什么样的县委书记与县长组合治理效能高?——基于全国百位优秀县委书记的面板样本

县委书记和县长作为县域党、政主官,是域外经济、政治和社会因素作用于此县域治理的基本桥梁,两者能否形成共同行动理念和行动路径,强化行动执行是县域治理效能实现的关键。传统静态的体制机制分析无法解读其行动效应影响,需要实现行动者视域的相适转换。以全国百位优秀县委书记及所在县域县长的102个组合数据为共同面板样本,对两位行动者背景特征差异对治理效能的影响进行分析。县域党、政主官组合搭配时长、平均学历、毕业院校、经济学、管理学或法学专业、本地晋升与治理效能正相关。适当增加县领导班子的搭配合作时长,组建县领导班子时考虑官员学历背景,组建县域领导班子时考虑官员专业背景的搭配,优先选择本地晋升。     

Longitudinal Effects of a Universal Family-Focused Intervention on Growth Patterns of Adolescent Internalizing Symptoms and Polysubstance Use: Gender Comparisons

This study evaluated effects of the Iowa Strengthening Families Program, a family-focused universal preventive intervention, on growth patterns of adolescent internalizing (anxiety and depressive symptoms) and monthly polysubstance use (alcohol, tobacco, marijuana, inhalants, and other illicit drugs), as well as the association between internalizing and polysubstance growth factors. The sample consisted of rural Midwestern adolescents (N = 383), followed from sixth through twelfth grade. Compared to the control group, the intervention group adolescents showed a slower rate of increase in internalizing symptoms and polysubstance use. Intervention effects on internalizing symptoms were similar for boys and girls; however, girls demonstrated a higher overall level and a greater rate of increase across time. The intervention slowed the rate of increase in polysubstance use significantly more for girls than for boys, although overall levels of use were lower in the intervention group for both genders. Associations between internalizing and polysubstance use growth factors were found for girls, but not for boys, suggesting gender differences in psychosocial development.

两岸共同打击犯罪,需要尽可能消除两岸罪名差异所带来的不利影响。在合作机制中,两岸刑法的相关规定被纳入到《海峡两岸共同打击犯罪及司法互助协议》的框架内。以抢劫罪为视角探讨罪名差异对两岸合作打击犯罪的影响,提出打击抢劫犯罪的对策:由嫌犯抓获地负责审判,判决所依据的法律为嫌犯之属人法,判决之执行也由属人地司法机关实施。

城乡结合部是类过渡性社区,是中国进一步城市化和现代化的先头军。此情境中,二元制度性户籍身份、多元职业身份与性别身份共存。受女性主义理论界特殊性对普遍性之反动的启发,本文择取陶村这个典型结合部,以农村妇女为焦点群体,实施深度个案访谈,用她们的话语探究导致农村妇女经济资源取得比较劣势的结构性因素,并初步提出几点建设性意见。

INTEGRATING RACE,PLACE AND MOTIVE IN SOCIAL DISORGANIZATION THEORY: LESSONS FROM A COMPARISON OF BLACK AND LATINO HOMICIDE TYPES IN TWO IMMIGRANT DESTINATION CITIES*

In this paper, we examine and compare the impact of social disorganization, including recent immigration, and other predictors on community counts of black and Latino motive‐specific homicides in Miami and San Diego. Homicides for 1985 to 1995 are disaggregated into escalation, intimate, robbery and drug‐related motives. Negative binomial regression models with corrections for spatial autocorrelation demonstrate that there are similarities and differences in effects of social disorganization and other predictors by motive‐specific outcomes, as well as for outcomes across ethnic groups within cities and within ethnic groups across cities. Recent immigration is negatively or not associated with most outcomes. Overall, the study shows the importance of disaggregating homicide data by race/ethnicity and motive and demonstrates that predictions based on existing theories are qualified on local conditions.
