Teacher Turnover in the Context of Teacher-Directed Violence: An Empowerment Lens

ABSTRACT

Teacher turnover is a significant issue in education that negatively affects students’ academic performance and instructional continuity. While multiple factors impact turnover, the effects of violence directed against teachers on turnover have rarely been explored. The current study examines the extent to which (dis)empowerment applies to teachers who experienced incidents of violence and related intentions to leave their positions. The study includes 403 teachers from a national survey examining teacher-directed violence and teachers’ most upsetting experiences with violence. Using content analysis, results indicated teachers endorsed low levels of empowerment dimensions including status, autonomy and decision-making, and impact. Further, disempowerment was associated with turnover intentions and decisions. Future directions for research, practice, and policy are considered to increase empowerment and prevent turnover following incidents of violence.

Social justice and women leaving prison: beyond punishment and exclusion

Questions related to social justice are often considered frivolous or irrelevant in the context of people who come into conflict with the law. Young (1990, Justice and the politics of difference, Princeton University Press) has pointed to the importance of social justice, especially in societies where the dominant perspective of the privileged is regarded as neutral (and presumably fair), while others remain oppressed and excluded. We investigate the relevance of social justice in the treatment of women who are in prison. Based on more than a decade of practice and four years of research with women in one of Canada's federal prisons for women, we explore the question of social justice in the context of a recreation and leisure initiative whose aim is to assist women not only while they are incarcerated but most especially on release. The social recreation program is brought into the prison by a restorative justice community‐based organization. Men and women from the community come into the prison to recreate together and, in that context of natural conversation, relaxation and dialogue, Circles of support may develop. If a Circle is formed, volunteer members then follow the woman into the community and support her efforts to live as a participating citizen on release. The relevance of the work of Circles in furthering social justice within a system that, despite recent potentially innovative approaches to incarcerating women, has struggled to move beyond traditional practices of punishment and exclusion, which tend not to encourage strong and healthy community life, will be explored.     

Shaping the Future of Mid-range Northern ngdos: ten challenges,ten proposals

In recent years the financial crisis in traditional donor countries, the aid effectiveness debate and the approaching end of the Millennium Development Goals agenda have opened the door to new goals, instruments and actors in development. This is shaping a new and more complex global aid system. As a consequence, traditional actors like mid-range Northern ngdos (nngdos), born and raised in an oda-based development system, face a challenging scenario. This paper has two aims. First, it aims to summarise the 10 most important challenges nngdos face today. As will be shown, such a complex landscape calls for adaptation, especially if nngdos want to keep playing a key role in the development aid system. The second aim therefore is to present 10 proposals which could help nngdos to overcome these threats, shaping the future this relevant actor could play in the new global aid system.     

Social Work with West Indian Families

SUMMARY

This conceptual analysis explores the psychosocial and cultural experiences of English-speaking West Indians in the United States. Relevant factors include family role changes; parent/child conflicts; prolonged separation from and reunification with parents; finding suitable employment and education-related issues. The challenge for social work is to develop programs for these families that contribute to their social and economic integration. Given the extent to which social, economic and related policies impact on the needs of this population, the author suggests that a multilevel approach which utilizes the micro skills associated with individual intervention and the macro strategies of intervening at the societal and institutional levels is needed. This approach necessarily includes activities such as advocacy and empowerment.     

Measuring the Impact of Community Engagement on Policy Making in the UK: A Local Case Study

Innovative attempts to involve citizens in policy making have been one of the defining features of the New Labour government in the UK. In this article, we examine the nature and impact of community engagement mechanisms within the flagship regeneration programme—the New Deal for Communities. Through interviews with practitioners, analysis of survey data and participant observation of governance boards we examine the methods and impact of initiatives to engage residents in policy making. While it is apparent that innovative strategies have been put in place to engage and empower communities in local policy making, this has not always been matched by the development of tools for measuring the impact of involvement or for scrutinizing the policy development and decision-making process. More people may have got involved, but little is known about precisely what effect their involvement has had upon policies at the local level. Consultation, or just publicizing what is happening and community involvement in decision-making are often conflated, and there is only a limited attempt to delineate and quantify the impact of each. It is also evident that information gathered as a result of some community engagement initiatives is not easily linked to policy development and is not always utilized in the policy process. For community involvement to become a meaningful and sustainable aspect of local policy making, an appropriate infrastructure needs to be developed to ensure that the decision-making process is transparent and accountable, and that the input from citizens genuinely informs decision-making.     

Promoting Methodological Pluralism,Theoretical Diversity and Interdisciplinarity Through a Multi-Leveled Violence Prevention Initiative in South Africa

SUMMARY

Violence prevention within low-income, under-resourced communities presents significant challenges to community development researcher-practitioners seeking to maximize partnerships, resource utilization and overall program effectiveness. This article highlights a South African research and service delivery organization's efforts to develop a violence prevention matrix, premised upon an adaptation of the public health approach and the infusion of a critical, community development praxis. It presents preliminary outcomes of a multi-level pilot application of this matrix in a low-income neighborhood in South Africa, specifically focusing on evaluating its capacity to foster methodological pluralism, theoretical diversity and interdisciplinarity, together with promoting community empowerment and coalition-building strategies.

Analysing Choice in Australian Individual Funding Disability Policies

The Australian National Disability Insurance Scheme (NDIS) will allocate funding packages to people with disability who are assessed as needing paid support. The NDIS is an example of individual funding, which is currently not the dominant way of organising disability support in Australia. Individual funding aims to increase opportunities for personal choice. We present a framework for understanding current individual funding policies in each Australian jurisdiction according to two policy dimensions that potentially enable greater personal choice for people with disability: who holds their allocated funds and where support can be purchased. The findings show wide disparities in choice across the country, particularly due to constrained funds and the shortage of support to purchase in regional areas. The analysis demonstrates that NDIS implementation will need to consider that, while individual funding can be empowering for some people with disability, enabling choice can be challenging for administrators and service providers.     

行政“退权”与自治“增权”的尺度考量——转型背景下基层行政与社区自治间逻辑困境的再思考

在我国,基层行政与社区自治之间面临着一定的权力分配与资源整合问题,二者之间从表面上看是两种治理理念与路径的逻辑冲突,实质上则是如何界定行政权与自治权之间可触边界的尺度问题.因此,通过对二者逻辑困境的演绎进行分析,既应正确看待基层行政与社区自治之间在理念上的间隙,理性分析“退权”呼声与“自治”主张,在此基础上合理考量行政“退权”与自治“增权”的操作尺度,以实现基层社会不同治理主体间的良性互动,推进社区治理的不断成熟与完善.
