伊拉克乱局“炙烤”奥巴马政府

今年6月以来，“伊拉克和黎凡特伊斯兰国”（英文缩写为“ISIL”）在伊拉克和叙伊边境攻城略地，导致本就复杂的伊拉克局势迅速失控，进而使美国的伊拉克政策乃至中东政策面临巨大挑战。事实上，此次“ISIL”引发的危机，恰恰是美国近年来搅局中东、政策失当的恶果。从目前形势判断，奥巴马政府根本无力解决伊拉克问题，美国的中东政策正面临着进退维谷的尴尬处境。

The ongoing exit strategy will directly influence US interests in Afghanistan and the region as a whole, which moves beyond the stated goal of counterterrorism and involves complex calculus of gains and losses. Among crucial security pa rameters, at present, are the US-Afghan bilateral security agreement, Afghanistan＇s presidential election, and the post -exit measures of the 0bama administration. To envisage the uncertainty and challenges, the US feels hard to determine the emerging course and will continue to adapt different options to meet its maximal strategic benefits.     

“Jurisprudence”（法理学）还是什么？——基于英文文献的梳理分析

作为法理学学科名称的“法理学”一词,是法理学学科体系中的一个基础性概念。对于“法理学”一词的含义与所指在当代中国的法理学研究者中已经形成了一定的共识和通说,但一定程度上存在简单化、同质化程度较高、相关研究中引证的资料雷同度较高、引用的文献资料不新颖等缺陷。按照目前学界公认的观点,汉语“法理学”在英语中的对应词汇是“Jurisprudence”。借助较为新颖的英文文献,梳理“Jurisprudence”（法理学）一词在英文法学辞书、英文法学论文、英文法学论著中的表达后可以发现,至少在英文法学文献中,“Jurisprudence”（法理学）还有一种当前中国法理学研究界没有注意到的含义：在18世纪,指的是对自然法之首要原则、市民法、国家间法的研究。

前不久，一则新闻引起了媒体的广泛关注。4月12日，当中国国家主席胡锦涛出席核安全峰会的专机抵达华盛顿安德鲁斯空军基地时，只有美方官员和中国驻美大使等少数人在停机坪迎候，过去通常用中英文书写的欢迎长幅及列队的华侨华人、留学生欢迎队伍不见了，整个过程仅5分钟。这可不是美方的怠慢，而是我们的要求。
