在刑侦工作中,技术人员会经常遇到通过射击弹壳检验来判明发射枪种的问题。制式枪支种类的检验鉴定方法较多,其鉴定技术也较为成熟。但在实际工作中,由于暴力性案件多涉及自制枪支。其中又以仿六四式手枪居多。所以,刑事技术人员必须研究六四式手枪与仿六四式手枪的结构特点、射击弹壳痕迹特征以及七七式手枪、五二公安式手枪与仿六四式手枪射击弹壳痕迹的不同之处,以此提高判明发射枪种的科学性和准确性。  相似文献

Abstract

The British Deer Society places the number of poached deer in the UK as high as 50,000 each year whereas only 335 incidents were reported to the police in 2009. This article explores deer as invisible victims of green crime and the motivations behind this poaching, drawing on the typologies of wildlife crime offenders developed by Nurse in 2013. In particular, the traditional profit-driven motivation of offenders is explored by attempting to uncover if there is, as suspected, a black market in venison. In order to do this, online questionnaires were sent to wildlife crime officers and gamekeepers asking questions about the scale and scope of deer poaching, who the perpetrators are and what is happening to the meat. From these data, it is hoped that a more detailed picture of deer poaching can be developed to further inform wildlife law and poaching prevention. This article also draws attention to the plight of poached deer and the potential danger to people of a black market in venison.  相似文献

Partially in response to the increasing complexity of governance structures in the international environmental arena, international scholars have adopted a distinction between “Type 1” and “Type 2” international agreements. The former refer to agreements between governments, whereas the latter refer to agreements between governments and nonstate actors. While useful, this distinction offers only a partial taxonomy of the diversity of collaborative governance, and fails to incorporate “Type 3” dynamics among nonstate actors. As an initial attempt at sorting out the wide array of collaborative governance structures both domestically and across international borders, we propose a 3 × 3 matrix based on two typologies, one institutional (governmental, collaborative, nonstate), the other geopolitical (domestic, transborder, interstate/transnational). The result is a classification system of nine types of both domestic and international governance. In addition to identifying fundamental differences among the myriad forms of governance, the matrix reveals how the “softening of sovereignty” occurs in practice.

The instances of human–elephant conflict (HEC) are becoming pervasive in elephant range areas across the globe. One of the primary reasons is the exclusion and under-representation of local communities in the planning and implementation of mitigation strategies. However, engaging with local communities and considering their viewpoints are vital for the success of conflict mitigation and conservation efforts. This qualitative study was undertaken to gain a reasonably comprehensive understanding of the local community's perspectives concerning elephants in the Balasore district of Odisha, a state along the Eastern coast of India. Qualitative data obtained primarily through focus group discussions were analyzed using MAXQDA 2020 to perform thematic analysis of participants' narratives. Six common themes emerged from the study: exposure and experiences with elephants, the efficacy of deterrents, compassionate payment provisions, reasons for tolerance, and expectations. Attempts were made to understand the community viewpoints and offer implementable recommendations to improve human–elephant interactions by adopting more inclusive and participatory conservation practices.  相似文献

Identifying the species and size of sharks responsible for biting humans is essential for developing strategies to prevent these incidents. Here, we use bite wound characteristics and genetic analysis of a tooth fragment extracted from the wounds to identify a sicklefin lemon shark Negaprion acutidens as the perpetrator of nonfatal bites on the legs of an adult male surfer at Makemo atoll (French Polynesia) in January 2018. The bite was superficial, and N. acutidens are fish predators not known to feed on large prey; hence, foraging is an unlikely explanation for this incident rather linked to territoriality. Lemon sharks are occasionally aggressive toward humans and are site attached with relatively small home ranges; hence, avoiding surfing in the area of a previous bite incident is recommended to decrease the risk of future injuries.  相似文献

The growing militarisation of nature conservation has refocused attention on the relations between counterinsurgency and conservation. This contribution analyses how these two phenomena entwine in the Virunga National Park, located in the war-ridden east of the Democratic Republic of the Congo. It examines how this entwinement relates to dynamics of conflict and violence, and how these dynamics shape and are shaped by the livelihood and resistance practices of local inhabitants. As it shows, a particularly important form of resistance is ‘guerrilla livelihood’ activities, or cultivation, (prohibited) fishing and logging within the boundaries of the park, which often take place under the protection of armed groups. By studying the interplay among such unauthorised exploitation of natural resources, different types of conflict, and insurgent mobilisation, it is demonstrated that strict law enforcement and joint operations of the Congolese army and park guards fuel, rather than mitigate, the dynamics feeding into armed mobilisation.  相似文献

This paper examines the significance of historically sedimented military practices for conservation in contemporary Guatemala. During a 36-year civil war, the military represented the lowlands as dangerous jungle that had to be tamed to justify its counterinsurgency campaigns, thus positioning the jungle's inhabitants as suspect citizens or potential insurgents. Also during the war, international conservationists coalesced to successfully lobby for a protected areas system that enclosed one-third of Guatemala's territory. This paper argues that this transnational conservation alliance, comprised of international conservation agencies and national elites, evokes the violence of scorched earth counterinsurgency. The use of jungle and forest discourses in successive territorial projects produces a racialized landscape that connects a violent past to a violent present. In recent years, jungle discourses have articulated advocacy for increased militarization to fight the ‘war on drugs’ in protected areas. As such, I argue thatconservation agencies and the military are complicit in reproducing social inequalities, often through violent exclusions.  相似文献

This paper analyzes the politics and struggles ongoing within wildlife management areas (WMAs) in Tanzania to discuss the dynamics of neoliberalization of the wildlife sector. We discuss neoliberalization as a new political-economic context within which the ongoing politics of natural resource management are played out, and focus on green grabbing as an expression of these politics. We discuss how local-level actors are engaged in these processes, often in strategic ways, to negotiate their roles within WMAs and address green grabbing by the state. Secondly, we discuss an example of the politics of land control and local-level actors’ enactment of accumulation by dispossession within a WMA.  相似文献

In policy analysis, studies on policy termination are rare. This article offers such a study. It presents the story of how, despite attempts by the government to terminate it, Dutch nature policy on ecological corridors continued to be implemented by regional governments and in the field. A case analysis is presented that integrates theories and insights not only from the termination literature but also from the literature on implementation. The different factors identified in the literature that enable or constrain implementation and termination have served as a basis for developing possible explanations of the case study. They cannot, however, serve as generic theories with predictive power. Policy termination as well as policy implementation are highly contextual processes and the question which factors will enable or constrain policy termination and implementation can only be answered on a case by case basis.
