Minilateral security's relevance to US strategy in the Indo-Pacific: challenges and prospects

The Indo-Pacific region's security landscape is unfolding in highly uncertain and potentially explosive ways. The postwar American-led network of bilateral alliances – underpinned by concrete guarantees of extended deterrence and containment – is now yielding to a more diverse set of alignments and coalitions to manage an increasingly complex array of regional security issues. Multilateralism and minilateralism have emerged as two increasingly prominent forms of such cooperation. Minilateralism's informality and flexibility appeals to those who are sceptical about multilateralism's traditional focus on norm adherence and community-building even as great power competition in the Indo-Pacific is sharply intensifying. However, minilateralism's track record in the region is underdeveloped. The potential for this policy approach to be applied by the United States and its regional security partners as an enduring and credible means of diplomatic and security collaboration in the region will remain unfulfilled as long as the Trump administration's own geopolitical orientation remains uncertain.

An investigation into the accuracy of follow-on GPRS/mobile data CDRs

This study investigated the accuracy of 3G and 4G follow-on GPRS (General Packet Radio Service)/mobile data CDRs (Call Detail Records) from three UK mobile network operators (EE, Vodafone and Three). Follow-on GPRS/mobile data CDRs are currently considered to be more open to misinterpretation than voice/SMS CDRs as uncertainties exist regarding the correspondence between the timestamp and the Cell ID presented within the CDRs. Consequently, follow-on GPRS/mobile CDRs may be disregarded during criminal investigations, potentially losing valuable intelligence and evidence. To assess the accuracy of follow-on GPRS/mobile data CDRs, connected mode RF (Radio Frequency) surveys were conducted while simultaneously producing follow-on GPRS/mobile data CDRs in a travelling vehicle. This allowed a comparison of the start Cell ID presented in the CDR and the Cell ID that provided coverage to the device at the start time of the CDR to assess the correspondence between the timestamp and the Cell ID presented within the CDRs, and to consider the validity of the terminology used by experts. It was found that individual follow-on GPRS/mobile data CDRs cannot consistently place a device within the coverage area of the start Cell ID at the start time of the CDR. Instead, the results indicate that a terminology which places the device within the coverage area of the start Cell ID ‘at or before’ the start time of the CDR is appropriate. It is crucial that follow-on GPRS/mobile data CDRs are analysed with this consideration in mind so to interpret the evidence correctly.

Development of a Library Search‐Based Screening System for 3,4‐Methylenedioxymethamphetamine in Ecstasy Tablets Using a Portable Near‐Infrared Spectrometer

This is the first report on development of a library search‐based screening system for 3,4‐methylenedioxymethamphetamine (MDMA) in ecstasy tablets using a portable near‐infrared (NIR) spectrometer. The spectrum library consisted of spectra originating from standard substances as well as mixtures of MDMA hydrochloride (MDMA‐HCl) and diluents. The raw NIR spectra were mathematically pretreated, and then, a library search was performed using correlation coefficient. To enhance the discrimination ability, the wavelength used for the library search was limited. Mixtures of MDMA‐HCl and diluents were used to decide criteria to judge MDMA‐positive or MDMA‐negative. Confiscated MDMA tablets and medicinal tablets were used for performance check of the criteria. Twenty‐two of 27 MDMA tablets were truly judged as MDMA‐positive. Five false‐negative results may be caused by compounds not included in the library. No false‐positive results were obtained for medicinal tablets. This system will be a useful tool for on‐site screening of MDMA tablets.
