees on crime rates: Neighborhoods with greater residential stability dampen the effect of parolees on robbery rates, whereas neighborhoods with greater numbers of voluntary organizations dampen the effect of parolees on burglary and aggravated assault rates. Furthermore, this protective effect of voluntary organizations seems strongest for those organizations that provide services for youth. We show that the effect of single‐parent households in a neighborhood is moderated by the return of parolees, which suggests that these reunited families may increase the social control ability of the neighborhood.  相似文献

Abstract

A wide-ranging body of research on the immigration-crime relationship has shown that immigration does not increase community crime levels. However, most prior studies have focused on traditional immigrant destinations or border cities. This study addresses several gaps in this line of research by exploring immigration effects on neighborhood levels of Violent and Property Index crimes for the 2008 to 2014 period in Cincinnati, Ohio – a Midwestern, mid-sized, nontraditional immigrant destination. Overall, our findings are consistent with previous research and indicate that controlling for other factors, the percent foreign-born has largely neutral effects on census tract-level crime rates in Cincinnati. Moreover, our findings show no signs of indirect effects of immigration on crime through neighborhood disadvantage.  相似文献

ABSTRACT

On the 50th anniversary of the Fair Housing Act, long-time residents of cities across the country feel increasingly anxious that they will be priced out of their homes and communities, as growing numbers of higher-income, college-educated households opt for downtown neighborhoods. These fears are particularly acute among black and Latino residents. Yet when looking through the lens of fair housing, gentrification also offers a potential opportunity, as the moves that higher-income, white households make into predominantly minority, lower-income neighborhoods are moves that help to integrate those neighborhoods, at least in the near term. We explore the long-term trajectory of predominantly minority, low-income neighborhoods that gentrified over the 1980s and 1990s. On average, these neighborhoods experienced little racial change while they gentrified, but a significant minority became racially integrated during the decade of gentrification, and over the longer term, many of these neighborhoods remained racially stable. That said, some gentrifying neighborhoods that were predominantly minority in 1980 appeared to be on the path to becoming predominantly white. Policies, such as investments in place-based, subsidized housing, are needed in many gentrifying neighborhoods to ensure racial and economic diversity over the longer term.  相似文献

We analyze data from a natural experiment involving Denver public housing that quasirandomly assigns low-income Latino and African American youth to neighborhoods. Intent-to-treat and treatment-on-treated models reveal substantial effects of neighborhood socioeconomic status, ethnicity, and safety domains on youth and young adult educational, employment, and fertility outcomes. Effects are contingent on when a youth was first assigned to public housing and the neighborhood characteristic in question. Benefits from neighbors of higher occupational prestige are stronger if a child begins experiencing them at a younger age, whereas negative consequences of neighborhood crime are only manifested for teens. Neighborhood effect sizes apparently depend on the interaction among exposure duration, disruption effects of mobility, and developmental stage-specific differences in vulnerability to the given neighborhood effect mechanism operative. Our results hold powerful and provocative implications for where assisted housing should be developed and how applicants should be assigned to neighborhoods.  相似文献

Many U.S. cities witnessed both de-policing and increased crime in 2020, yet whether the former contributed to the latter remains unclear. Indeed, much of what is known about the effects of proactive policing on crime comes from studies that evaluated highly focused interventions atypical of day-to-day policing, used cities as the unit of analysis, or could not rule out endogeneity. This study addresses each of these issues, thereby advancing the evidence base concerning the effects of policing on crime. Leveraging two exogenous shocks presented by the onset of the coronavirus 2019 (COVID-19) pandemic and social unrest after the murder of George Floyd, we evaluated the effects of sudden and sustained reductions in high-discretion policing on crime at the neighborhood level in Denver, Colorado. Multilevel models accounting for trends in prior police activity, neighborhood structure, seasonality, and population mobility revealed mixed results. On the one hand, large-scale reductions in stops and drug-related arrests were associated with significant increases in violent and property crimes, respectively. On the other hand, fewer disorder arrests did not affect crime. These results were not universal across neighborhoods. We discuss the implications of these findings in light of debates concerning the appropriate role of policing in the 21st century.  相似文献

Theories make varying predictions regarding the functional form of the relationship between neighborhood poverty and crime rates, ranging from a diminishing positive effect, to a linear positive effect, to an exponentially increasing or even threshold effect. Nonetheless, surprisingly little empirical evidence exists testing this functional form. This study estimates the functional form of the relationship between poverty and various types of serious crime in a sample of census tracts for 25 cities, and it finds that a diminishing positive effect most appropriately characterizes this relationship whether estimating the models nonparametrically or parametrically. Only for the crime of murder does some evidence exist of an accelerating effect, although this occurs in the range of 20 to 40 percent in poverty, with a leveling effect on crime beyond this point of very high poverty. Thus, no evidence is found here in support of the postulate of scholars extending William Julius Wilson's (1987) insight that neighborhoods with very high levels of poverty will experience an exponentially higher rate of crime compared with other neighborhoods.  相似文献

Abstract

In this paper, we examine use-of-force incidents as neighborhood processes to understand how rates and levels of use-of-force vary across New York City. We suggest that there are two distinct outcomes of force by the police: number of use-of-force incidents and level of force. Applying theories of racial threat, social disorganization, and Klinger’s ecological theory of policing, we conceptualize use-of-force as a neighborhood phenomenon rather than individual events. Our results suggest that rates and levels of force operate in some distinct ways. In particular, while we find that use-of-force is concentrated in Black neighborhoods, and is also more severe in Black neighborhoods, neighborhoods with higher racial and ethnic heterogeneity have decreasing force incidents, but with increasing severity. This may reflect different types of policing, with high rates of low-level police harassment occurring in primarily poorer, Black neighborhoods, and more isolated but severe incidents occurring in middle-income and wealthier mixed neighborhoods.  相似文献
