转轨经济中的俄罗斯农业与中俄农业合作

俄罗斯农业从1991年底开始改革后、一直处于低谷中、这主要是由于国家对农业投入日益减少、工农业产品价格剪刀差日益扩大以及土地所有制问题没有彻底解决等问题造成的。中俄农业合作目前仍以劳务合作为主。两国农业合作发展趋势是加强农产品和食品加工业方面的合作以及科技领域中的合作。

在员工中精心组织开展劳动竞赛,乃是工会工作的一个重要施力点,其实施过程,需要注意增大适应性、凸显效益性和突出科学性,并须注意将其与企业文化建设相结合、与品牌战略相结合、与工人先锋号、劳模工作室、四合力示范班组的创建相结合.     

论用科学发展观统领工会工作

科学发展观根据全面建设小康社会的战略要求,确立了以人为本的新的发展理念;科学发展观为以维护职工合法权益为基本职责的工会工作提供了强大的理论支持,与工会工作有着密切的内在联系;坚持以科学发展观指导和推动工会各项工作,是当前摆在各级工会组织面前的一个重要课题.     

对新破产法实施状态下的职工权益保护

新破产法否定了既往我国破产实践中广泛存在的，将破产国有企业劳动债权优先于担保债权清偿的政策性做法，而规定劳动债权作为一般债权受偿。此一规定的改变，理顺了一般劳动债权与担保债权的关系，符合一般法治理念，但也给政府的破产企业职工劳动者权益保护政策带来挑战。政府应未雨绸缪，采取多种措施保护企业劳动者权益。     

A comparison of three automated DNA purification methods in Forensic casework

Manual Chelex^®-100 and organic extractions (phenol/chloroform) are used as routine methods at the Swedish National Laboratory of Forensic Science, SKL. The aim of this study was to find an automated DNA purification system to replace the organic method. The following methods were evaluated and compared to each other and to the organic method used routinely; BioRobot^® EZ1 with EZ1 DNA Investigator Kit and Card (Qiagen), iPrep™ Purification Instrument with iPrep™ ChargeSwitch^® Forensic Kit and Card (Invitrogen), Magnatrix™ 1200 Workstation with the Magnatrix™ gDNA Blood Kit Forensic and two different protocols; Forensic protocol A and B (Magnetic Biosolutions). Blood on fats, cotton swabs, moist snuff, paper towels and leather, post-mortem blood and muscle tissue were extracted with the different methods. DNA concentration and quality of the electropherograms were examined. Individual comparisons between the four extraction methods showed that iPrep™ and Magnatrix™ 1200 gave significantly lower mean quantities compared to BioRobot^® EZ1 and the organic extraction method (p < 0.05). There were no significant differences between the latter two. BioRobot^® EZ1 generated the best results and is in the process of being validated for routine analysis at SKL.     

论交通事故车辆行驶速度的鉴定方法

肇事车辆的车速鉴定是确定交通事故的性质、分析发生事故原因的重要证据．又是对交通事故责任认定的重要依据。根据牛顿运动学原理、车辆的结构、运动特性所进行的事故分析方法，在实际运用中具有计算过程简单、计算量小等优点，但无法对整个事故的过程进行模拟再现。为了适应《道路交通安全法》对道路交通事故处理提出的新要求，需要在事故分析车速鉴定计算中引入新的计算模型和理论，对事故分析计算进行研究、分析，使得事故分析结果更加客观、真实地还原事故过程。     

Inclusive National Governance and Trafficked Women in Australia: Otherness and Local Demand

Trafficked women are used and consumed in different ways and by different users in Australia. They are used by the traffickers and by the consumer of the destination country. They are used as prosecutorial tools by the national criminal justice agents. They are used by the national politicians to pursue border control policy objectives and to be seen as abiding by international protocols. In all these uses, the identity of the trafficked woman is formed and shaped to fit the users’ need. However, these women’s otherness and abjection is constantly maintained and reinforced. They are used as a commodity. Meanwhile, the discussion on the demand side, and the consequent responsibility of the destination country, is virtually omitted. This paper will raise the question of how the socio-legal analysis and discourse would evolve if a literal interpretation of trafficking women as a commodity was taken into account, exploring an international trade approach. The social construction of trafficked women as a commodity has been identified and criticised by academic scholars, NGOs’ and UN’s rapporteurs. By pursuing this line of approach, the destination country is forced to take more responsibility for how the woman is demanded within its territory. As a consequence of this international trade approach, the State should deliver equality and non-discrimination. Rather than being a cynical application of a trade framework to trafficked women, this approach aims to highlight the paradox of such a situation in legal terms. It is highlighted that approaching trafficked women from this legal and jurisprudential way may offer more possibilities to expand their claims against the State. Currently, in Australia, when a trafficked woman is located by the State, she would attract limited and temporal rights, her being the ‘other’ as well as an abject entity remains, notwithstanding the fact the she was imported because there is a demand within the territory.     

THE RELEVANCE OF PEACE TO STUDIES OF DRUG MARKET VIOLENCE*

Goldstein's (1985) concept of systemic violence has contributed substantially to criminological thought and research, but its power can be enhanced by connecting it to a broader typology of social life: the resource exchange—social control typology. That typology connects systemic violence logically with two important yet neglected forms of drug market behavior: peaceful resource exchange and peaceful social control. This article, which is based on 50 in‐depth interviews with individuals involved actively or recently in drug selling, describes the various forms of violent and nonviolent resource exchange and social control in illicit drug markets, stating them in quantitative terms that are conceptually distinct and empirically observable. We conclude by discussing 1) the implications of peaceful behavior for a fuller understanding of violence and 2) the relevance of the resource exchange‐social control typology to criminological theory and research.     

关于我市教育系统基层工会工作创新发展情况的调研报告

按照天津市总工会"创新发展年"的决策部署,今年年初以来,我市各级教育工会组织在创新发展上,实施了新举措,拓展了新途径,体现了新作为,并取得了新突破。针对尚存在的各项薄弱环节,今后拟从四个方面加以改进。     

WTO框架下我国对外贸易面临的障碍及战略选择

在WTO框架下,我国对外贸易面临的问题主要有:特定产品过渡性保障机制问题、反倾销应诉与我国非市场经济地位问题、贸易政策过渡性审议机制问题、国内出口欠退税问题等。为促进我国的对外贸易上一个新的台阶,我们应针对这些问题在发展战略、外部环境以及一些具体操作上,采取一系列积极的措施。
