学习贯彻党的军事指导理论创新成果,必须正确认识和处理当前部队建设中的几个重要关系.实现军队建设转型,要以转变思想观念为先导,树立与履行军队新的历史使命、与建设信息化军队和打赢信息化战争相适应的思想观念;树立科学的部队安全观,依据战斗力标准建立科学评估部队全面工作的评价机制;寻求适应战场与适应市场的契合点,按照打得赢和不变质的要求提升官兵的思想道德水准;在"首位"与"中心"的关系上,把党委的工作重心转到"着眼打得赢谋发展,瞄准信息化搞建设"上来.     

论军事价值的基本特性

军事价值具有主体性与客观性、动态性与历史性、多元性与渗透性、对立性与综合性等基本特性。科学地分析和评价军事价值,应当从历史的、现实的、未来的三维价值视角加以综合审视。     

中美军事关系30年回顾与展望

中美军事关系是当今世界上最重要、最复杂、也是受制约因素最多的双边军事关系之一,历来被称为两国关系发展的"晴雨表".中美建交30年来,两国军事关系发展走过了极不平坦的历程.尽管如此,随着共同利益的日益增多,中美军事关系仍保持了总体向前发展的态势.     

An Analysis of Military Transparency

Military transparency has become a hot topic among political, military and academic communities over recent years. China＇s efforts to increase its military transparency have been widely recognized by the international community. But some countries are still particular about China＇s military transparency, accusing China of inadequate transparency time and again. Here, I would like to offer some personal views on this issue.     

On China＇s Military Transparency

For many years, major Western countries have all along held that the rapid increase of its comprehensive national strength offers china an opportunity ＂to make the country rich and the army strong＂. In their eyes, in the late 1990s, China＇s military expenditure kept growing by two-digit percentage, the orientation of China＇s military modernization was not clear, and China＇s intention in national defense, the scope and composition of its army, the use of military expenditure and military deployments all remained in a ＂non-transparent＂ status. They asserted that all this had constituted challenges and threat to the surrounding countries. In raising the issue of China＇s military transparency, these countries did not refer to bilateral or multilateral issues, but mostly requested China to become unilaterally and all-dimensionally transparent in military affairs. They are publicizing China＇s military transparency either out of their belated knowledge, or lack of trust in China, or for paving the way for concocting the ＂China threat＂ theory.

军事法价值是包含着人的价值预期的军事法,在与人发生相互作用的过程中所表现出的对人的作用;军事法价值的要素包括主体、客体和要素三个方面;价值取向就是在价值方面的选取方向和目的性追求,我国军事法的价值取向包括三个方面的内容,即文明、责任和道德。     

积极适应动态特点抓好政治教育落实

当前．随着多样化任务的提出和新军事训练大纲的修订．遂行任务频、外训时间长,动态已成为部队的常态。与在营区相比,动态条件下的教育,重多了、难多了,也复杂多了。真正抓好政治教育落实,不能要求来、原则去,必须要盯到点、抓到人、落到位,着力解决好四个方面的问题。     

论新军事变革条件下战略心理战的本质及发展趋势

战略心理战是一种新型的国际政治斗争方式,是国家战略的重要组成部分。新军事变革条件下战略心理战的本质内涵表现为战略指导层心理素质的一种综合对抗和对国家意志的精神支持。战略心理战的发展趋势表现为领域和时空日益扩大、打击力不断增强、时效性更快、心战组织专业化、使用手段信息化。     

China＇s Engagement in African Security Cooperation： Evolution and Prospects

Although China began to engage in military cooperation with Africa quite soon after the founding of the People＇s Republic in 1949, there are as yet few articles on Sino-African security cooperation. Now, with a much closer security relationship between China and Africa, there is a need for more study of this issue. This article gives some idea of the evolution of Chinese engagement in African security cooperation and examines new opportunities for, and challenges to, a more active Chinese engagement in Africa in this domain.
