中法中央与地方关系改革比较研究

20世纪70年代末80年代初,中、法两国政府先后开启了中央与地方关系改革的新进程。对两国的改革实践进行比较研究,找出其同一性和差异性,具有重要的理论意义和现实意义。     

Contracting out local public services in Slovakia

In our paper, we focus on how local self-governments perform in the delivery of local public services to citizen. The paper is based on concrete data, collected from 200l to 2008 by our research team, including following services--waste collection and disposal, street maintenance, public green, public lighting, cemeteries. Local self-governments are responsible for a large number of public services and their share in total public expenditures is almost 7%. However, our concrete data for evaluated services clearly show that large decentralization did not deliver immediate results and much remains to be done to improve the processes of local service delivery. The problems are not so much connected with existing legislation, but the core issue is the quality and effectiveness of functioning of all involved institutions. Outsourcing decisions are not well ex-ante reviewed, neither ex-post comprehensively evaluated for their outcomes and results. In many cases, competitive tendering is not used to get the best bid. The main purposes for such situation are lack of accountability and compliance control, the most important corrective measures are proposed in the last part of the paper.

如何正确处理好中央与地方的关系是当今世界诸多国家面临的而又必须要解决好的现实课题 ,中国也不例外。因此 ,研究中央与地方关系 ,不仅具有重要的理论意义 ,而且具有很强的实践意义。试图通过对中法两国最近 50年来中央与地方关系的比较研究 ,以期为我国改革中央与地方关系提供一点有益的启示。     

政府权力下放与社会保障事业发展—以第三部门理论为视角

目前我国的社会保障事业存在资金短缺、覆盖面窄、社会化程度低、法律法规不健全等问题。要想完善我国社会保障运行机制,必须通过建立健全相关法律法规、拓宽第三部门筹资途径、完善监督机制、开展多样化社会保障工作等途径在促进第三部门发展的同时,充分发挥第三部门在我国社会保障中的作用,推动我国社会保障事业全面发展。

ZIMBABWE＇S NEW CONSTITUTION AND LOCAL GOVERNMENT： IMPLICATIONS FOR CENTRALLOCAL RELATIONS

The process of political and administrative decentralization in Zimbabwe with a view to creating autonomous local governance expended much rhetoric. Current local government problems arise from the structure and nature of centre-local relations. Local governments＇ capacity has been severely affected by conflict, political interference, ＂bankruptcy decentralization＂ （without transfer of resources, competencies and decision making authority to local level）, corruption, low citizen participation and lack of accountability. This background necessitates the need to redefine and change centre-local relations. This article advocates for redefining centre-local relations to embrace the Constitution of Zimbabwe Amendment （No. 20） Act, 2013 which provides for devolution of powers and functions to local government. A brief local government history of Zimbabwe introduces the treatise followed from a conceptual perspective on local governance and centre-local relations. The conceptual framework provides the rationale for a devolved, strong local government based on pillars of efficiency, accountability, manageability, and autonomy. Drawing from the changing landscape of central-local government relations since the onset of the Zimbabwean crisis in 2000, the paper responds to the following question： What changes need to be made at both local and central government level so that the former operates autonomously？ The envisaged reforms are targeted at planning, budgeting, human resources and expenditure and service functions which are the fulcrum of the local government system.
