This research reviews and revisits the 14 local government websites to determine whether the GWS councils have improved their online services since 2009. The study has found that there have been significant developments and improvements in e-government services among the GWS councils, while these have been variable and in many cases there is scope for further improvement. This research is significant as a longitudinal evaluation can track the evolutionary paths of local e-government development and provides insights into the challenges and opportunities of e-government development at the local level in Australia.  相似文献

New media technologies, such as the internet and email, have been seen as providing opportunities to reinvigorate representative democracy and parliamentary institutions. This article examines the use of new technologies by Australian Members of Parliament (MPs). It looks at the growth and function of MPs' websites and assesses how far such technologies might facilitate changes in their electorate, party and parliamentary roles. We analyse what factors persuade MPs to move online and how they then use the technologies. The results indicate that while websites amongst legislators are growing, they are used primarily as supplementary, administrative tools. Overall, technological innovation in the Australian Parliament is still relatively rare and it appears there are systemic barriers that limit the potential of information communication technologies (ICTs) in the representative process.  相似文献

The “flexible eye” describes a particularly cosmopolitan perspective derived through mobility, detachment and multiplicity as opposed to rooted-ness or national affiliation. In this article, I explore the extent to which the “flexible eye” serves as an apt metaphor for the spatial and civic affiliations enacted by round-the-world travellers. The discussion here is based on research that examines the narratives travellers publish online while travelling around the world. Drawing on recent academic work on cosmopolitanism and global citizenship, I investigate the way a discourse of cosmopolitan citizenship circulates in these narratives. In particular, I examine the way travellers frame these related activities—moving around the world and sharing their experiences via the Internet—in terms of civic responsibility. Travellers respond to a sense of obligation to produce tolerance, interconnectedness and cultural understanding out of encounters with difference. This formulation of a round-the-world trip as a civic obligation entails movement not only around the world, but also between national and global scales of belonging. How is cosmopolitan belonging filtered through practices of national citizenship? How are travellers both detaching from and re-attaching to notions of national identity in their quest for the “flexible eye” of the cosmopolitan citizen?  相似文献

CSR communication has received increased attention from researchers in recent times. The extant literature indicates that philanthropy dominates the CSR communications of most firms in Africa. Furthermore, the existing literature shows that state-owned firms’ CSR communication focuses more on environmental and community issues. Thus, this study examines the differences between local and foreign banks with regard to their CSR communications. It also examines which stakeholder groups banks pay great attention to, in their CSR communication. Data were collected from the websites of 26 banks operating in Ghana. using quantitative content analysis as analytical technique, it was found that foreign banks are better at communicating customer and employee CSR information than local banks. In addition, the findings show that state-owned banks report more information on donations and philanthropy.  相似文献

The major purpose of this study is to explore the impact of online negative word-of-mouth (WOM) on customer purchase decision for the travel websites in Taiwan. Online questionnaire surveys were adopted, total of 374 responses were received and 249 of them were valid. Factor analysis was applied to extract key factors, and then multiple regression analysis was used to measure the relationship amongst variables. The major findings of this study include: (1) The three features of negative WOM, including the strength of information, sender's expertise and the strength of relationship between sender and receiver, have significant impacts on customer purchase decision; (2) trust plays a mediator role between negative WOM and customer purchase decision; (3) involvement has partial mediator effect amongst negative WOM, trust and customer purchase decision.  相似文献

ABSTRACT

Journalism is more than an ensemble of newsgathering and writing techniques. It is, firstly, a way of viewing and writing about the social world for the public benefit. Similarly, journalism is a means of fomenting conversations in the public domain about events and issues of immediate public interest. While much of journalism training concerns the techniques of text production, too little attention is given to educating students in the ontology or ‘mindset’ within which those techniques and conventions work. Almost no attention is given to the epistemology or ‘research’ approaches by which journalists monitor social phenomena.

Short of calling for a more thorough grounding (as a framework) in critical thinking, we suggest that a more constructivist approach be taken to journalism training. This approach need not be prejudiced towards the more technical and functionalist approaches evident in so many textbooks on the subject. Constructive learning is described by some scholars as ‘active, cumulative, goal-directed, diagnostic and reflective behaviour’ (Breen 1996: 4). All these behaviours are found in journalism practice, and should frame both words in journalism training. This requires a more interpretive approach that teaches the practice of journalism as many of the same processes commonly understood as learning.  相似文献

Parliamentary websites (PWs) can potentially enhance the quality of government by providing information and communication links that stimulate political awareness, deliberation and participation. This article focuses on two particular uses of PWs that can facilitate communication between constituents and their Members of Parliament: provision of MP contact and background information; and links to social media. Through a seminal empirical examination of all 184 functioning lower house and unicameral PWs around the world, this study found that although PWs in wealthy democracies generally provide more MP information, the majority of PWs are deficient in providing basic MP information to citizens and utilizing linkages to social media. By contrast, some non-democratic states and newly democratized countries, especially those with compulsory voting, display a relatively high level of MP transparency and social media connectivity.  相似文献

Websites can be accessible to all if they are designed according to certain principles. Website accessibility has long been a European Union policy priority, particularly with the growth of egovernment services and the related impact on citizenship. A number of studies, while showing some improvement in accessibility, indicate the need for accessibility improvement in relation to egovernment services. This article outlines the European Union's policies on accessible websites and the related legislation. A theme in the development of disability related Directives is fragmentation and the lack of harmonising principles. Public procurement has been used as an extremely effective tool to increase accessibility in the United States, and it is this approach that lies at the heart of the proposed Accessibility Act. This initiative seeks to harmonise standards and policies on accessibility to harness fully the power of the internal market and the commercial impetus in order to increase access. While the Accessibility Act is currently being drafted after recent public consultation, this article evaluates the potential impact it could have on the accessibility of European Union public, and ultimately, private websites.  相似文献

This research focuses on the trends in municipal e-governance among large municipalities based on a worldwide survey in 2011. The study replicates previous surveys conducted every other year since 2003 and the longitudinal assessment analyzes specific features of municipal websites. This paper examines these longitudinal trends in terms of four different clusters: 1) digitally mature cities, 2) digitally moderate cities, 3) digitally minimal cities, and 4) digitally marginal cities, and identifies the best practices among them. There were significant changes in the top ranking cities, with Seoul, Toronto, Madrid, Prague, and Hong Kong representing the highest level in e-governance.  相似文献

In a field experiment, we use a novel method to test whether instilling a greater sense of vividness of the future self motivates people to act in a more future‐oriented way and reduces their delinquent involvement. We manipulate vividness of the future self by having participants, a sample of high‐school youth (N = 133), “befriend” an avatar representing their future self on a social network website. For 7 days, they reply to short messages from their future self designed to trigger thinking about that distant self. Using repeated‐measures analysis of variance (ANOVA), we find that participants who had been linked to their future self report less delinquent involvement, whereas controls did not. Furthermore, the results of a nonparametric bootstrapping procedure show that this effect is mediated by changes in vividness of the future self, such that increases in vividness lead to lower self‐reported delinquency. We conclude that vividness of the future self holds promise not only as a cognitive explanation for the failure to make informed cost–benefit trade‐offs but also for interventions aiming to reduce delinquency.  相似文献
